(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SANTA ANA, Calif. (AP) -- A surfer was found dead face down in the water at Upper Trestles at San Onofre State Beach in San Diego County.The Orange County Register reports South Sector Superintendent for State Parks Rich Haydon says the man, described as middle age, was seen struggling Saturday as he paddled out into the surf at the break just south of San Clemente's border.It's unclear if the man was struggling because of the surf conditions or because of health issues.Nearby surfers then noticed the man face down in the water.Camp Pendleton Fire Department responded and continued attempting CPR before declaring the man dead at the scene.The San Diego County Medical Examiner had not released the man's name as of Monday morning. 746

SAN YSIDRO, Calif. (KGTV) — One man was found dead near train tracks in San Ysidro on Wednesday, prompting a homicide investigation.San Diego Police were called to the area of 300 S. Vista Ave. just before 3:30 p.m. Officers arrived to find a person, described as a Hispanic man in his 20s or 30s, down in the roadway. The man had trauma to his upper body.First responders began CPR and first aid before the man was pronounced dead at the scene.Homicide detectives were called to the scene for the investigation, but SDPD says very little is known about the circumstances surrounding the man's death.The victim has not been identified.Anyone with information is asked to call SDPD's Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 755

Colorado State University’s Tropical Weather and Climate Research Center also predicted an above-average year, with about 24 named storms and 12 hurricanes.With so many storms were predicted, why wasn’t a longer list of names created? Since 1953, the National Hurricane Center, a group within NOAA, has released a list of 21 potential names in alphabetical order. “They are now maintained and updated through a strict procedure by an international committee of the World Meteorological Organization,” according to NOAA.The lists are rotated every six years, meaning names from 2019 will be used again in 2025. Names are sometimes retired from the list when a named storm is so deadly or costly that reusing the name would be inappropriate for “reasons of sensitivity.”Yes, 21 names and not 26.
