BEIJING -- The Standing Committee of the National People's Congress (NPC), the top legislature, approved on Thursday the nomination of procurators of all 31 provinces, municipalities and autonomous regions in the Chinese mainland.The approval was made at the 32nd meeting of the Tenth NPC Standing Committee, upon the proposal of Jia Chunwang, procurator-general of the Supreme People's Procuratorate.At the meeting, the NPC Standing Committee examined and approved the nomination of these candidates, who had been elected at provincial legislative sessions in January.The procurators are 53.9 years of age on the average, including 22 aged under 55. And 21 of them have been elected deputies to the 11th NPC.The 11th NPC will start its first annual session in Beijing on March 5.

The U.S. National Academy of Sciences announced on Tuesday the election of 72 new members and 18 foreign associates in recognition of their distinguished and continuing achievements in original research. The election was held this morning during the business session of the 144th annual meeting of the academy, and brought the organization's total number of active members to 2,025. Foreign associates are non-voting members of the academy. The 18 newly elected, from 12 different countries, brought the total number of foreign associates to 387. Two Chinese scientists, Zhang Qifa and Li Aizhen, were among the new foreign associates. Professor Zhang is the director of National Key Laboratory of Crop Genetic Improvement, Huazhong Agricultural University, in central China's Wuhan. Li is from the Shanghai Institute of Microsystem and Information Technology, Chinese Academy of Sciences. The U.S. National Academy of Sciences is a private organization of scientists and engineers dedicated to the advance of science and its use for the general welfare. It was established in 1863 by a congressional act signed by Abraham Lincoln. The act calls on the academy to act as an official adviser to the federal government, upon request, in any matter of science or technology

And 360 of them have developed AIDS."I came here two years ago," Wen told some AIDS patients and medical staff, while visiting the village's clinic.Kong Chunyi, one of the patients and a worker of the village's mushroom factory, said he has been quite fine with the help of the government's special policies for this group of people.The Chinese government provides AIDS patients, who have been covered by social security umbrella, with free medicine; provides free consultation to all those who are voluntary to consult on the disease; provides free schooling to AIDS-caused orphans; and provides free consultation, medical check, and medical treatment to pregnant women from areas which have been made exemplary for comprehensive control over AIDS, so as to reduce the spreading of HIV between mother and infant; and make all AIDS patients accessible to financial assistance from the government.During his visit, the premier showed his concern for the problem of drugfastness among some patients. He asked Health Minister Chen Zhu, who was with him, to study the issue.In talks with some medical staff working with the clinic, Wen thanked them for their devotion.The premier also encouraged the patients to be confident and optimistic to face the illness.Wenlou Village is a vegetable production base, but its products do not sell well due to prejudice by some outsiders. "It is not a matter of money, but a matter of passion," he said, upon learning that the "mother" only gets a pay of 500 yuan (about 67 U.S. dollars) per month.The premier told the kids, "Your 'dad' and 'mum' are caring and kind people. You must study hard. Don't forget them and treat them with filial respect when you grow up."At another "simulation family", with five orphans, Wen wrote an inscription, "Study hard for a beautiful future."Later the day, Wen presided over a workshop attended by experts and local officials. In his speech, the premier urged local people to prepare for a protracted war against AIDS.On the same day, Chinese President Hu Jintao visited doctors and communities in north Beijing, talking and shaking hands with HIV carriers to encourage the people "not to be daunted by HIV."An official report released on Thursday said that China officially reported 223,501 HIV contracted cases, including 62,838 AIDS patients, by October this year while about 700,000 people are estimated to be living with HIV/AIDS.

Chinese auditors said it found no embezzlement or misappropriation of construction fund in the ongoing Three Gorges project, however, they also detected some problems and flaws in the project management. The National Audit Office (NAO) said the overall quality control of the project was fine and total investment were kept under control. All 11 major projects were up to the standards, as were main materials such as steel and cement, said an audit report by the NAO. It said total inflation-adjusted investment, expected to be 78 billion yuan, could be more than 35 billion yuan less than planned in 1994. By the end of 2005, the country had spent 64.2 billion yuan on the project. The NAO, however, also detected extra construction costs of 488 million yuan, most of which was incurred by project construction contractors who exaggerated their expenditure. The office also found 20.4 hectares of land illegally used without governmental permission, while another 110 hectares approved for use had been left idle. "The problems are largely due to lack of laws and regulations and imperfection in internal control," said Pan Xiaojun, senior official with the NAO. The company said it had already corrected the use of 139 million yuan of fund involving violation of rules, and a total 17 measures had been adopted to improve management over the project. The office said 21 power station construction projects, most of which involved a single contract value of less than 10 million yuan were not put out to tender. A few construction companies were discovered to have subcontracted their projects against regulations and obtained illegal charge of 53.45 million yuan. About half of the 1,448 supervisors sampled were found to have no licenses for the work. The China Three Gorges Corporation said it had strengthened the implementation of public bidding to ensure the fairness of the results and avoid the influence of people, and it also added detailed terms about contracting in contracts to prevent illegal contracting. The unlicensed supervisors had been fired and supervision over the project supervisors were enhanced, according to the company. The report said that the project across the Yangtze River, the construction of which began in 1993, had played a "better-than-expected" role in flood prevention, power generation and shipping. "It's possible to put the project into full operation by 2009 as planned, and the project is running a bit ahead of schedule," it said. The fourteen generators in a power plant had been put into operation a year earlier than planned in 2005, the office said. Upon its completion, the Three Gorges dam will produce 85 billion kwh of electricity annually for supply to central and eastern China. The dam, which is 2,309 meters long and 185 meters high, will be installed with 26 turbo-generators, each with a generation capacity of 700,000 kilowatts. The audit, which took 150 auditors more than six months to complete, covered areas including fund raising, management and use, construction management as well as benefit of the project.
