As the debate over arming teachers in schools reverberates across the country, Kansas is doubling down on the idea.A new bill would not only authorize the arming of Kansas school staff, it would hold schools responsible if a shooting were to occur and the teachers and staff present were not allowed to be armed.Here's the exact wording?from House Bill 2789:"In any action against a unified school district arising out of acts or omissions regarding the possession or use of firearms on the premises of such school district, there shall be a rebuttable presumption of negligence on the part of such school district when it is shown by evidence that such school district did not authorize any employee of such school district, other than school security officers, to carry concealed handguns..."The House bill is causing some serious contention in the Kansas state capitol. During a House Insurance Committee hearing on Tuesday, Rep. Blake Carpenter, one of the bill's authors, quoted the movie "American Sniper" and said violence in school was a matter of "when" and not "if.""It's not if our kids will be killed; it is when they will be killed and what we are doing to prevent it," he said,?according to the Kansas City Star.CNN has reached out to Carpenter for comment.The bill has received significant pushback. A group of protesters was present at Tuesday's hearing, and Rep. Brett Parker, a Democratic opponent of the bill, shared a photo of stacks of papers he says are written testimonies against it.Kansas teachers?are technically already allowed by state law to carry guns on public school campuses as long as they have a permit and meet any school-specific requirements. But according to the Kansas City Star the 2013 legislation caused problems with insurance providers for some of the state's school districts, who refused to extend coverage because of the liability of armed staff.As a result, some districts put their own policies in place, overriding the law and disallowing the concealed carry of weapons on school property.The bill currently before the House committee also addresses this by forbidding insurance companies from refusing coverage just because a school district allows teachers and staff to be armed."No insurance company shall charge unfair discriminatory premiums, policy fees or rates for, or refuse to provide, any policy or contract of real or personal property insurance, liability insurance or policy containing liability coverage for any unified school district solely because such school district authorizes employees of such school district to carry concealed handguns on the premises of schools and attendance centers operated by such school district..." the bill states. 2742

As September is NICU Awareness Month, parents of NICU babies are working to serve as a voice for families who are trying to navigate the overwhelming and often terrifying experience of watching your baby in a neonatal intensive care unit, especially during a pandemic.When Andi Petito was 21 weeks pregnant, she went in for a simple and common anatomy scan of her baby.“When she got really quiet and excused herself,” Petito said about a routine appointment. The technician who performed the ultrasound returned with the doctor who said there were some major problems, Petito was sent to the hospital where she would remain on bed rest until she went into labor. Petito gave birth to River at 24 weeks, weighing 1 pound, 7 ounces. River was transferred to the NICU.“They warn you it's a roller coaster and they try to prepare you but you’re not really prepared for the ups and downs,” Petito said.That roller coaster is how they describe the NICU.“Terrifying, stressful and, I mean, we lived on edge,” Petito said. “You almost feel paranoid because you’re so worried about her compromised immune system, comprised lungs. Kind of like we’re all living now, but no one else is joining you in it.”Neonatologist Dr. Melinda Elliott said no one expects, prepares or plans for a NICU stay.“Nobody plans to meet me, nobody plans to meet the doctor who specializes in sick babies,” Elliott said.She said parents should not focus on all of the machines and equipment that surround your newborn.“The best thing you can do is turn the other way and focus on your baby,” Elliott said. “Just look at your baby because that baby is your baby no matter how small or how sick. You’re the only parent that baby has.”Elliott said the pandemic has stripped the visitor policy. Usually, there's only one parent allowed in at a time. While that's hard for already stressed families to manage, she reminds parents to focus on the importance of nutrition and to continue to advocate for your baby.“Probably the biggest piece of advice is just ask questions, keep asking,” Elliott said. “If you don’t get an answer you like, ask again and find somebody else to ask. You deserve to understand what’s going on with your baby:”Now, after 129 days in the NICU, that once tiny little baby is 3 years old, and likes to discuss her favorite color, pink, and all things Paw Patrol. Petito said she got through the NICU by doing her own research, being her own advocate, fighting for what her baby needs and by being honest with herself.“It’s OK to fall apart sometimes,” Petito said. “Parenthood is not what you envision when your child is not able to come home with you and everything has been blown up and so it’s okay if you need to cry and fall apart and pick yourself back up and go to the NICU.”The Petitos have now given River a sibling. Fern is happy and healthy and didn't need the NICU. And while it was never an easy roller coaster ride, they say it made River the strongest little fighter they know. 2987
As the nation continues to face a shortage of nurses, parents in Chicago say they’re feeling the effects particularly hard when it comes to their children’s public schools.Mason Rodriguez is a smart, gregarious 6-year-old boy, who enjoys going to school. When he comes home each day, his mother, Laurel Henson, asks if he had daydreams. That’s because Mason has epilepsy, and the word daydreams is used to describe his seizures.Henson says her son’s seizures are getting worse.“He has them every couple days,” Henson says.Mason’s school has no dedicated nurse, and the medication he’s been given in the event of a serious seizure is not something a teacher can administer. “The issue is they have no one on staff at the school, obviously because there’s no nurse to administer the medicine, because it has to be done rectally and they have to be certified,” Henson explains.As a result, Henson says the school told her that in an emergency, they would call 911. But she worries officials wouldn’t get there fast enough.“For the district rep to say, ‘Were not a Band Aid service,’ it’s like, this is not a Band Aid issue. This is my kid’s life, and there’s other kids, ya know?” Henson says.According to the American Nurses Association, the nationwide nursing shortage is so bad that by 2022 there will be more registered nurse jobs available than any other profession.The shortage has hit Chicago Public Schools particularly hard. A million plan--put forward and passed by the Board of Education just this week--aims to add more nurses to the district’s schools, including Mason’s. But not all parents see this as the solution, because the nurses would be temporary.“People from temp agencies have come in untrained, unreliable,” says Wendy Katten.Katten is with Raise Your Hand for Illinois Public Education, an education advocacy group made up of parents. She says there are only 100 certified nurses, and Chicago has over 500 schools. Some parents have now left jobs to be at school with special needs kids.“There are three federal laws that you know are in place to protect children, and those laws aren’t being followed,” Katten says. “The fact that parents are sitting in schools missing work, not getting a pay check because the district is violating, you know, laws, is outrageous.”Chicago Public Schools declined our requests for an interview, but sent us a statement saying, in part, they’re also hiring “20 board employed nurses…” and that they’re working to “ensure every student receives the support and services they need…”“Ensuring greater consistency in nursing services is a top priority for the district, and we are working to strengthen staffing by hiring an additional 20 board-employed nurses and expanding the pool of available vendor support. We will continue working with schools and families to gather feedback and ensure every student receives the supports and services they need to access a high quality education,” read part of the statement.Henson thinks temporary nurses could definitely help her son, but she says it isn’t a long-term fix. 3122

(AP) — Authorities say a woman stole ,000 worth of quarters and her getaway car was a baby stroller.Bakersfield police officers noticed the woman Friday struggling to push the stroller but quickly realized there was no baby inside, according to the Bakersfield Californian .Police discovered the quarters, which 29-year-old Darrin Fritz had allegedly just stolen from a home, the newspaper reported. Fritz allegedly tried to flee from the officers.She was arrested on suspicion of burglary, possession of stolen property, possession of burglary tools, possession of methamphetamine, resisting arrest and two outstanding misdemeanor warrants.A post on Twitter from the Bakersfield Police Department shows thousands of quarters in evidence bags.It was not immediately clear if Fritz had an attorney who could speak on her behalf. 857
