DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent. DEL MAR (KGTV): The Del Mar Racetrack will open it's fall season Friday afternoon, it's the fifth year of the Bing Crosby Racing Season."You got 16 days to basically, do everything," says CEO Joe Harper.The shorter season features smaller crowds and smaller fields, but trainer Peter Miller says that's part of its charm."It's easy to get a drink. It's easy to get a bet down. It's easy to watch the races. It's better," he says. "And it's better to train the horses on this kind of a laid back, easy going situation."Miller's horses won 31 races at Del Mar over the summer. He hopes to have similar success over the next month.Around the track, Harper says betters can have success by getting more access to horses and betting lines."It's a short meet. It's full of good horses and good racing. It's a local's meet, which I love, a little less hectic than the summer," says Harper.The track has 16 days of racing planned, and every day has some kind of theme, festival or concert. DENVER, Colo. – A group of entrepreneurs is launching a new app that directs users to Black-owned businesses.“The app is across all 50 states. We just got a notification today about a Black-owned business in Ireland,” said Mariam Kazadi, the co-founder of the BBLK app.The app uses GPS to find Black-owned businesses near you. Or you can search through businesses that allow you to order online. It is organized by the type of service.As communities push for racial justice, there has been growing momentum to support Black-owned businesses. Yelp saw searches for “Black-owned business” spike 6,000% between June and August.Companies rarely identify themselves through Google searches as being minority-owned, which can make it difficult for consumers to find them.“Black-owned businesses not only don’t get visibility, but they don’t get funding. So, we want to put the Black dollar back into the community so those economies and communities can grow,” Kazadi said.The BBLK app is free for users and businesses.
