President Donald Trump suggested delaying the 2020 presidential election in a Thursday morning tweet while further perpetuating the false claim that mail-in voting leads to widespread voter fraud."With Universal Mail-In Voting (not Absentee Voting, which is good), 2020 will be the most INACCURATE & FRAUDULENT Election in history," Trump tweeted. "It will be a great embarrassment to the USA. Delay the Election until people can properly, securely and safely vote???"Despite Trump's repeated claims to the contrary, there is little evidence that mail-in voting leads to widespread voter fraud. Five states already conduct their elections entirely through the mail: Colorado, Hawaii, Oregon, Washington and Utah.In fact, Trump himself has voted by mail several times.In addition, legal experts say the president does not have the power to move Election Day. The Constitution provides that power to Congress, who passed a law in 1948 specifying election day as the first Tuesday in November. Democrats control the House of Representatives, and it's unlikely that they will vote to move the election at the behest of Trump.According to CNN and The New York Times, several top Republicans have already broken with Trump on the prospect of moving the 2020 election, including Senate Majority Leader Mitch McConnell, House Minority Leader Kevin McCarthy, Sen. Ted Cruz, Sen. Lindsey Graham and Sen. Marco Rubio. Trump has already suggested that he won't immediately accept the results of the election if he were to lose in November. Earlier this month in an interview with Fox News' Chris Wallace, Trump said it would "depend" if he would accept the results in which he lost, citing mail-in voting.Several recent national polls show Trump trailing his presumptive opponent, former Vice President Joe Biden, but double digits. (AP) — California authorities have returned a pet tortoise to its owner after the wandering animal was spotted in another resident's backyard.The Record Searchlight reported the 41-year-old tortoise named Dino ambled away after a storm blew open the latch on its outdoor enclosure in Red Bluff.An animal regulation officer says the tortoise was found about a half-mile (0.8 kilometers) from the home of owner Cindy Haase.Authorities used watermelon to lure the 150-pound (68-kilogram) tortoise before lifting it into a vehicle for transport.Tehama County sheriff's deputies and the state forestry and fire protection department helped return Dino to Haase.Tortoise Acres Rescue and Sanctuary owner Katie Hoffman says this is breeding season and roaming pet tortoises seeking companionship are "a daily occurrence this time of year." 856

RAMONA (KGTV) - Seven acres burned in a brush fire near downtown Ramona Saturday, according to CalFire. At 6 p.m. Cal Fire PIO Issac Sanchez said the fire was 20% contained.The fire burned near Montecito Road and North Ramona Street.Hundreds of neighbors were evacuated from the Ramona Mountain Valley Apartments, where the fire burned right up to their fence. Juliette Farey, a mother and resident at the complex said she was coming back from her son's birthday party and when she saw the smoke, she knew her home was at risk."We were scared for our lives," she said.Farey said the unruly gold bushes on the other side of the fence were out of control, and wished they would be better maintained to keep a fire from happening in the future.Sanchez said the fire started with a pile of debris in the riverbed then spread to nearby grass. Sixty-five fire fighters responded, working to protect neighbors, two planes and a helicopter also jumped into action to help. Farey believes homeless who live in the riverbed started the fire, saying the high rent is to blame. "They probably lit a fire in the river bottom to stay warm," she said.Other residents were terrified, saying they've never experienced a scare like this."There was just this wall of smoke. I grabbed our animals and my daughters," Angelina Rios said police banged on their door urging them to get out and that's when they saw the wall of smoke steps away.Her daughter Destiny Minjares described the fear gripping her and her neighbors, that turned to excitement as a helicopter soared just over their heads dropping water.Destiny said they got splashed and everyone cheered after the successful maneuver, a feeling that quickly faded as they saw the fire was still raging nearby.Firefighters got a handle on the fire around 6 p.m. The evacuations have been lifted. All road closures have been lifted as well. Firefighters are expected to be at the scene for several hours.This is a developing story. 10News will update as details become available.  2101

  

Researchers are trying to find new ways to get younger people to donate blood as the pandemic pushes the country's blood supply to critically low levels.The donor pool is aging and younger people aren't stepping up to fill the gaps.For decades, the supply has relied on donors being motivated simply to help others.A recent study looked at the idea of paying people to give blood, something already being done for plasma donations, but not for whole blood. The study found about 80% of college age people would be willing to give blood if they were paid.“A concern might be that payment leads people to be externally motivated to give blood, that they're doing it for the money,” said Christopher France, a psychology professor at Ohio University. “But people are by and large doing this at the beginning because they're also feeling very altruistic. The reality is, we can hold two ideas in our head at the same time. We can say, ‘oh it's nice to get paid for this,’ but we also recognize that we're doing something for our fellow human beings.”France says one way to address that concern is to offer donors options on what to do with the payment. They could keep it or donate it to charity.There's also concerns over getting donors to keep coming back. Payment and reducing fears could help with that.“Not only does reducing fear reduce the risk of feeling faint while they give blood, so they feel better if they have their fear reduced, but it also increases their odds of coming back to give blood again,” said France.In March, the surgeon general made a national plea for more blood donations.Demographic data from a major Texas center suggests the emergency appeal did not help close the age gap. 1711

  

RANCHO SANTA FE (CNS) - In the wake of COVID-19 shutdowns, the Helen Woodward Animal Center will launch online educational programming for children stuck at home.The center's Humane Education department will stream baby animals from 9 a.m. to 3 p.m. Monday through Friday, with a focus on a new animal every hour.Helen Woodward Animal Center has offered humane education programs dedicated to appreciating animals since its founding. The center also runs a pet encounter therapy program."The enormous growth of adoptions is based on the undeniable way pets create a happier, more loving home," center spokeswoman Jessica Gercke said. "With this in mind, Helen Woodward Animal Center is dedicating this time to bringing the gifts of animals into the homes of friends, supporters, and animal-lovers struggling with social distancing."In order to take precautions against the COVID-19 pandemic, all on- site humane education programs at the center are closed until April 6.A live stream of the animals, including puppies, rabbits, baby goats and parrots, can be viewed at animalcenter.org/programs-services/education/critter-cam. 1134
