WASHINGTON, Dec. 2 (Xinhua) -- China's rapid economic growth is good for the U.S. workers, and the U.S. government is committed to improving bilateral economic relations with China, said U.S. Commerce Secretary Gary Locke on Thursday."China has lifted almost 200 million people out of poverty (in the past two decades). And in the years ahead, hundreds of millions more Chinese will ascend into the middle class," Locke said at a U.S.-China commercial relations forum, which was held in Washington ahead of the U.S.-China Joint Commission on Commerce and Trade (JCCT) session scheduled for Dec. 14-15."The United States welcomes this growth because this is good for the people of China ... it's good for the global economy, and good for U.S. business and ultimately, U.S. workers," said Locke. He noted that as recently as 40 years ago, the commercial relationship between the United States and China barely existed. But in the recent decades, "we have seen our countries grow progressively closer."In 2009, the bilateral trade volume reached some 365 billion dollars. China was the largest supplier of U.S. goods imports in 2009 and was the third-largest market for U.S. exports, only after Canada and Mexico.Locke mentioned that as U.S. Commerce Secretary, he has visited China for four times."Each time I visit China, I'm absolutely amazed by the transformation and the progress within China," he said.Locke noted that although there are disagreements between the two sides, there are more opportunities for cooperation."In many areas, especially in emerging industries, like clean energy and biotechnology, the interests of China and the United States are tied together. And the reform as good for the U.S. will be good for China as well," he added.Locke also revealed that during the upcoming 21st session of the JCCT in Washington D.C., the two countries will seek to further "nurture and improve the most highly-scrutinized bilateral economic relationship on Earth.""This is our most important bilateral dialogue or mechanism for resolving trade and investment issues between our two countries," he stressed. The session will be co-chaired by Locke and U.S. Trade Representative Ron Kirk with Chinese Vice Premier Wang Qishan. U.S. Secretary of Agriculture Tom Vilsack will also join the dialogue.

BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday. At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan. After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people. As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar. When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.

BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment. The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively. However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation. In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009. China had 199 million motor vehicles on its roads as of September, including 85 million cars, according to the Ministry of Public Security. However, in a country where drinking liquor is an important part of the dining ritual, the pleasures of drinking alcohol have made drunk driving sometimes an unavoidable practice. In 2009, Chinese police apprehended 313,000 drunk drivers.Earlier this month, Gu Qingyang, a post office official in Luoning County of central China' s Henan Province, was arrested after he, under the influence of alcohol, drove his car into five teenagers before trying to escape.More fatal car accidents in big cities such as Chengdu, Nanjing and Hangzhou have triggered heated public complaints and calls for stricter penalties for drunk driving.

KUNMING, Nov. 21 (Xinhua) -- Ten people were detained following a dispute between coal mine contractors which led to a deliberate explosion, killing nine people and injuring 48 others in southwestern Yunnan Province, local police said Sunday. The explosion occurred at around 9 a.m. Thursday at a temporary shed built by the Xiaosongdi coal mine in Luxi county of Honghe Hani and Yi Autonomous Prefecture, according to local officials. Most of the casualties, however, were said to be with Yuejin coal mine, which is at dispute with Xiaosongdi coal mine.Local police concluded based on preliminary investigations the explosion was created by people.According to local authorities, the contractors for Xiaosongdi mine and Yuejin coal mine, which are close to each other, reportedly had a dispute after the underground shaft of one mine broke through into the other.Further, a spokesman with the provincial land and resources bureau said Sunday that the bureau had been investigating the dispute between the two mines and had been helping with the negotiations prior to the explosion.Pan Mingzhou, manager of the Yuejin coal mine, said, "the two mines had no dispute at all before October, and the negotiations were going well under the supervision of the provincial land and resources bureau.""I have no idea of why the explosion happened," Pan noted. The detainees included Wang Jianfu, contractor of the Xiaosongdi coal mine, and Zheng Chunyun, owner of the Yuejin coal mine, said the local police. Both of the mines have an annual production capacity of 90,000 tonnes.

BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said. Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing. At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes. In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.
