(KGTV) – A California bill co-authored by San Diego-based Assemblywoman Lorena Gonzalez would limit the use of so-called “less lethal” weapons against protesters.Leslie Furcron said she will never forget the pain she felt May 30 when she was hit in the head with a rubber bullet during a protest in La Mesa."My head was on fire," she remembers, “they should never be shot at somebody's head like they did to me."Furcron joined several other victims of so-called "less lethal" weapons used by law enforcement on protesters throughout the state in recent months, on a call Tuesday to discuss their support for Assembly Bill 66.Victim stories prompted Gonzalez to draft AB 66. It would create the country's first standards for how and when law enforcement agencies can deploy so-called “less lethal” weapons, like rubber bullets and pepper spray.It would also ban the use of tear gas for crowd control and set minimum standards for the weapons’ use by law enforcement; for example, when a person's life is at risk. It would also require data be collected on the use of those weapons and any resulting injuries.Gonzalez also claimed that one of the rubber bullet manufacturers has indicated that firing them at random into crowds goes against their intended use, citing a study in the medical journal BMJ Open.The sentiment was echoed by victims who described serious, and in some cases, potentially lifelong injuries, including loss of eyesight, traumatic brain injury and PTSD.AB 66 passed through a committee in early August and the state Senate is expected to vote on the bill this week. 1595

(KGTV) - A San Diego County sheriff’s deputy was arrested in Riverside County this week on suspicion of child molestation, according to law enforcement records.Riverside County jail records show 40-year-old Sam Thomas Knight was taken into custody Tuesday in the county. He was booked into jail on charges of lewd/lascivious acts on a child under 14 (felony); lewd/lascivious acts with a child under 14 with force (felony); and annoying/molesting children (misdemeanor).According to a criminal complaint, the incidents happened in 2011 and 2016. An investigation began in 2016. An arrest warrant was issued for Knight nearly two weeks ago, but Knight was not arrested until this week.Authorities could not immediately comment why there was such a lapse in time to detain an individual wanted on child molestation charges.Bail for Knight was set at ,000. Details on what led to Knight’s arrest were not immediately disclosed.Sheriff's officials said Knight has been placed on leave. The San Diego County Sheriff’s Department had no comment on Knight’s arrest and referred any questions about his case to the Riverside County Sheriff’s Office: 1167

(KGTV) — A Delaware school is apologizing after the infamous Rosanne Barr rendition of "The Star-Spangled Banner" recorded in San Diego was played before a recent high school football game.The Seaford School District said Wednesday they are unsure of how the recording was played before Seaford High School's Tuesday night football game, according to the News Journal of Wilmington.A letter from Superintendent David Perrington said the pregame proceedings with be improved and they are looking into the recent fumble.Students and families were shocked when Barr's version of the national anthem, recorded before a San Diego Padres game on July 25, 1990, blared over the intercom to usher in the game.Perrington's letter says the district usually plays the national anthem before games and will pay a district-approved version in the future.Need a reminder of how the infamous rendition played out? (KGTV) -- A large number of applicants flooding California State University's website forced the school to extend its deadline. The university system tweeted Saturday that an “extremely high volume of applicants were attempting to submit applications.” As a result, CSU extended the deadline to December 1, 2019 at 11:59 p.m. RELATED: Audit says CSU stashed away .5 billion and raised tuitionIt’s unclear how many applicants were having trouble submitting applications Saturday. The university is spread out across 23 campuses and eight off-campus centers, making up the nation’s largest four-year public university system. (KGTV) -- Gov. Gavin Newsom Monday announced California's plan for how COVID-19 vaccines will be distributed once they receive emergency Food and Drug Administration approval. The state is waiting on three companies that say their trials have shown promising results: Pfizer, Moderna and AstraZeneca.On Monday, Newsom explained that health care workers will be the first in line to get vaccinated, along with people in nursing or assisted living facilities and first responders.The governor said there are three separate committees currently looking at the data presented by the drugmakers, confirming that the vaccines are safe, saying so far they have not had any issues. During Monday's press conference, Newsom said that the state is not handling distribution, instead the drugmaker will distribute directly to the medical facilities or use an independent distributor to transport the vaccines. AstraZeneca reported Monday that its vaccine is up to 90% effective. Last week, Moderna and Pfiszer both applied for emergency FDA authorization after reporting that their trials showed their vaccines to be 95% and 90% effective, respectively. Newsom also discussed how the vaccines will be transported. Pfizer's vaccine requires being stored in extremely freezing temperatures, likely requiring things like dry ice. Moderna's must also be frozen, but can be done in a traditional freezer. The distribution will happen in phases, and Newsom said further phases of distribution will still take time, with mass distribution still months away. 1547
