ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426

ENCINITAS, Calif. (KGTV) -- A popular Encinitas cafe was destroyed and nearby residences were evacuated following a blaze early Monday morning.Crews were called around 12:15 a.m. to a commercial building fire at 698 N Coast Highway 101, about three blocks from the coastline.Witnesses reported hearing an explosion then seeing the building fully engulfed almost instantly. "I heard a really loud pop and then I heard some yelling," said Matt Prior, a nearby resident. He thought the noise was gunfire until he realized the popular Mozy Cafe was engulfed in flames."I went outside and saw like a really big orange glow," said Prior.Flames were still raging an hour after the first units arrived. More firefighting units were called to the scene and crews evacuated nearby residential buildings.No injuries were reported.In total, Mozy Cafe and three other businesses resided in the destroyed commercial building. Firefighters remained on the scene as of 6 a.m. to monitor hot spots. The cause of the fire is under investigation but officials say it does not seem suspicious.The owners of the four businesses say they want to rebuild and have created a GoFundMe to raise money. 1185

Facebook users briefly reported widespread issues with the social media site Thursday afternoon, according to Down Detector, a website that crowdsources telecommunication and social media outages.Down Detector reported that it received more than 6,300 reports of problems on Facebook at about 2 p.m. Thursday. EMERSON, Iowa — While many in Southwest Iowa saw the strongest of Friday's thunderstorm, one Emerson couple watched a funnel cloud spin from the cloud outside their home.Larry and Marlene Skalberg, who live right just east of Emerson, have lived in their house for 39 years. They've experienced storms throughout the years but never saw one up close like Friday's storm that created a funnel cloud right outside their front door. "It was just neat to watch it and how it formed and then how it started to get smaller and then it just disappeared," said Marlene. Marlene said she got an alert on her phone about a tornado warning that advised people in the area to take cover, as northeastern Mills County was under tornado warning for part of the afternoon. She started heading towards the basement, but her husband Larry grabbed a chair, a beer and headed for the front lawn."He was like, 'look! A tornado! Go out on the lawn and take pictures!' So there I am out on the lawn just taking pictures and I'm like, 'what if the tail just comes down and takes?' " said Marlene.Larry wasn't worried. He said he enjoys watching storms brew and has experienced several tornadoes in Iowa, Oklahoma and Kansas. "I like to watch storms coming in and the clouds forming. I always have since I was a little kid," said Larry. "I enjoy storms. But if the funnel cloud had touched the hill...well that's a different story." 1436
