"Closing the border is not an option. Neither a portion nor all of it," Avila said. San Ysidro Port of Entry is the busiest land border crossing in the Western Hemisphere. More than 70,000 vehicles and 25,000 pedestrians cross into the United States every day.President Trump recently tried to direct .5 Billion from the Pentagon to build his campaign promise wall. But that was blocked by Senate Democrats and 12 Republicans. Now Baja-Cali business leaders fear the President will force a port and border shutdown. "Closing the border will be a profit-making operation," the President said. Not so, said Jason Wells with the San Ysidro Chamber of Commerce. As the Executive Director, he advocates for 650 businesses that have a zipcode one and a half miles from the border. He will be joining Avila on Sunday, in the advocacy delegation. He knows first hand the severe consequences of a shutdown. "Our daily lives are affected by the border crossings and how long that takes. So we certainly wish that not to be something to be toyed with," Wells said. When migrants rushed the border last November, San Ysidro Port of Entry was shut down for just five hours. In that short time, the city lost .3 million in revenue. This does not include the economic impacts to neighboring Chula Vista, National City, or San Diego.ABC News consultant John Cohen, who held a senior role at Homeland Security, said the last time there was a border shutdown was during the Reagan administration. He said it caused severe economic harm to both countries. "History tells us when you shut down the southern border, it does little to stop to flow of illegal drugs into the US. SAN YSIDRO (KGTV) - Dozens of migrants filled out paperwork in Tijuana, getting ready to file for asylum ahead of the caravan.The Mexican city already flooded with migrants waiting for their turn to be processed at the San Ysidro Port of Entry.Lilia Velasquez, an Immigration Specialist and Lawyer, said the process could take months or even years. First, she said a group of about 10 migrants get a number. When they're called, they are processed and detained.It could take months to get to that step, which is why a group is given the same number. Velasquez explained many decide not to go through the process, or to find another way over the border.Next an agent is assigned to their case and conducts a credible fear interview, determining whether the migrant falls under 5 classifications; facing persecution for religion, ethnicity, nationality, political opinion, or being a member of a special group.READ RELATED:?First group of migrants from caravan arrive in TijuanaThen, the migrants face a judge. Whether or not they are granted asylum, the migrants then face another judge on charges for entering the country as a foreign citizen. Brian Jones, R-Santee, which extends immunity from liability for local governments that operate skate parks, the lawmaker announced Tuesday.Senate Bill 1003 follows a similar bill Jones wrote in 2015 while he was a member of the Assembly that provided a four-year immunity window for municipally operated skate parks. SB 1003 makes that immunity permanent."Senate Bill 1003 grants much-needed immunity from liability for communities that operate skate parks," Jones said. "Local skateboarders and sport riders get a safer place than the streets to carve, do McTwists or ollies, and taxpayers are not going to be liable for the occasional mishap that is inherent to all active sports."SB 1003 was sponsored by the County of San Diego, and as an urgency measure, goes into effect immediately.The bill was co-authored by Sens. Gina Potter has been named the 9th San Ysidro School Superintendent in the last five years.In 2013, Manuel Paul resigned on corruption charges. He pleaded guilty two years later and was sentenced to two months in federal prison.The district hasn’t had a permanent superintendent since September when Julio Fonseca resigned amid allegations of financial wrongdoing.Jose Arturo Sanchez-Macias then stepped in but stepped down two months later following questions regarding payments to himself and his predecessor.Parents and teachers in the district say they want results to create a stronger learning environment they say students deserve. 749

(KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. The Army Police will help with security.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  1069
