SAN DIEGO (KGTV) - San Diego County has seen two flu deaths and more than twice the unusual number of illnesses so far this season, health officials reported Wednesday. County Health and Human Services officials said the number of confirmed flu cases is more than double the past three-year average, putting this year on par with the severe 2017-2018 flu season. Seventy-seven San Diego County residents died of flu complications last season. Almost 10,000 became ill. More than 235 cases of flu were confirmed by Sept. 28, compared to 67 at this time last flu season. “People should get vaccinated now to avoid getting sick and infecting others,” said Wilma Wooten, M.D., M.P.H., County public health officer. “The vaccine is safe and effective and is available throughout the region.” The flu shot is recommended for everyone over six months old. It takes about two weeks for immunity to develop, according to health officials. Anyone who needs the vaccine and does not have health insurance can go to a County public health center. SAN DIEGO (KGTV) - San Diego Police identified Friday the teenager shot and killed in Chollas Creek. Damien Anthony Feliz, 16, was found lying in the north alley of 5200 Ogden Street about 10:30 Wednesday night. A witness called 911 to report the scene. Police said Feliz had at least one gunshot wound. He was taken to the hospital, where he died. SAN DIEGO (KGTV) - Restaurants are feeling backed into a corner after the pandemic forced them to add outdoor seating and Saturday brought cold rain and high winds.As the clouds rolled in, businesses across San Diego braced for impact."We were planning on covering everything up but we were kind of waiting and seeing just how big the storm was going to be," Whiskey Girl Manager Jake Southworth said.In the Gaslamp, he says they've been lucky this weekend, "We were ready to go with more of the tarps, to put out but waited till midnight when we were closed anyway, so definitely dodged a bullet there and today again it looks like it's going to hold off until later so I feel like we're still going to be doing good."Whiskey Girl is on a section of Fifth Avenue that shuts down to vehicle traffic Thursday through Saturday, allowing restaurants to spill into the street and seat more customers.The extra chairs help them stay afloat, but outside the rain and future winter weather are putting a damper on their options.Some businesses put up pop-up shades and umbrellas to provide some shelter against the weather."I mean it does open a lot more seating having outside but we'll see what the weather sends us," Southworth said.Every restaurant is also holding its breath, waiting to see if the county drops into the purple most restrictive tier next week, which would mean no indoor dining at all."How can I ask someone to spend, you know - on a drink if they're sitting outside shivering and the rain's coming through?" SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758

SAN DIEGO (KGTV) - San Diego Police confirmed Monday the arrest of a Yuma, Arizona police officer on suspicion of rape.Yuma Police officer Jared Elkins, 33, was taken into custody Friday morning on Marlborough Dr. near Adams Ave. in Kensington.San Diego Police said Elkins was off duty at this time of his arrest. He is a 7-year veteran of the force, the Associated Press reported.  Yuma Police are working to place Elkins on administrative leave.Elkins will be charged with rape, oral copulation, threat to do bodily harm, sex asault with a foreign object, and misdemeanor sexual assault, police said.Elkins was released on 0,000 bail Saturday and ordered to appear in court on Sept. 25. 709
