BEIJING, Dec. 15 (Xinhua) -- China's top legislators on Monday approved the Ministry of Finance to expend "a certain amount" of fund in advance before the central budget is reviewed and approved next spring. The chairman and vice-chairpersons of National People's Congress (NPC) Standing Committee made the decision at their meeting here Monday, said a statement issued after the meeting presided by Wu Bangguo, chairman of the NPC Standing Committee. The statement did not reveal the exact number of the fund. "In face of serious challenges from domestic and international market, the government has carefully adjusted the macroeconomic policies," the statement said. "The new moves were proved to be correct and effective." The central budget is supposed to be discussed at the NPC annual session in next March. The draft law on arbitration of rural land contract conflicts and draft amendment to the law on statistics will be first tabled at the session. Two international pacts are due to be ratified during the session: the pact on the joint military exercises held by the Shanghai Cooperation Organization members and the one on criminal judicial assistance between China and United Arab Emirates. The State Council will table four reports, on implementation of the 11th Five-Year Plan, on measures to cope with international financial crisis and maintain a stable healthy economic growth, on measures to stabilize consumer price and on efforts to control water pollution.
BEIJING, Nov. 7 (Xinhua) -- The pursuit of harmony is a basic value and the fundamental spirit of Chinese culture, State Councilor Liu Yandong told representatives of the 2008 Beijing Forum on Friday. More than 300 scholars from more than 40 countries participated in the forum, with the theme "The Harmony of Civilization and Prosperity for All-The Universal Value and the Development Trend of Civilization." Liu congratulated the forum, saying its theme was highly significant. She said the concept of harmony had become a key criterion in many types of relations: among peoples, between individuals and society, among nationalities and states, among cultures and between humans and nature. "It is especially important for academic and educational institutions to promote multinational cultural communication under globalization," said Liu. Co-sponsored by Peking University, the Beijing Municipal Commission of Education and the Korea Foundation for Advanced Studies, the Beijing Forum 2008 -- the fifth such annual meeting -- convened on Nov. 7. The forum will focus on the environment, the Olympic spirit and the global financial crisis.
BEIJING, Oct. 28 (Xinhua) -- China urged Sudan here on Tuesday to take substantial and effective measures to ensure the safety of Chinese personnel after four Chinese workers were kidnapped and killed. "It is one of the most serious killing cases of oversea Chinese workers in recent years and we are very shocked by it," Chinese Foreign Minister Yang Jiechi said via a phone conversation with his Sudanese counterpart Deng Alor. "The Chinese side feels strong indignation and condemns the inhumane terrorist act by the kidnappers on unarmed Chinese company staff, " Yang told Alor, according to a press release from the Chinese Foreign Ministry on Tuesday evening. Sudanese officials earlier reported to the Chinese Embassy in Sudan that five of the nine kidnapped workers were killed on Monday, with two rescued and two missing. It revised the numbers late Tuesday afternoon, saying four were killed, four were rescued and the other was still missing, according to the Foreign Ministry. The nine workers from the China National Petroleum Corporation (CNPC) were kidnapped from an oil field near the western Sudanese region of Darfur on Oct. 18. The Chinese Embassy said they were taken by unknown militants in the Southern Kordofan State, but no armed group had claimed responsibility for the kidnapping. "The Chinese leaders and Chinese government are highly concerned about the case, asking for the utmost rescue efforts with the precondition of ensuring the safety of the kidnapped," Yang, who is among the entourage of Chinese Premier Wen Jiabao's visit to Russia, added. "We hope the Sudanese side will continue its rescue effort, bring the murderers to severe punishment, and take all substantial and effective measures to prevent similar things happening again," Yang said. Alor expressed his condolences to the victims and his sympathy to the victims' families as well as the Chinese government and Chinese people, promising that the Sudanese government would continue its rescue mission for the missing Chinese worker, make the utmost efforts to bring the murderers to justice and protect the safety of Chinese people in Sudan, according to the statement.
