SAN DIEGO (KGTV) - Point Loma families fighting to preserve a makeshift bike track are up against another setback.The land is owned by the San Diego Housing Commission, which recently hired an independent firm to do a feasibility study of the property. The firm looked at traffic, environmental factors, and the impact on schools; ultimately concluding it's feasible to build on the site. "Definitely heartbroken, this is such a special spot for our community," said Darren Miller, who often brings his boys to ride on the track. But Rick Gentry, President and CEO of the San Diego Housing Commission, says it's their job to create as much affordable housing in the city as possible. There are currently 80,000 people waiting for a Section 8 Housing Voucher. "The neighbors don't like to see the neighborhoods change, but change is going to happen, growth is going to occur. San Diego now is not producing enough housing to keep up with the rate of growth of the population," said Gentry. Miller and other neighbors have serious concerns about building on the land. "I don't know if they're necessarily opposed to affordable housing, I think they're just opposed to more development in an area that's already over-developed. In addition to just being an open space, it's a wetland," said Miller. The Housing Commission will be seeking developers for the project. SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. SAN DIEGO (KGTV) – On Friday, the president of San Diego's Christian Youth Theater (CYT) held a press conference addressing this week's claims by several former students that they experienced sexual misconduct or sexual abuse by former teachers.CYT President Janie Russell Cox said the San Diego branch will remain dark until further notice as they investigate these abuse claims. “We are fully committed to the safety of every single child and we are grieving for every single individual whom we love and we care so deeply for. We apologize. [We] love you,” Cox added.The El Cajon-based program was founded 40 years ago and is for students ranging from 4 years old to 18 years old. CYT claims to be the largest youth theater group in the country with branches nationwide.Artist Brian Justin Crum, who went on to become a finalist on America's Got Talent, told ABC10 News on Friday that when he was 13 years old, his former CYT teacher invited him to a gay pride event. “I remember him questioning my sexuality and saying basically, like, you should come to this thing and see what you think and see how you feel when you're there and we can go together. I'll take you,” Crum said. “It was creepy. It felt inappropriate.”Crum said he was not assaulted but boundaries were crossed. “There was definitely a culture there where the teachers and the students were too close,” he added.On Tuesday, attorney Jessica Pride told ABC10 News that she's representing a former student who claims to have been sexually abused and several other former students have been contacting the law firm. “I think over the next couple of weeks as things unfold, you're going to see that this was just rampant at CYT and that they didn't do anything to protect these children,” said Pride.When asked Friday about whether staff ignored complaints from former students against former teachers, Cox replied, “I can't answer that. I don't have enough knowledge to know what decisions were made at that time and that's part of our investigation to find out.”Cox told reporters that CYT is starting a diversity committee and looking at doing restructuring to diminish favoritism, nepotism, and discrimination. SAN DIEGO (KGTV) -- Passengers from the Grand Princess cruise ship will be quarantined at MCAS Miramar amid coronavirus fears, the U.S. Department of Health and Human Services announced Sunday.According to the Department, the ship will dock temporarily in a non-passenger port in the San Francisco Bay. Passengers will then be transferred to several federal military facilities throughout the country for medical screening, COVID-19 testing, and a 14-day quarantine. The earliest they could arrive is Tuesday, according to a DoD spokesperson.The nearly 1,000 passengers who are California residents will complete the quarantine at MCAS Miramar and Travis Air Force Base. It's unclear how many of the 1,000 passengers will be housed at Miramar. "MCAS Miramar is preparing to support HHS and their federally mandated quarantine for Grand Princess travelers," a spokesperson for the base said. SAN DIEGO (KGTV) -- Police are asking that additional victims come forward in a San Diego sexual assault case. According to police, Seth Roberts, 18, was arrested on December 5 for multiple sexual assaults around San Diego County that happened between early October and late November. Based on the circumstances of the cases, the San Diego Police Department Sex Crimes Unit is looking for additional victims or anyone with information. According to police, Roberts reportedly identified himself to young women and befriended them by telling them he’s from out-of-state before sexually assaulting them. According to public records, Roberts was previously arrested in Oklahoma for harboring a runaway child felon. Records also show that in April of 2018, a permanent protective order was issued against Roberts in Oklahoma. The order was filed on behalf of a 16-year-old who says Roberts inappropriately touched her even after she asked him to stop. The protective order goes on to say the victim's mother wanted criminal charges filed, but none are listed. He is currently being held on ,250,000 bail.
