SAN DIEGO (CNS) -- San Diego City Council President Georgette Gomez said Monday she will propose extending the city's COVID-19-related eviction moratorium through next March.Gomez will ask for council support at Tuesday's scheduled council meeting to extend the deadline until March 31, according to a statement from her office.The city's current moratorium, which prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the pandemic, is slated to expire Sept. 30.Gomez says the pandemic's impacts have not yet declined enough to warrant lifting the moratorium this fall, particularly with 0 weekly federal unemployment benefits set to expire at the end of the month."When we passed the eviction moratorium in March, I hoped that six months would be enough for renters and small businesses to recover from the economic effects of COVID-19, or that our federal government would provide sufficient relief," Gomez said. "Unfortunately, the pandemic is not subsiding, unemployment remains high, many businesses are still struggling, and the federal government's response has been woefully inadequate. It is absolutely critical that we give San Diegans more time."San Diego's eviction moratorium has been extended twice since the beginning of the pandemic. SAN DIEGO (CNS) - The California Highway Patrol is reporting no fatalities and 26 drunk driving arrests in San Diego County for the Labor Day weekend period of 6 p.m. Friday to 6 a.m. Sunday.Last year for the same period, there were 40 DUI arrests and no fatalities in the county, according to the CHP.Across California, the CHP reported 551 DUI arrests and 18 fatalities for the same period. Last year, they reported 717 DUI arrests and 11 fatalities.The DUI arrests are only those made by CHP officers, while fatality statistics are for all law enforcement agencies.Statewide, 13 vehicle occupants were killed in CHP jurisdiction, six without safety belts. SAN DIEGO (CNS) - Testimony wrapped up Wednesday in the murder trial of two men accused in the stabbing death of a Chula Vista music producer whose body was found in a drum floating in San Diego Bay.Timothy John Cook, 54, is charged with the Sept. 30, 2017, murder of his housemate Omar Medina, 28. Co-defendant Derrick Spurgeon, 40, is charged with being an accessory for allegedly driving the boat used to dump the victim's body, which was found 12 days later inside the 55-gallon barrel, which had been weighed down by a makeshift anchor made of wire and cinderblocks.Medical examiners said Medina had been stabbed more than 60 times in the chest, back, neck and head.RELATED: Man whose body was found in a barrel had been stabbed 66 timesAttorneys will make closing arguments Monday morning at the downtown San Diego courthouse.Deputy District Attorney Cherie Somerville told jurors that Medina and Cook both worked at a scaffolding business for Cook's younger brother and were living together at a home in Chula Vista.In a text exchange with his brother, Cook expressed annoyance with Medina over his drinking and sloppy household behavior, leading Cook to eventually kick him out of the house, according to the prosecutor.RELATED: Opening statements made in murder trial involving body found in barrelSommerville also noted in her opening statement that Medina had recently come into a substantial amount of money via an ,000 settlement he received in a lawsuit.Medina's family never heard from him after Sept. 30, and filed a missing person's report soon afterward with Chula Vista police. Numerous belongings, including his computer and guitar were inside the vehicle.During that time period, Cook had told his brother that he was out of town in the Northern California city of Oroville, but Somerville said evidence indicates the defendant never left San Diego County.RELATED: Family of man found in barrel works to find closure, thanks Chula Vista PD for their effortsDefense attorney Kara Oien countered in her opening statement that there was no hard physical evidence tying Cook to Medina's death, and told jurors the district attorney was relying on circumstantial evidence to come to a false conclusion that her client killed Medina.The attorney said the prosecution lacked a murder weapon and witnesses to the murder, which allegedly occurred during the daytime hours of Sept. 30 at the Chula Vista home.Oien said Cook's agitation over Medina's sloppiness was far from indicative of a motive to kill and that Cook would have tried to get closer to Medina if he really wanted his settlement money, rather than kicking him out of their house.RELATED: Bodycam video shows officer confront accused killer of man found in barrelAccording to the prosecution, Cook enlisted Spurgeon's assistance on Oct. 11 to haul the barrel and dispose of it.Surveillance footage allegedly captured the men in a green Ford F-150 owned by Cook's half-brother, which is seen towing Spurgeon's boat from El Cajon to the bay. Somerville alleged that a barrel matching the one containing Medina's body can be seen in the bed of the pickup in the footage.She also said a search of the McIntosh Street home yielded additional indications that Cook was covering up the murder, such as removal of his home's kitchen sink and stripping down Medina's room, which was located in an attached building on the property.Oien said Cook was merely fixing up the home, and that he had an agreement with his landlord to make occasional repairs in exchange for lower rent.Spurgeon's attorney, Roland Haddad, said there was no evidence that his client had any knowledge that he was assisting Cook in disposing a body, if Cook even committed the murder at all. The men exchanged phone calls on Oct. 11, but Haddad said there was no evidence regarding what discussions they had over the phone, nor what was said on the alleged boat ride when Medina's body was dumped into the water. 4095

  

SAN DIEGO (CNS) - The San Diego County Health and Human Services Agency announced today a person at Patrick Henry High School was recently diagnosed with tuberculosis and may have exposed students and staff.The dates of exposure are from August 26, 2019, to March 13, 2020. The agency is working with San Diego Unified School District officials to notify those who were potentially exposed and provide TB testing.Patrick Henry High School is currently participating in social distancing protocols and onsite TB screening will not be available at the school. Identified students who may have been exposed to TB can get tested with their primary care provider. Students who do not have a medical provider may contact agency staff to arrange for free testing by appointment only.Identified staff will be provided testing by the San Diego Unified School District.Tuberculosis is transmitted from person to person through indoor air during prolonged contact with an infectious person. Most people who are exposed do not become infected.``Testing is recommended for everyone who was determined to have been exposed to make sure they are not infected, since initial infection typically has no symptoms,'' said Dr. Wilma Wooten, county public health officer. ``Early diagnosis is important so that people can get treatment and prevent them from developing the infectious form of the disease.''Symptoms of infectious tuberculosis include persistent cough, fever, night sweats and unexplained weight loss. People with symptoms of TB, or who are immune-compromised and may not show symptoms, should consult their medical provider to be evaluated for the bacteria. SAN DIEGO (CNS) - Parks in Vista will be closed starting Monday in an attempt to limit the spread of coronavirus by encouraging social distancing.The North County city announced the decision on Sunday and had 10 confirmed cases of COVID-19 as of Saturday.The closures include all parks, trails, public restrooms, the South Buena Vista off-leash dog area, athletic fields, basketball courts, pickleball courts, playgrounds, skate parks and tennis courts.Carlsbad, Del Mar, Encinitas, San Diego, Solana Beach, Imperial Beach and the Port of San Diego closed all beaches, trails and parks in their respective cities early last week.San Diego County health officials reported Sunday that five food handlers have tested positive for COVID-19 -- four restaurant employees and a grocery store employee.County Supervisor Nathan Fletcher announced during Sunday's briefing on the coronavirus pandemic that no patients had died in the last 24 hours, leaving the death toll in San Diego County at seven.The county also announced 31 positive COVID-19 cases Sunday, bringing the total number of cases to 519.The highest group of cases, 130, ranged in age from 30-39 and the second highest, 107, in the 20-29 age range.Of the 519 total cases, 219 were female and 298 were male, with 106 people hospitalized and 47 in intensive care, officials said.The grocery store employee who tested positive is from an Albertson's store in Escondido, Fletcher said, adding that the store did the right thing by closing, alerting county environmental health officials, following sanitation protocols, then re-opening to customers."If you have a sick worker, they must stay home," Fletcher said, urging employers to call 858-505-6814 to report any sick workers.Dr. Eric McDonald, the county's medical director of epidemiology, said co-workers of the Albertson's employee who display any symptoms of the coronavirus infection will be sent home, but there are no tests pending in this case.Health officials also stressed that there is no evidence of COVID-19 association with food. They cited the U.S. Centers for Disease Control and Prevention guidelines.Fletcher said that the county is increasing inspections of the many food facilities in the region.Ralphs grocery stores in the county will expand services hours starting Monday. It will be open from 6 a.m. to 7:30 a.m. for senior shoppers age 60 and above, and from 7:30 a.m. to 10 p.m. for the general public.Meanwhile, a Celebrity cruise ship will dock in San Diego Monday."The health of the ship is excellent right now," McDonald said Sunday. County health officials are in continuous contact with the ship's crew for any sign of symptoms, he said.McDonald said 17 cruise passengers are from San Diego County and they will go straight home after disembarking from the ship and will self-quarantine for 14 days. About 1,500 other passengers are from outside the county and they will travel home and self-quarantine after disembarking.Fletcher said a positive meeting was held recently with all hospital CEOs in San Diego where they discussed obtaining more personal protective equipment, the sharing of testing equipment among hospitals and increasing hospital bed capacity.McDonald explained that the number of test results reported may decrease because the labs send those reports to the county electronically and the system is down on the weekends."So, we expect the test result numbers to go down," McDonald said.The doctor also said the risk of contracting the coronavirus disease can increase from vaping and smoking."Any lung disease or condition would put you at risk," McDonald said. "We don't have specific cases so far, but our strong recommendation is to use this opportunity to quit."Fletcher also said the county is issuing a new public health order, extending indefinitely all closure orders that were set to expire March 31.The closure order applies to schools, nonessential businesses, restaurants, gyms and fitness centers, he said, and anyone 65 or older should continue to quarantine themselves at home. 4058
