SAN DIEGO (KGTV) — Singer Alicia Keys and her husband, rapper and music producer Swizz Beatz, are behind the purchase of a a -million mansion on the cliffs of La Jolla, according to the Wall Street Journal.The paper, citing sources familiar with the deal, say Keys and Beatz, whose real name is Kasseem Dean, bought the 10,600-square-foot home that is said to have inspired Tony Stark's Malibu home in the "Iron Man" film franchise. The home sits on a cliff sporting vast ocean views and features glass walls throughout the home. Cunningham and is regarded as a local architectural marvel. The home was listed by Laleh and Niloo Monshizadeh of Coldwell Banker Residential Brokerage in La Jolla.Keys is a 15-time Grammy winning singer-songwriter has has sold more than 60 million records. SAN DIEGO (KGTV) - San Diego Police released Thursday the name of a man who was shot and died after reportedly breaking in to a San Carlos home. Hollis Forman, 38, entered the home in the 6300 block of Lake Shore Drive July 16 and began fighting with the 54-year-old homeowner, police said. The homeowner’s wife called 911 as her husband confronted the man. Police said the homeowner’s 20-year-old son grabbed a gun and shot Forman, who ran out the back door and fell into the pool. RELATED: Suspected burglar shot to death, resident injured during San Carlos home break-inWhen officers arrived, they found the homeowner suffering from stab wounds to his upper body and Forman in the pool, dead from a gunshot wound, according to investigators. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins.  1837

  

SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

  

SAN DIEGO (KGTV) — Some local colleges are shifting toward a new policy of getting rid of standardized test scores as an admissions requirement.The University of San Diego is one of 60 other colleges, including local Cal State and University of California campuses, now using the "test blind" policy amid a pandemic-altered high school experience and education.The SAT has been something on Laila Ellyse's mind for some time now. She says part of her concern recently has been COVID-19-related restrictions on testing group sizes."You've been hearing about it for such a long time you have to take the SAT, it's like this big bad test," Ellyse said. "The number of seats available at any given test site is now reduced because of social distancing and all of those kinds of things." Ellyse says she had to go all the way to Utah to take the test because there were no testing site options in California. Standardized testing has also become increasingly debate following the nationwide college admissions scandal, in which several parents were charged with paying to get their kids admitted to top tier colleges.That's part of the reason USD is now a test blind campus. While SAT or ACT scores can be admitted, they'll be ignored for admission. Instead, college officials will consider other factors including high school academic record and GPA, letters of recommendation, admission essays, extra-curricular involvement, work experiences, and family responsibilities.USD says it hopes the new policy will make the admissions process fair and equitable for all students and allow lower-income students who may face barriers to accessing testing an even playing field.The test blind policy may not be permanent though. UCSD is test-optional until 2022 and test blind until 2024. San Diego State and local CSU campuses are test blind for 2021 only at the moment. 1868
