Feeding America, a network of 200 food banks across the United States, expressed concern on Wednesday on pending legislation that could strip food stamps from the Supplemental Nutrition Assistance Program away from nearly 3 million Americans. House Resolution No. 2 is up for consideration by the House of Representatives, which would add employment stipulations to some food stamp recipients, and their families. Feeding America's primary concern is that the nation's food banks will not be able to handle increased demand if the legislation becomes law. "Feeding America's nationwide network of member food banks will not be able to make up for the lost meals," Feeding America said in a statement. "We urge lawmakers in the House to reconsider their approach and amend their legislation before sending it to the Senate to ensure that the final legislation does not take food off the table for families who need it."According to a Congressional Budget Office projection, the federal government would reduce spending on direct benefits by .2 billion from 2019 to 2028. But the CBO claims it would cost the federal government in additional .7 billion in administrative costs to enforce the employment requirement. Overall, the federal government would be projected to save .5 billion over the 10-year period if the employment requirement is enacted. The CBO said that beginning in 2021, food stamp recipients between the ages of 18 and 59 who are neither disabled nor caring for a child under the age of 6 would need to either work or participate in a training program for 20 hours each week; that requirement would increase to 25 hours each week in 2026.The push to add work requirements to those receiving government assistance got a boost last month when President Donald Trump signed an executive order, which was intended to reduce poverty. "As part of our pledge to increase opportunities for those in need, the Federal Government must first enforce work requirements that are required by law," the executive order, signed by Trump on April 10, reads. "It must also strengthen requirements that promote obtaining and maintaining employment in order to move people to independence."Spending on food stamps is part of a larger "Farm Bill" legislation. The total cost for the Farm Bill is 7 billion from 2019 to 2028. The farm bill includes spending on rural development, farm subsidies, crop insurance, in addition to food stamps.  According to USDA figures, 41.2 million people lived in food-insecure households. Nearly 40 million people received Supplemental Nutrition Assistance Program benefits, as of February 2018. The 3 million who would stand to lose access to food stamps represent 6.5 percent of recipients. "The harsh cuts to the Supplemental Nutrition Assistance Program included in the House Farm Bill would hurt Americans facing hunger across the country and reverse decades of progress in addressing food insecurity across the United States," Feeding America added in a statement. 3111

FREDERICK, Colo. — Newly released court documents in the Chris Watts case obtained by KMGH suggest his two young daughters may have been strangled.The suggestion came in a motion filed by defense attorneys in Weld County court to compel the coroner to take DNA from the necks and throats of the remains of 4-year-old Bella and 3-year-old Celeste Watts, whose bodies were found inside oil and gas tanks Thursday. The court document also said the bodies were submerged in crude oil for four days.The bodies of the two young girls were found in close proximity to the other body positively identified as Shanann Watts, the girls’ mother.In the motion filed Friday, DNA expert Richard Eikelenboom concludes that DNA evidence “would remain on the necks of the decedent children,” after they were submerged in the oil. Eikelenboom is quoted in the motion as saying he believes the oil would not eliminate DNA and said samples can be obtained "after strangulation."The motion also asks that DNA samples be taken from the hands and nails of the body of the girls' mother.Eikelenboom writes:“This DNA can be retrieved with a double swab technique. DNA scientists are familiar with this technique and an experienced person should take this samples. In my opinion the presence of oil will not destroy the DNA. The hands wand nails of the mother should be sampled as well. After samples are taken the nails should be cut preserved. I have a lot experience taking samples from dead bodies getting good results after strangulation. The hands of the children should be sampled as well.”Eikelenboom is a forensic scientist who has claimed to be a DNA expert in trials in Colorado and across the United States, but was discredited two years ago in a 2013 sex assault case in Denver District Court.“I would be shocked if the defense tried to use him front of a jury after he has been discredited as an expert witness,” said former Denver District Attorney Mitch Morrissey, who led the charge against Eikelenboom.The motion was dismissed by the judge.On Friday, the coroner's office announced they have positively identified the victims of the Frederick case as Shanann Watts and her two daughters. The manner and cause of death of all three bodies are pending further laboratory results and will not be released at this time.Chris Watts remains in the Weld County Jail on suspicion of murder his family. He was taken to jail at 11:30 p.m. Wednesday after he was detained for questioning. Two law enforcement sources told KMGH Watts had confessed to killing his wife and daughters. He faces investigation on one count of first-degree murder after deliberation; two counts of first-degree murder – position of trust; and three counts of tampering with a deceased human body.All three were reported missing Monday around 2 p.m. after Shanann did not arrive to a scheduled meeting. In addition to having two daughters, Shanann was also 15 weeks pregnant. The FBI and CBI were brought in to help Frederick police in the investigation.Weld County prosecutors said they believe Shanann and the girls were killed inside of the family’s home but did not say why they believe that. 3241

Four 15-year-olds were arrested after leading Metro Nashville Police officers on a chase that ended on Briley Parkway.The teens in the chase involving a stolen car are also under investigation in relation to other recent crimes involving juveniles.On Thursday, officers were on the lookout for the stolen Prius after receiving a tip that wanted 14-year-old Rico Ransom was suspected of being in the vehicle.Ransom has been a fugitive since he allegedly shot and critically wounded a 17-year-old across from Pearl Cohn High School nearly two weeks ago.Officers pursued the teens for 15 minutes after spotting the car at 20th Avenue North & Herman Street. They then deployed spike strips into the path of the Prius finally, which finally caused the vehicle to slow and stop on Briley Parkway. The teens bailed out and ran. Three were quickly arrested and the fourth was arrested while hiding in a neighborhood on W. Vailview Court.The Prius was stolen on the morning of February 20 on Neal Terrace.Officers continue in their efforts to locate Rico Ransom. For the first time in its history, Sports Illustrated will feature a transgender model in its annual Swimsuit Edition.Sports Illustrated said Friday that 23-year-old Brazilian model Valentina Sampaio would be featured in the magazine, which is slated for a July 21 release.In an open letter published on Sports Illustrated's website, Sampaio said she was "excited and honored" to be a part of the upcoming issue."Being trans usually means facing closed doors to peoples’ hearts and minds," she wrote.
