(KGTV) — A California Highway Patrol officer found himself in the right place at just the right time this week on a Northern California freeway.CHP officer Jeffrey Lloyd was completing a traffic stop on State Route 99 Monday when an SUV pulled up behind him. A woman in the right passenger seat was going into labor and about to give birth, according to CHP'S South Sacramento office.Officer Lloyd informed dispatch of the situation and gatherer medical equipment to help deliver the baby right there on the freeway. "Officer Lloyd notified dispatch of the birth and stayed with the mother and baby until medical personal from the Sacramento City Fire Department arrived on scene."The mother and newborn were transported to a nearby hospital and were said to be in excellent health and resting Tuesday. 1139

(KGTV) - Andrea McGee has a chalkboard on the wall of her two-bedroom townhome in Santa Barbara. It reads, "Everything will be okay once you're okay with everything.""That was my mantra for this month," McGee said. In this case, she's okay with being a psychotherapist with a master's degree that must live paycheck to paycheck in Santa Barbara, a city of about 92,000 about 85 miles north of Los Angeles. McGee loves the city dearly, but it costs her.She and a roommate are splitting the ,700 a month rent for the aging townhome, with a kitchen so small only one person can fit inside at a time."Everybody talks about the new promise lands - the Denvers, the Portlands, and now it's even Boise, Idaho is the place to go," McGee said. "But I'm just trying to make it work in Paradise."With its big sandy beaches, an expansive boardwalk and a quaint shopping district downtown, Santa Barbara calls itself the American Riviera. But many of the people who work in the city can't afford it. An estimated 25,000 to 30,000 people commute to their jobs daily from affordable areas, some from more than 50 miles away. "We’ve had some employers leave town because of the high cost of housing," said Rob Fredericks, who runs the Santa Barbara Housing Authority. The relative hollowing out of the city's job market goes hand-in-hand with Santa Barbara's extreme housing crunch. (KGTV) — California has released guidance on allowing outdoor services, like religious services and protests, amid the coronavirus pandemic.Initially, the state released guidance for indoor religious services to be held at 25% capacity or 100 people, whichever is less. San Diego Supervisor Nathan Fletcher said Monday that the guidance has been expanded to not only outdoor religious services, but cultural services, constitutionally-protected activities, and weddings provided physical distancing is practiced."That remains in place for indoor services, but they have expanded that outdoor services can occur provided that they can maintain physical distance between individuals. So they're allowing whatever the natural surroundings allow for provided that you can physically distance between individuals. (KGTV) — Firefighters battled a vegetation fire north of Fallbrook Saturday afternoon.Cal Fire firefighters reported the brush fire near the intersection of Deluz Rd. and Santa Margarita Trail in the Deluz area, north of Fallbrook.Dubbed the Santa Fire, the blaze was at 6 acres and 0% contained just before 2 p.m. Fire crews said there was no immediate structure threat in the area. Just before 2:30 p.m., Cal Fire reported that forward rate had been stopped and crews would remain on scene "to mop-up and build containment line."It's not clear how the fire began. 573
