(KGTV) — A police pursuit ended in a violent crash Wednesday, after a suspect hit two cars and injured a woman.National City Police said a car was stolen in Chula Vista overnight after the owner left it running. That car was found hours later by a National City school resource officer who detected it nearby on his lowjack system.The resource officer reported the stolen vehicle to police, leading to a brief pursuit with the suspect.The suspect made a sharp turn at Highland Ave. and 6th St., crashing into one car and sending that car into a second vehicle.A woman in the first vehicle that was hit was injured. She was taken to Sharp Chula Vista with unknown injuries.The crash ended right in front of a sign spinner working at the corner."All of a sudden I see they're chasing the car down this corner. He came this way, impacted that truck over there," the witness told 10News. "I was in shock the whole time. My jaw was dropped. I was scared, like, 'oh man I could've died."Police said the suspect was apprehended at the scene. Police added they found possible narcotics in the vehicle and believe the suspect may have threw something out of the vehicle during the chase. 1208

MILWAUKEE, Wisc. — Milwaukee County voters will be asked about legalizing marijuana this November after the County Board of Supervisors approved a referendum question on a 15-1 vote Thursday morning.The non-binding, advisory referendum on the November ballot would ask voters how they feel about approving the sale, usage and taxation of recreational marijuana.The official question, proposed by County Supervisor John F. Weishan, would ask if people approve of allowing adults 21 and older to  "engage in the personal use of marijuana, while also regulating commercial marijuana-related activities, and imposing a tax on the sale of marijuana."The measure had previously passed the committee stage on a 5-0 vote.Ten?states allow recreational marijuana usage — Washington, Oregon, California, Nevada, Colorado, Alaska, Vermont Massachusetts and Maine, a list that doesn't include Midwestern states.According to a October 2017 Gallup poll, nearly 64 percent of American's support the legalization of marijuana--up from 50 percent in 2010. In a July 2016 poll done by the Marquette University Law School, 59 percent of Wisconsin voters believed marijuana should be legalized and regulated like alcohol. In terms of profit, a big focus of the referendum, legalized marijuana is a multi-billion dollar industry and is expected to be as valuable as billion in 2025.? 1408

MOSCOW (AP) — Russia is boasting that it’s about to be the first country to approve a COVID-19 vaccine, with mass vaccinations planned as early as October using shots that are yet to complete clinical trials. But scientists worldwide are sounding the alarm that the headlong rush could backfire and point to ethical issues that undermine confidence in the Russian studies. Moscow sees a Sputnik-like propaganda victory, recalling the Soviet Union’s launch of the world’s first satellite in 1957. But the experimental COVID-19 shots began first-in-human testing on a few dozen people less than two months ago, and there’s no published scientific evidence yet backing Russia’s late entry to the global vaccine race, much less explaining why it should be considered a front-runner.“I’m worried that Russia is cutting corners so that the vaccine that will come out may be not just ineffective, but also unsafe,” said Lawrence Gostin, a global public health law expert at Georgetown University. “It doesn’t work that way. ... Trials come first. That’s really important.”According to Kirill Dmitriev, head of Russia’s Direct Investment Fund that bankrolled the effort, a vaccine developed by the Gamaleya research institute in Moscow may be approved in days, before scientists complete what’s called a Phase 3 study. NASA has lost priceless relics of space history, largely because of poor record keeping and follow-through, the agency's watchdog concluded.The inspector general recently found "NASA does not have adequate processes in place to identify or manage its heritage assets."That has led NASA to lose track of items that flew in space, such as "an Apollo 11 lunar collection bag that contained lunar dust particles," and other historically significant items, like a prototype lunar rover that was sold to a scrap yard.NASA told the inspector general's office in a memo that it would develop better processes for dealing with historical items by the spring of May 2020. The agency did not immediately respond to CNN for comment.The rover turned up "in a residential neighborhood in Alabama" and was spotted by an Air Force historian. When contacted by the government, the owner "expressed interest in returning the vehicle to NASA."But the agency lost track of the vehicle because it did not follow through."After waiting more than 4 months for a decision from the Agency, the individual sold the rover to a scrap metal company," the inspector general found. "NASA officials subsequently offered to buy the rover, but the scrap yard owner refused and, realizing its historical value, sold the vehicle at auction for an undisclosed sum."In another instance, NASA lost track of a bag containing moon material, which was eventually sold for .8 million.The "Apollo 11 lunar collection bag" was "seized by the Federal Bureau of Investigation from the home of a former chief executive officer for the Kansas Cosmosphere and Space Center during a criminal investigation," the IG found, then sold at a Marshals Service auction. NASA learned of the bag in 2015 when the purchaser asked the agency to verify its authenticity, but a judge turned down NASA's request to take possession of the bag, and the unnamed individual auctioned it off.As the Space Shuttle program wound down, NASA improved its processes for keeping track of historical artifacts, the report said.
