BEIJING, Aug. 1 (Xinhua) -- Police authorities in Beijing launched a microblog, blogs and a podcast on Sunday in the latest move in its public relations campaign.This came about half a month after police in the Chinese capital set up a public relations office to enhance transparency and interaction with residents.The Beijing Municipal Public Security Bureau officially launched its new media services at the news portals sina.com, sohu.com and 163.com and video-sharing site ku6.com after a three-day trial.The services, branded as "Safe Beijing", offer a new communication channel between police and the general public. Microblogs, for example, have become a quick and popular source of news and information for increasingly more Chinese citizens.Fu Zhenghua, head of the bureau, said last month that law enforcement activities could easily be hot topics in the media and among the public in this highly open and transparent Internet era."With the aid of modern technology, we hope to communicate with residents and vulnerable groups with frankness and sincerity, as well as promote social justice," said Fu.In the first microblog post, the bureau pledged to offer the latest police affairs news, anti-fraud tips and stories of model community police.The bureau has posted dozens of practical anti-fraud and anti-theft tips and police affairs news, including training programs for special police and stories about model police officers serving their first day on the police force.More than 17,600 people logged onto the microblog service on Sunday and some posts received hundreds of comments.Most welcomed the services, saying it can bridge the gap between police and average citizens and change the traditionally mysterious and superior image of police officers."This is really a good thing. Foreign direct investment (FDI) that flowed into China in June surged 39.6 percent from a year earlier, resulting in a 19.6-percent year-on-year increase during the first half of this year."Foreign investment will not pour into a country where the investment environment is worsening," Wen said.China will continue both its opening-up policy and improving its investment environment, as the government promised, but structural changes are expected because both China and the world are changing, analysts said.For the past 30 years, China has been wooing foreign investment with many preferential policies designed to attract badly-needed capital, advanced technology and management expertise.

BEIJING, July 30 (Xinhua) -- The Chinese government will offer greater financial support to education for ethnic minority groups in the next decade, says a national education plan released Thursday.The Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020) says allocation of public educational resources shall favor minority-inhabited areas."Speeding up educational development for ethnic minority groups is of far-reaching importance for promoting socioeconomic development among the people and in the areas inhabited by them, and for enhancing unity between people of different ethnic backgrounds," the outline says.Efforts shall be made to promote coordinated development of all kinds of education at all levels in minority-inhabited areas, it says.Border counties and impoverished counties in ethnic autonomous areas shall be supported to meet government standards for the construction of school buildings for compulsory education, with special efforts devoted to building boarding schools, it says.Development in senior middle school education in the minority-inhabited areas shall be speeded up. Support shall also be granted to areas with poor education in a bid to renovate, expand or build senior middle schools, it adds.No effort shall be spared to expand vocational education in minority-inhabited areas, and more support shall be granted to secondary vocational education in these areas, according to the outline.And more support shall be granted to educational development for ethnic minorities with small populations, it says.Efforts shall also be made to advance bilingual teaching, open Chinese language classes in every school, and popularize the national common language and writing system.However, minority groups' right to be educated in their native languages shall also be respected and ensured, it says.Schools in minority-inhabited areas shall get more help from their counterparts in other parts of the country under a "pairing-assistance" program, it saysThe education for ethnic minority groups has seen marked progress in recent years, it says.
