DEL MAR, Calif. (KGTV) - A woman was struck and killed by a Coaster train during rush hour Wednesday.The Coaster came to a stop at 111 11th Street in Del Mar. Deputies from the Sheriff's North Coastal Transit Enforcement Unit arrived at the scene around 5 p.m. Deputies say the northbound Coaster Train was traveling around 48 mph when it struck the woman, killing both she and her dog as they attempted to cross the tracks. Both the woman and the dog died at the scene. Anyone with information about this case is asked to call the Sheriff's Department's non-emergency line at (858) 565-5200. 620

DEL MAR, Calif. (KGTV) -- Scott Eastwood was caught on video taking down signs as Del Mar residents protested a proposed luxury resort Sunday. A protestor, Spencer Gobar, who confronted Eastwood in the video, told 10News that the actor identified himself to the group as an official from the city.Eastwood reportedly told demonstrators to take down signs and banners at Del Mar Plaza. However, Gobar said she recognized Eastwood as soon as she saw his face, having seen him numerous times around the area. She asked him by name to stop trying to remove the sign. Eastwood then walked away as the protestors heckled him about his actions and about his famous father, Hollywood icon Clint Eastwood."It all happened so fast," Gobar told 10News. "The last thing I was expecting was for this D-list celebrity to show up and try to dismantle the sign."Eastwood owns at least one business in the North County, a clothing company based in Encinitas. However, it is not clear why he wanted the protest signs against Del Mar Measure G removed. Department of Education Secretary Betsy DeVos is rolling back another Obama-era regulation that was meant to protect students from abusive practices by for-profit schools and colleges.On Friday, DeVos said she plans to fully repeal a rule that targeted schools that failed to prepare students for "gainful employment."The regulation required for-profit colleges and certificate programs at non-profit colleges to publish information on how much student debt graduates took on and how much they were earning after leaving school. If the average debt-to-income ratio did not meet government standards, the school's federal funding would be revoked.The announcement comes?two weeks after DeVos said she would replace the "borrower defense" rule that aimed to help defrauded students seek debt relief.Together, the two rules were an important part of the Obama administration's crackdown on for-profit colleges like Corinthian and ITT Tech, which were accused of defrauding students and eventually shut down. Corinthian was fined million by the Department of Education for overstating job placement rates and was accused of preying on low-income people with high-interest loans. The Crossroads of the West gun show returned to the fairgrounds Saturday, two months after Gov. Gavin Newsom signed a bill banning the sale of guns and ammo at the venue. That law doesn't take effect until 2021, allowing the gun show to continue until then."It's been a mainstay for 30 years in San Diego and a small group of extremists tried to get it canceled and were successful for just a few months last year, but fortunately the courts stepped in and said, 'no you can't discriminate against a group based on what they described as their culture," Michael Schwartz, executive director of San Diego County Gun Owners, told reporters Saturday. "But we're very confident that the court's going to see that this type of discrimination against this group of people — that they simply consider undesirable — is not right. "The fairgrounds is a state-owned, regional asset and just because one city decides they don't like a culture, that doesn't mean that they can kick them out of town ...
