SAN DIEGO (KGTV) - San Diego businessman Doug Manchester has suggestions about how to help the people of the Bahamas recover from Hurricane Dorian. “It's devastation. It's beyond all anything that anybody can imagine. The aerial pictures don't do it justice on how much devastation there really is,” Manchester told 10News Thursday. Manchester loaded his plane with supplies and went to work on the island nation with relief organizers. “When this happened, I wanted to go down there as a private citizen to see all I could do to help,” Manchester said. Rebuilding is going to be a long and expensive process but Manchester believes it will happen. “It's going to cost billions, so every little bit helps,” said Manchester. Manchester, who has a long history in the Bahamas, was nominated to be the ambassador by President Trump. The nomination has been on hold for more than a year. “It's political, but hopefully that will see itself through in the next couple months because I can do a lot more as an ambassador than I can as a private citizen." SAN DIEGO (KGTV) - San Diego Police identified Friday the teenager shot and killed in Chollas Creek. Damien Anthony Feliz, 16, was found lying in the north alley of 5200 Ogden Street about 10:30 Wednesday night. A witness called 911 to report the scene. Police said Feliz had at least one gunshot wound. He was taken to the hospital, where he died. SAN DIEGO (KGTV) – San Diego County Supervisor Nathan Fletcher and other local health and community leaders urged San Diegans to put their focus on the fight against the coronavirus instead of the restrictions placed on businesses due to the pandemic.During a Monday morning press conference, Fletcher specifically called out fellow Supervisors Jim Desmond and Kristin Gaspar, who have been pushing for reopenings.“In particular Supervisors Jim Desmond and Kristen Gaspar are inciting a fight between government and small business. They’re exploiting the pain and suffering that small businesses are going through as a result of a global pandemic as a wedge for political gain. It is reckless and irresponsible leadership,” Fletcher said.Fletcher’s comments come as San Diego County inches towards the possibility of moving from the red tier into California’s most restrictive purple tier.In response to Fletcher’s remarks, Gaspar issued this statement:“This morning Supervisor Fletcher held a hellfire and brimstone press conference in which he ironically and incorrectly blamed me for playing politics with COVID. Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes.
