Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited. LONDON (AP) — British Prime Minister Boris Johnson has announced that the government is putting all of England under a monthlong lockdown next week after being warned that a resurgent coronavirus outbreak will overwhelm hospitals in weeks without tough action. LORAIN, Ohio - A family has filed a lawsuit against the Lorain County School District in Lorain, Ohio after their daughter was wrongly accused of bringing drug-laced candy to lunch in September and suspended.Shannon Ciotti and her daughter have filed a suit naming the district, the Lorain City Board of Education, every board member, the district CEO and the Lorain Police Department.Ciotti said her daughter was suspended immediately from Southview Middle School after being accused of bringing tainted candy, before any test was ever conducted on the candy. The director of out of school suspension cited Ciotti’s daughter with a level three violation – possession of marijuana edibles.The lawsuit states a 10-day suspension turned into 21 because the police department took so long to test the candy. The box of Milk Duds was not properly tagged as evidence and sat on a shelf in the police department, “untested and abandoned,” the court filing states. It was only after the crime lab found out from Ciotti that the evidence was improperly tagged that they tested the candy.The family also contacted the Hershey Company, who tested the batch of Milk Duds for illegal substances, the suit states.Hershey came to the same conclusion that Lorain police eventually did: the candy contained no illegal substances.According to the lawsuit, the teen has been harassed and ridiculed since returning to Southview Middle School. Fellow students have called her names like “pothead,” and a teacher allegedly mocked the girl, saying, “I hope you’re not planning on exchanging candy. LOS ANGELES (CNS and KGTV) - Amid whipping winds and dangerously low humidity, fire crews continued efforts to snuff to the Getty Fire in the Sepulveda Pass Wednesday, fearful that the extreme weather conditions ignite new flames. At 5 p.m., mandatory evacuation orders and warnings were lifted in all areas with the exception of an area bordered by Kenter Ave., Sunset Blvd., Mountain Gate Ave., and a section near Sepulveda Blvd. and the 405 freeway. As of Wednesday evening, the fire was listed at 745 acres, with 27% containment. But forecasters said the area could be blasted with winds ranging from 30 to 50 mph, along with occasional gusts of up to 70 mph. RELATED: MAP: SoCal Fires burn in Santa Ana conditions``Adverse weather conditions will be the biggest challenge for firefighters,'' according to the Los Angeles Fire Department. ``In anticipation of the extreme Santa Ana wind event, the LAFD has recalled and staffed additional resources for any emergency that may arise over the next 24 hours. These resources will be strategically placed in key locations that have a history of being prone to wildfire.'' The National Weather Service issued what it deemed an ``extreme red flag warning,'' which went into effect at 11 p.m. Tuesday, amid predictions some mountain areas could be blasted with gusts of up to 80 mph. Marty Adams, general manager of the Department of Water & Power, told reporters the agency had just completed a brush-clearing operation in the area in July, trimming 248 trees ``in excess of what the state requires.'' He noted that the branch in question came from a tree ``outside of our clearance zone'' but was carried by the wind into the power line.
