BEIJING, Aug. 31 (Xinhua) -- China's banking regulator will strictly implement the central government's macroeconomic policies that aim to curb soaring housing prices, an official said Tuesday.Ye Yanfei, deputy head of the Statistics Department of the China Banking Regulatory Commission (CBRC), said the CBRC will restrain speculative property investment and support the building of affordable housing while controlling risk.China's housing market and lending to the property sector are crucial to the national economy and people's livelihood, as well as to the stable and steady development of the nation's banking sector, Ye said at a seminar in Beijing.Ye's remarks come after the banking regulator said it would further "instruct and monitor" commercial banks' efforts to strengthen the management of lending to home-buyers.Ye's comments echo those of Zhang Ping, director of the National Development and Reform Commission, who said last Thursday in a report to China's top legislature the government will "further implement the measures meant to curb excessive gains in housing prices and resolutely restrain speculative property investment in the second half the year."Ye also said the CBRC has pushed lenders to test the impact of falling house prices, although the regulator said earlier that hypothetical scenarios examined in stress tests do not herald any change in policyHousing prices in major Chinese cities rose 10.3 percent year on year in July, slower than the 11.4 percent growth rate in June, according to official figures. On a monthly basis, housing prices in June fell 0.1 percent from May and July prices were unchanged from June.

China surpassed Germany last year to become the number one exporter. The communique said both sides agreed to attach importance to a series of dialogue mechanisms, including the strategic dialogue, the dialogue between nations ruled by law and human rights dialogue.China and Germany also agreed to expand political mutual trust and deepen strategic coordination between China and Europe. BEIJING, Nov. 5 (Xinhua) -- China's Vice Premier, Li Keqiang, said Friday that the population count, the first in 10 years, should be "authentic, accurate and complete", to provide a basis for economic and social development. In a visit to local communities in Beijing, Li said all-out efforts should be enlisted to conduct the census with quality and efficiency.Li noted that some progress has been made, but new problems also emerged as some migrant residents have not been found in their homes.Chinese Vice Premier Li Keqiang (4th R) talks with a resident in the Dongcheng District of Beijing, capital of China, Nov. 5, 2010. Along with census takers, Li visited Beijing residents on Friday to inspect China's ongoing sixth population census. He also said the census has entered a critical phase, and hoped the 6 million census takers could overcome difficulties and carefully carry out the counting."Only by getting a clear picture of the population could we better plan and provide people with equal public services in education, health-care, housing and pension," Li said.On Monday China began the once-in-a-decade population count, with 6 million census takers going door-to-door during the next 10 days to document demographic changes in the world's most populous country.Statistics from this census will be calculated in December and the main results will be released by the end of April 2011.

XICHANG, Sichuan, Sept. 30 (Xinhua) -- Preparations for China's second unmanned lunar probe, Chang'e II, are almost complete at the Xichang Satellite Launch Center (XSLC) in southwest China, and the satellite is ready for a Friday launch, based on satisfactory weather forecasts.Weather will be the only question for Friday as the rocket's first and second stage boosters were fueled with conventional propellants Thursday, said authorities with the XSLC.Li Shangfu, Chief Director of the XSLC, said the center's Thursday weather forecast for Oct. 1, the first launch window, predicted light rain and very limited chances that thunder and lightning would occur from the time of the rocket fueling to an hour after the launch window.Further, the launch is not likely to be influenced by the high-altitude winds and the electric field on the ground, he said. The launch center will hold a meeting at 10:30 a.m. Friday to decide whether to begin the final stage of fueling of the Long March 3C rocket, the last procedure before the launch, based on weather conditions, said Li.Once the fueling of the rocket's third stage booster begins, the launch of the satellite will be "irreversible" and occur in eight hours, he said. With the help of radar and satellites, weather forecasts at the XSLC are 80 to 90 percent accurate for no more than 48 hours, and for weather conditions within four hours they can be over 90 percent accurate, said Jiang Xiaohua, a meteorological expert at the center. The rocket will carry the Chang'e II to a trans-lunar orbit, and then the satellite is expected to take about 112 hours, or nearly five days, to arrive at its lunar orbit for a six-month mission. The lunar probe will test key technologies and collect data for future landings of Chang'e III and Chang'e IV, and provide high-resolution photographs of the landing area.Chang'e II was built as an alternative to Chang'e I, which was launched in October 2007 and maintained a 16-month lunar orbit. The series of Chang'e probes is named after a legendary Chinese moon goddess.
