SAN DIEGO (KGTV) — More than two dozen Little Italy restaurants are likely to become San Diego's first to install "parklets," which will allow expanded outdoor dining each day of the week. The work is expected to start Friday. A parklet is a sealed off portion of curbside parking spaces that would instead be reserved for restaurants to set up tables and serve people outside. On Friday, at least eight Little Italy restaurants will start installing the parklets, but that number could grow to more than 25 if the city approves the permits in time. The city is currently streamlining these kinds of permits for retailers and restaurants and waving fees. The idea is to give businesses more room to make money amid new social distancing restrictions that disallow indoor dining in restaurants. "It is vital, absolutely," said Paolo Tagliani, general manager of Salunto, a bakery restaurant on India Street. "We need fresh air, too."More than 100 restaurants in San Diego have applied for parklet permits. The city approved 48 of them on the first day it began processing the applications. Restaurants in the Gaslamp and North Park have also applied. Little Italy had already instituted an Al Fresco program, which closed India Street to the public on Fridays, Saturdays and Sundays to allow outside dining. The parklets would allow outdoor dining daily. The Gaslamp Quarter Association has a similar program on Fifth Avenue from L Street to F Street. SAN DIEGO (KGTV) - Parents at a charter school in Chollas View are sounding the alarm after learning the fate of their founder and current director is now uncertain.This past spring, Patricio Ramirez graduated from Gompers Preparatory Academy with a full scholarship to San Diego State University."My son is first generation. This is a dream come true," said his mother, Theressah Rodirugez.But Theressah and her husband Victor, who have another son in 9th grade, are suddenly worried for his future."I am heartbroken," said Victor Ramirez.He's heartbroken after learning San Diego Unified plans to end a unique agreement to loan out staff to the school, which began when the school was founded in 2004."It was one of the lowest performing schools in the district. Very violent campus and gang infected," said school alum and education advocate Ellen Nash.Nash says when the school made the switch to a charter school, the district agreed to loan out a handful of staff, including then principal Vincent Riveroll, along with college counselors and support staff."He changed the culture to a college-going campus," said Nash.Nash says Riveroll set high educational standards, recruited and trained teachers, and implemented tutoring, after-school and summer school programs.This past spring, nearly 100% of the school's senior class was college bound."In an underserved community, they have a star in that community," said Nash.She worries it will turn into a fallen star without the school district's longstanding support, and the presence of Riveroll.In a memo released by the school district, officials point out there is more legal liability in loaning out staff, as the district has ended these agreements district-wide, thus turning the schools into traditional charter schools.School district officials points out the school already reimburses the them for the staff members' salaries. SAN DIEGO (KGTV) -- One person was killed and three others were injured in an early Saturday morning crash involving two cars along the southbound lanes of SR-163 in Balboa Park.The incident happened around 2:30 a.m. on the Cabrillo Highway just south of the Quince Street overpass, according to the California Highway Patrol.The driver of a Lexus sedan rear-ended a Mazda sedan sending both cars off the highway. One of the vehicles tumbled down an embankment into a drainage ditch.The Madza was carrying two rideshare passengers in the rear seats, according to CHP. One of the passengers was pronounced dead at the scene, according to CHP. The other rear passenger was ejected out of the car causing the victim to suffer major injuries.Drivers of both vehicles are being treated for injuries.Investigators are working to determine the cause of the accident. It is unknown at this time if alcohol or drugs were a factor in the crash.All southbound lanes were temporarily shut down. SAN DIEGO (KGTV) — President Trump has repeatedly called on his supporters to volunteer as poll watchers for the upcoming election, including during last month’s presidential debate. But what exactly can a poll watcher do?Rules vary by state but in California, election observers can monitor what goes on at polling places or at the Registrar of Voters Office, where the ballots are processed and counted.“In California, we have probably the most transparent rules of any state,” said Pam Smith, a special adviser to the Verified Voting Foundation. “It's very clearly spelled out that you can watch any aspect of the election process -- pre-election, during election, post-election processes -- as long as you don't make a nuisance of yourself.”Election observers have been part of U.S. elections since the 1700s when ballots were counted publicly.Anyone can be an election observer in California, but they are often partisan volunteers supplied by campaigns or political parties.“The fact that you have two opposing sides engaging in this poll watching activity keeps each side honest,” said legal analyst Dan Eaton.Eaton said the basic idea is to promote transparency and public trust. Campaigns and parties also have practical reasons for sending volunteers to the monitor polls: they’re allowed to access the voter roster posted at each polling place, which they use for last-minute get-out-the-vote efforts.At the Registrar of Voters Office, election observers are allowed to raise challenges to the eligibility of individual mail-in ballots as the counting takes place. Common challenges include questions about the veracity of a voter’s signature or whether an oval is properly filled in, said political analyst John Dadian.“There’s a dozen different things you look for,” he said.In tight races, these observers, sometimes called challengers, can have an impact. Observers are also prohibited from wearing clothing that resembles a peace officer or security guard, a tactic that was used to suppress Latino voters in Orange County in 1988.Violators can be charged with a felony.There will be additional restrictions on observers this election cycle because of the pandemic. The San Diego County Registrar of Voters Office is requiring observers to wear an appropriate face covering, answer a health questionnaire and stay in designated areas.“I think the operative term here is that they have the right to observe. They don’t have the right to interfere and intimidate voters as the polling location is a sanctuary for voters to cast their respective ballot,” said San Diego County Registrar Michael Vu.The Republican National Committee's effort to recruit thousands of poll watchers, which they're calling an "Army for Trump," has caught the attention of California election officials. Last week, California Secretary of State Alex Padilla sent a memo to county official administrators, advising them to brace for potential cases of voter intimidation.“County elections officials should be prepared to handle incidents involving disruptionand/or voter intimidation at the office of the elections official and/or polling locations,” the memo said. “Most incidents can be effectively diffused and deescalated with a calm demeanor andapproach that advises persons that they are engaged in prohibited activity that violatesstate law.”The memo encourages election officials to report troublesome cases to the state. SAN DIEGO (KGTV) — Police say they have made an arrest in connection with a deadly shooting in the Midway District during a meeting set up on social media.San Diego Police arrested 18-year-old Angel Garcia of San Diego on Wednesday and charged him in the murder of Eduardo Salguero, 18, of San Diego, on Nov. 25.Police say Salguero had arranged to purchase an item through Snapchat and met for the transaction behind several businesses in the 3600 block of Midway Dr. When he arrived, two Hispanic males entered his vehicle. During the meeting, one of the suspects pulled out a handgun and the transaction turned into an armed robbery.RELATED: Midway District shooting victim killed during Snapchat transaction, police sayMultiple gunshots were fired inside the vehicle before the two suspects fled. Salguero was taken to a nearby hospital but died of his injuries.Both suspects were described the suspects as Hispanic males, between 20-30 years old, who were wearing dark clothing at the time.
