SACRAMENTO  (KGTV) – Sexually transmitted diseases hit a record high in California in 2017, according to the California Department of Public Health.More than 300,000 cases of chlamydia, gonorrhea, and early syphilis were reported last year. The figure is 45 percent higher than five years ago.Health officials are particularly concerned by the hike because 30 women had stillbirths due to congenital syphilis, the highest number since 1995.STDs can cause serious health problems if untreated. Syphilis can cause permanent loss of hearing, vision, and neurological issues. Chlamydia and gonorrhea can lead to pelvic inflammatory disease and infertility, ectopic pregnancy, and chronic pelvic pain."STDs are preventable by consistently using condoms, and many STDs can be cured with antibiotics," said CDPH Director and State Public Health Officer Dr. Karen Smith. "Regular testing and treatment are very important for people who are sexually active, even for people who have no symptoms. Most people infected with an STD do not know it."Chlamydia and gonorrhea rates are highest among people under age 30, health officials said. Rates of chlamydia are highest among young women, and males account for the majority of syphilis and gonorrhea cases.  1269

(AP) — California would become the first state to require businesses to offer electronic receipts unless customers ask for paper copies under legislation proposed on Tuesday.Many businesses and consumers already are moving toward e-receipts, said Democratic Assemblyman Phil Ting of San Francisco.But he said a law still is needed because many consumers don't realize most paper receipts are coated with chemicals prohibited in baby bottles, can't be recycled and can contaminate other recycled paper because of the chemicals known as Bisphenol-A (BPA) and Bisphenol-S (BPS).His bill, AB161, would require all businesses to provide proof of purchase receipts electronically starting in 2022 unless the customer asks for a printed copy.RELATED: City Council votes to ban Styrofoam across San DiegoIt comes days after another first-in-the-nation California law took effect requiring dine-in restaurants to provide drinking straws only at customers' request.The penalties in Ting's bill are modeled on the straw bill, said Nick Lapis of Californians Against Waste. It calls for written warnings for the first two violations and a fine of a day for subsequent infractions, with a 0 cap."It's intended to be a pretty light touch in terms of enforcement," Lapis said.Advocates said the use of straws is declining after that law was passed.Many larger stores already offer the choice involving receipts but it is unclear if a mandate would cause a hardship for small and medium-size stores, said California Retailers Association spokeswoman Pamela Williams. Her association and the California Chamber of Commerce have not taken positons on the bill.Ting said businesses can save money by moving away from printed receipts.The advocacy group Green America, which is pushing a "skip the slip" campaign, estimated that millions of trees and billions of gallons of water are used annually to produce paper receipts in the United States.Ting cited studies by the Environmental Working Group and the Centers for Disease Control and Prevention that retail workers have higher concentrations of BPA or BPS than those who do not have regular contact with receipts.Ting said consumers can still request paper receipts if they are worried about giving out their email addresses for privacy reasons or to avoid having their emails used or sold for marketing purposes. 2382

  

ROME (AP) — Cruise ship passengers had temperatures checked and took COVID-19 tests Sunday so they could set sail on what is being billed as the first Mediterranean cruise after Italy's pandemic lockdown. The cruise ship company MSC has made the procedures, for crew as well as passengers, part of its new health and safety protocols. The MSC Grandiosa departed from the port of Genoa on Sunday evening for a seven-night cruise. Earlier this month, the Italian government gave its approval for cruise ships to depart from Italian ports. The cruise around the western Mediterranean was limited to 70% capacity but MSC declined to say how many passengers were on board. 675

  

SACRAMENTO, Calif. (AP) — A 60-year-old serial rapist in Northern California whose crimes went undetected for nearly three decades was sentenced to 897 years in state prison. The Sacramento Bee reported that Roy Charles Waller, dubbed the “NorCal Rapist,” showed no emotion Friday and sat with eyes closed during sentencing. He declined to address the victims or the court. A jury in Sacramento convicted Waller of raping nine women in their homes between 1991 and 2006 in six counties. Investigators used DNA technology and genealogy websites to zero in on Waller and arrested him more than two years ago. A woman raped in 2006 testified that the day Waller was arrested was the first time she could take a shower without fear. Waller says he is innocent. 764
