URUMQI, July 18 (Xinhua) -- Nearly two weeks after the July 5 riot in Urumqi of northwest China's Xinjiang Uygur Autonomous Region, social order and people's lives are returning to normal. Yet in retrospect, a mass of evidences show that the unrest was a well-planned violent criminal incident of terrorist nature.     FEINT BEFORE VIOLENCE     Investigations by reporters reveal a salient feature of the riot, that is the perpetrators adopted the tactic of mass rally and making trouble in the open, which attracted people's attention and police force, while committing beating, smashing, robbery and arsons in other places.     At about 6:00 p.m. July 5, some persons gathered in the People's Square, continuously making phone calls and sending text messages. Some people were shouting slogans to attract passersby. The crowd grew larger and larger.     According to the local police department, about 1,500 policemen were sent to the place to maintain order and disperse the crowd.     At about 8:00 p.m., the police were told that a group of thugs were beating innocent people, smashing cars and buses, and burning police cars at Er Dao Qiao in a southern area of the city.     Xinhua reporters at the area spotted the body of a victim under a bridge, people fleeing in all directions, shops closing, mobsters smashing and setting fire as they walked along, more and more shops, automobiles and public facilities got destroyed and people got hurt.     At the same time, people gathered in the People's Square began to walk to the south.     According to two officials from the local committee of ethnics and religions who walked after these people, at the Longquan Street intersection, someone jumped out of the crowd and began to instigate people to join and follow them. The Longquan Street is a major passage leading to the Er Dao Qiao area.     At about 8:40 p.m., the crowd reached the Tianchi Road - close to the Er Dao Qiao area -- and were joined by about 200 people with clubs.     The two officials said that as fewer than 20 policemen lined up across the street to stop the crowd, someone in the crowd commanded the crowd to dash through the police line. A policeman was beat down and the crowd continued to move south with more violent behaviors.     According to the policemen who were at the scene, the crowd walked as long as several kilometers and more people joined in when the violent situation was worsening.     SUDDEN ERUPTION ALL OVER     According to the local public security department, at about 9:00 p.m., the department received reports that thugs were making violence in more than 50 places in the city, attacking passersby, cars, shops, resident buildings, police and government offices.     The city's first aid center said they received numerous SOS calls starting from 8:23 p.m., resulting in the breakdown of the telephone switching system.     According to the center, from the night of July 5 to the next morning, it sent out ambulances for 737 times to give medical support to about 900 injured people.     A young woman told Xinhua that she was in a bus when the thugs started the violence. "There were also thugs in the bus. It was like they colluded over the whole thing and just waited in the bus for the time to come."     The girl said that she was beat "powerfully" in the head while trying to get off the bus after the driver opened the door. She was later sent to hospital for treatment.     "If there were no plan or organizing in advance, how could so many people appear in more than 50 places at the same time with the same violent behaviors?" an expert on public security told Xinhua.

BEIJING, May 23 (Xinhua) -- China is strongly committed to a world without nuclear weapons, Gareth Evans, co-chair of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), told a press conference on the sidelines of the North-east Asia Regional Meeting of the ICNND here Saturday.     The regional meeting, which was held Friday and Saturday, allowed the ICNND to engage in intensive action with key nuclear experts providing insights on global and regional nuclear issues and challenges, including proliferation threats and the safe and secure management of the peaceful uses of nuclear energy.     Evans said, "There is a need to energize a very high-level global political debate on what remains very important risks and threats for the future of this world."     According to Evans, threats come from the existing nuclear weapons, new countries acquiring such weapons in the future, nuclear weapons and material falling into the hands of terrorists and non-state actors who have the intention and capability of causing catastrophic damage. Moreover, the multiplication of new power plants around could also create problems.     Evans said, besides some large countries, there has to be very strong engagement by all the other significant players and countries in the international community.     In terms of the non-proliferation of nuclear weapons, the issue involving the Democratic People's Republic of Korea (DPRK) occupied a lot of time in the discussions.     This is a very important regional security issue relating to disarmament and non-proliferation, said Yoriko Kawaguchi, the other co-chair of the ICNND, adding that China has played an important role as an intermediator.     "The DPRK should abide by the United Nations' resolutions," she said.     Evans said that it is essential to keep the door open for dialogue and continue to explore the probability for resolving this thing peacefully.     Yoriko Kawaguchi echoed Evans by saying that there was a consensus on the importance of the object of the six-party talks on the denuclearization of the Korean Peninsular.     Evans stressed that it is important for all nuclear weapon states under the Treaty on the Non-proliferation of Nuclear Weapons (NPT) to agree on a strong statement going into the NPT review conference about their commitment to a nuclear weapon-free world and the determination to take serious steps toward that goal.     A review conference has been held every five years since the 1968 NPT came into force in 1970. It has been ratified by nearly all the members of the United Nations. The exceptions are India, Israel, and Pakistan which neither signed nor ratified the accord and have developed nuclear weapons. The DPRK ratified it but withdrew in 2003.     The ICNND is an independent global initiative established in 2008, supported by the governments of Australia and Japan. It is designed to re-energize the debate about the need for a nuclear weapons-free world and all the interrelated issues of nuclear disarmament, non-proliferation and the future of civil nuclear energy in the run up to the 2010 NPT Review Conference.

CHENGDU, June 3 (Xinhua) -- Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd. (Tengzhong), a private Chinese firm who has struck a preliminary deal with General Motors Corp. (GM) for the premium SUV brand Hummer, said Wednesday it has no plan to manufacture Hummer in a Chinese plant. "Rather than setting up a plant in China, Tengzhong will use the current facilities including their employees in the United States," said Zhao Xiaolu, spokesman for the ongoing transaction for Tengzhong, a leading manufacturer of road, construction and energy industry equipment based in southwest China's Sichuan Province,     Zhao works for the Brunswick Group, which is handling the public relations matters for the Tengzhong deal. Tengzhong's managers were not available for comment on the transaction, which was disclosed Tuesday, a day after GM filed Chapter 11 bankruptcy. U.S. automaker General Motors Corp., a day after filing Chapter 11 bankruptcy, has a tentative deal to sell its Hummer brand to Chinese-based Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd., the automaker said on June 2.     According to an overall restructuring plan, the U.S. based automaker GM will shed off its none-core assets including Hummer, Saturn, Saab and Pontiac.     The preliminary deal allows Tengzhong to keep the management and operational team along with the Hummer brand, and secure more than 3,000 jobs in the United States. The Chinese buyer will also assume existing dealer agreements relating to Hummer's dealership network.     Tengzhong CEO Yang Yi said in a statement Tuesday that the company will "allow Hummer to innovate under the leadership and continuity of its current management team".     James Taylor, Hummer chief executive officer, went to Chengdu City and Deyang City, Tengzhong's current base and new base under construction, to discuss project cooperation with local officials in March.     "This transaction, if successful," said Taylor in a statement Tuesday," will allow us to embark on a more aggressive global expansion, ensuring a successful future with our new partners."     According to Zhao, Tengzhong will use internal fund and bank loan to make the transaction, which will be a "strategic move for the company to expand into the premium off-road vehicle segment". Formed in 2005 through a series of mergers, Tengzhong currently has more than 4,800 employees.     "It is probably more attractive for Chinese enterprise like Tengzhong to learn from the foreign brand's past successful experience in research, design, marketing and service," said Guo Guoqing, a professor with the School of Business, Renmin University of China.     Xu Zhaohui, head of the Sichuan Provincial Department of Commerce, said the officials will "strive to serve the transaction", which is expected to close in the third quarter of this year and is subjected to customary closing conditions and regulatory approvals.     In recent years, there have been several headline purchases of foreign auto brands by Chinese enterprises. In February, a Seoul court granted Ssangyong Motor bankruptcy protection. SAIC was deprived of management control despite its 51 percent ownership.     "Declining asset prices amid the financial crisis do not always mean a good bargain for the buyer," said Zhang Zhiyong, the chief adviser on auto market with Mingyuan Consultancy in Beijing, "a Chinese automaker should choose a foreign brand with conforming strategy and similar culture for possible acquisition."     The fuel-hungry brawny Hummer also pose new challenges for Tengzhong to control cost and boost competitiveness after takeover. SALZBURG, Austria, May 17 (Xinhua) -- Top Chinese legislator Wu Bangguo said here Sunday that exchanges between local regions of China and Austria constitute an important part of bilateral relations.     Wu made the remarks when meeting with Simon Illmer, president of the parliament of the Salzburg Province of Austria.     Wu, who is the first chairman of the Standing Committee of China's National People's Congress (NPC) to visit Austria since 1994, arrived in Salzburg from Vienna on Sunday morning, continuing his official goodwill visit to the country.     Wu said Salzburg has attracted more and more Chinese tourists with its many cultural relics and beautiful natural scenes.
