VISTA, Calif. (KGTV) — A group of teachers with the Vista Unified School District rallied Thursday against the district's current reopening plan.The district's Board of Education voted late Thursday to finalize a plan to bring students and teachers back to in-person learning on Oct. 20. The group of teachers say there's now a chance they hold a vote over whether to vote of no confidence in the district's superintendent on Monday."We now face a rush to open without the protocols in place to ensure the health and safety of all stakeholders. School board members’ openly dismissive behavior toward educators and their safety concerns is hurtful and disappointing to every committed educator who calls VUSD their professional home," said Keri Avila, president of the Vista Teachers Association. "We are extremely disappointed in the lack of concern expressed at last night’s board meeting for the health and safety of students, teachers, and staff. We have scheduled and emergency executive board meeting to determine next steps."The board heard from parents and teachers on both sides. Some said they are for the full reopening, while others said bringing students back at normal capacity is too risky.Many teachers have expressed concerns that the plan just isn't safe enough during a pandemic."I think it's reckless, I think it's misguided," said Craig Parrot, an eighth-grade science teacher at Roosevelt Middle School. "There are entire schools in our district that don't have windows that open, kids are coming in without temperature checks."Parents that want to keep their students in virtual distance learning may do so.While many school districts have limited the number of students returning in-person, Vista Unified's website states, "It is important to note that while many health and safety precautions are in place for the Vista Classic learning model, all classrooms will have the normal amount of students enrolled. This means that while we will be following social distancing procedures, student seating arrangements will be less than six feet apart."Parrott said he was able to continue with distance learning because a colleague who teaches the same subject will return in-person. "The kids are too close, we have desks that are 6 inches or 12 inches apart," said Parrott.The Vista Teachers Association (VTA) sent ABC 10News pictures showing what they call a lack of spacing in between desks in some classrooms.Members of the VTA worry about the spread of COVID-19 as teachers and students return to school. Avila started a petition demanding that the Vista Unified Board of Education Trustees modify the reopening plans."We want our district to mitigate the 'Four C's', that is close, closed, crowded and continuous," said Avila. "They're going to be in crowded conditions especially if we have 38 kids in a room at one time."The district's Superintendent of Schools, Dr. Matt Doyle, sent the following statement to ABC 10News. 2958

Walmart has agreed to buy India's leading online retailer Flipkart, paying billion for a controlling stake of 77%.Flipkart gives Walmart access to a market it has been trying to crack for years. Foreign investment regulations have thus far prevented the Arkansas-based retailer from opening stores in India, restricting it to operating 21 wholesale distribution outlets."India is one of the most attractive retail markets in the world, given its size and growth rate, and our investment is an opportunity to partner with the company that is leading transformation of e-commerce in the market," Walmart CEO Doug McMillon said in a statement.The deal is subject to regulatory approval.SoftBank CEO Masayoshi Son, whose company is one of Flipkart's biggest investors, let news of the deal slip earlier on Wednesday while presenting his company's earnings.SoftBank invested .5 billion in the Bangalore-based company last year. Son said that the sale to Walmart valued SoftBank's stake at billion.Many of Flipkart's other investors will retain stakes in the company, including co-founder Binny Bansal, Chinese tech giant Tencent and Microsoft, Walmart said in a statement. WASHINGTON (AP) -- America's registered child sex offenders will now have to use passports identifying them for their past crimes when traveling overseas.The State Department said Wednesday it would begin revoking passports of registered child sex offenders and will require them to apply for a new one that carries a "unique identifier" of their status. Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. The case drew widespread attention and led to the creation of several state sex offender registries. Government agencies notified Congress on Wednesday the passport requirement of the law had taken effect.The State Department, which issues U.S. passports, said it will start notifying those affected as soon as it receives their names from U.S. Immigration and Customs Enforcement at the Department of Homeland Security. That agency is charged with identifying child sex offenders and is the sole agency that can add or remove someone from the list.Affected passport holders will be able to travel abroad on their current passports until the revocations are formalized, the department said, and it wasn't immediately clear when immigration and homeland security officials would provide that list.A spokesman for U.S. Immigration and Customs Enforcement said the agency was "exercising additional vetting procedures" to produce those names and that it is a "priority," but could not say when they would be sent to the State Department.Critics say the passport requirement will limit the ability of those affected to lawfully travel abroad.The State Department said the language in the passports "will not prevent covered sex offenders from departing the United States, nor will it affect the validity of their passports."However, it also noted that American citizens, like those of other nations, are subject to the entry laws, rules and requirements of countries they wish to visit.
