SAN DIEGO (KGTV) -- Deputies credited hikers for calling 911, saving a man who had fallen through the ice at Big Laguna Lake Sunday morning. The San Diego County Sheriff’s Department received a call around 11:45 about a man who trapped in the lake after falling through ice. According to the department, the man, who is in his 60s, tried to ski on the ice, but fell in because the ice was too thin. A helicopter was able to quickly descend on the lake, lowering a flotation device down to the man. “He knew he didn’t have much more in him. He knew he had to get out of that water. He didn’t have much time,” Deputy Bill Liniewicz said. RELATED: Man dies on Lincoln Park sidewalk, police sayCal Fire and San Diego Sheriff’s Department all worked together on the rescue. Video from the scene shows a helicopter lowering a rescue device down to the man trapped in the water. Cal Fire took to social media following the incident to warn of the dangers near bodies of water as people swarm to see the recent snow that fell on the San Diego County mountains. “If visiting the snow please remember to stay away from all bodies of water and stay on designated trails,” the agency said. 1186

SAN DIEGO (KGTV) -- Homeowners in Logan Heights say people are living in RVs parked on their street, leaving behind trash and at times, even dumping human waste. The piles of trash on Logan Avenue include bags, clothes, and paint or plastic food containers. Some of the RV trailers even have cobwebs. A city ordinance says cars are not allowed to park continuously on any public roadway for more than 72 hours. Homeowners say the vehicles are sometimes ticketed and moved for a few days before they come back. In June, the city opened a safe parking lot in Misison Valley for people living out of their RVs. Neighbors say the issue has been reported to the city's Get It Done app multiple times and they've even reached out to their council member, Vivian Moreno.10News reached out to Moreno's office, and a spokesperson said they've reported the issue to the San Diego Police Department. SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571

  

SAN DIEGO (KGTV) -- Health officials are asking residents, schools, and businesses to prepare for the novel coronavirus. In a message posted on County News Center Thursday, the county urged people to prepare “for a potential outbreak” of the virus. “It’s important for everyone to educate themselves and their family and be prepared in case the new coronavirus makes its way to San Diego County,” said Chairman Greg Cox, County Board of Supervisors. “It’s also important for people not to panic as the risk for this new virus and the disease that it causes continues to be low.”RELATED: San Diego County AT&T store worker's initial coronavirus test comes back positiveBelow is list of what health officials say you can do to prepare: Store a two-week supply of food, beverages and water, including food for family pets. Ensure an adequate supply of prescribed and routine medications are on hand.Plan ways to care for those who are at greater risk for serious complications and who will take care of sick family members.If you have family members with increased risk of getting seriously sick, check with your medical providers about symptoms and treatment.Create an emergency contact list of family and friends, teachers and employers.Have a plan in case your school, child care, or employer closes temporarily.Talk with your children, family, and friends about what to do if an outbreak occurs and what each person would need.Those who own businesses can also take steps to prepare for the virus, the county says. The CDC believes symptoms of the virus may appear in as little as two days or could take as long as 14 days to appear post-exposure. 2700
