CHULA VISTA, Calif. (KGTV) -- The Chula Vista Police Department is investigating a series of suspicious fires over the weekend.According to the department, the activity began on September 17, when a series of fires broke out in East Chula Vista. Crews were called to the fires beginning at 3:30 a.m.The department says four separate fires sparked within a 30-minute window on Lake Crest Drive, Eastlake Parkway, Telegraph Canyon Road, and East J Street.RELATED: Fire scorches Chula Vista playground overnightOn September 19, a fire erupted at a Veterans Park playground. Video from the scene showed the raging blaze and an explosion at the playground. Fire officials are investigating the fire at the Veterans Park Community Center as suspicious.Police are also investigating a fire that started on September 20 on the 1300 block of Martin Place. According to fire officials, residents in the home woke up to find their backyard fence on fire.“As of this latest one, we have now requested our PD liaison because there seems to be a trend and we want to get to the bottom of this,” said Captain Linda D’Orsi, Public Information Officer for the Chula Vista Fire Department.Captain D’Orsi said they have not found anything left behind at each scene and have not found any witnesses with information on people in the area.“No obvious evidence left at the scene, no matches no flares,” she said.She added that anyone with information is asked to call the Chula Vista Police Department non emergency line at 619-691-5151.“We just want the community to be aware and be willing to provide information if they have any,” said Captain D’Orsi.See the map below for locations on all the blazes: 1690

CHULA VISTA (KGTV) -- A nearly million dollar grant was recently awarded to the Chula Vista Elementary School District to focus on Science Technology Engineering and Math Programs.Some parents noticed the recipients of the grant were all schools in the east side of Chula Vista.“It’s not equal,” one dad told ABC 10News. He didn’t want to use his name, but both of his children attend a school on the west side of Chula Vista.“They need to find the exact same thing that covers the west side schools,” he said.The Military-Connected Student Academic and Support Program grant—which is 0,000—is a five-year commitment to STEM, according to a news release from the district.The schools that will be receiving that grant money included:- Enrique S. Camarena Elementary-Corky McMillin Elementary-Saburo Muraoka Elementary-Olympic View Elementary-Wolf Canyon ElementaryAll the schools are in the Otay Ranch area.Matthew Tessier, the Assistant Superintendent for Innovation and Instruction, said the schools were chosen based on the number of military families.“Part of the grant application is there needed to be 10 percent or higher military-connected children at the school and we picked our top five military-connected schools,” Tessier said. District spokesperson Anthony Millican said the requirement was set by the Department of Defense and no schools on the west side meet the requirement for the grant. There are 12 schools in the district that have more than 12 percent of enrollment identified as military-connected students, according to the district website.“We’re really cognizant of supporting our military-connected children because I think a lot of times we forget that they have a lot of unique needs… whether their parents are deployed, whether they have one parent leading a household for multiple months,” Tessier added.According to numbers given to ABC 10News by a district spokesperson, there are more than 1,000 military-connected students in the five schools that received the grant. 30 percent of Wolf Canyon’s population are military-connected students, which is the highest in the district.Camarena, Muraoka, and Olympic View all reported more than 20 percent of their students as military-connected. McMillin Elementary was at 19 percent.The school district’s project is calling “STEAMing into the Health Sciences.” The grant will allow participating schools to have the opportunity to attend the district’s Health Station, which is the latest in a series of hands-on learning stations creating with community partners.The participating schools will also have access to an online platform to introduce students to industry professionals, host weekly after-school STEM programs for select military-connected fourth graders, as well as provide a 1-week long summer camp for some military-connected students.Tessier said the Health Station experience will not be limited to the schools who received the grant. “We are committed—all means all. (KGTV) -- A Hazmat crew was called to a propane leak at a home in Chula Vista Tuesday night. Crews at the scene tell 10News that a food truck parked in the driveway of the home was leaking propane. Initially the plan was to jack the truck so crews could access, but they were unable to do so. They're now planning to safely light off the propane until it burns off. At this time one home has been evacuated, others may be evacuated soon. *This is a developing story. 10News will continue to update as details become available.  595

CHULA VISTA, Calif. (KGTV) — Four students at Montgomery High School were arrested Halloween Day during a state-mandated lockdown drill at school. The arrest is causing controversy, and many are now questioning the decision to carry out real arrests during a drill. It was a short 15-minute drill. No one in, no one out. “The whole school was on lockdown and everyone was in their classes. And we had to stay inside because cops came,” student Ernesto Miranda said. Police presence during a lock down is protocol. However, this time, four students were taken away in cuffs. Some are now criticizing San Diego Police officers’ unusual arrest strategy, accusing the department of suing the drill as a ruse to arrest the students under investigation. “It shouldn’t be, like use the lockdown as an excuse to OK, bust down these kids,” student Derek Uribe said. 10News spoke to Sweetwater Union High School District spokesman, Manny Rubio, who told us over the phone, this is the first time the district has ever agreed to cooperate in this kind of arrest. Montgomery High School’s state-mandated lockdown drill was planned for Tuesday, Nov. 13. But on Oct. 29, Rubio said SDPD requested the district to move the drill up sooner, because they urgently needed to make an arrest on campus. The school agreed. They immediately notified students and parents that there would be a drill sometime that week, before noon. Two days later, Rubio said the school carried out the drill. During the 15-minute drill, school stage brought each student in question into the office, where they were arrested by San Diego Police. Rubio said the school made sure to minimize the effects onto the 1,800 students and 100 staff, making the arrests away from classrooms. "I want to be a cop so I think it's smart to not make it a big deal and come in and everything. Just [during] a lockdown drill,” Miranda said. The police department, the school district, nor the District Attorney’s office would specify the exact charges the students face. But Rubio said they allegedly committed multiple violent crimes throughout the county that were, “incredibly severe in nature.”10News asked SDPD a number of questions, including why the students were not arrested at their homes, and why they waited two days before arresting them. (KGTV) - A South Bay officer was arrested Wednesday after a reported domestic violence incident, police confirmed.Chula Vista Police officer Leopoldo Armando Chousal, 27, was arrested at a residence in the 6400 block of Potomac Street by San Diego Police. The incident occurred while Chousal was off-duty, police said.SDPD said Chousal was booked on one count of making "criminal threats" to harm his girlfriend.
