ESCONDIDO, Calif. (KGTV) - Plans are underway to reinvigorate Escondido's historic downtown, with new businesses and plans to make the area more pedestrian friendly. One of the new ventures is the first-of-its-kind. "Escondido now has really started to invest a lot of time, a lot of effort, and they're putting a lot of money into the downtown district," said Nick Corona, a nationally recognized homebrewer who lives in San Marcos.When Corona started homebrewing in 2012, the dream was always to start a brewery, which he named Five Suits Brewing. Now that dream is coming true in a way he couldn't have envisioned back then. "We're looking to hopefully become a little bit more of a draw for Escondido."The plan is to house four different businesses under one roof, three of which are craft beverage manufacturers: beer, gin, and mead.The gin distillery is Stoke Distilling Co. and the meadery is Good Omen. "Nobody else in California and I don't even think in the U.S., has a storefront place that you can go to that has a brewery, a winery, and a distillery, with a restaurant all in the same location," said Brian LaMere, Owner of Good Omen.The owners of Carlsbad's Notorious Burgers will be supplying the food, which will consist of craft tacos and Mexican street food. The project is still waiting on approval from the alcohol and beverage agencies, but Corona says they've identified a 14,000 sq/ft property on Grand Ave. "It will be a destination, there's no doubt about it," said Corona. As far as making downtown more friendly to pedestrians, city planners say there are plans to widen the sidewalks, create more parking, and add art. Corona says he's excited for the future, "We're proud of our brand, we're proud of what we're bringing, but for me personally I just want to bring people something that opens their eyes." 1842

ERLANGER, Ky. -- Police shot a suspect outside a bar in Erlanger, Kentucky on Wednesday night after the suspect pointed a gun at the officers, according to Kentucky State Police trooper Charles Loudermilk.Loudermilk said two officers from the Erlanger Police Department had been pursuing 40-year-old Dexter Helton, of Florence, over an active felony drug warrant and located him inside Peecox Bar and Grill at about 8 p.m. He fled on foot out the back door of the bar, drew a firearm and pointed it at the officers, at which point an officer shot him. "This action caused a life threatening situation for the officers involved and they were forced to discharge their firearms," Kentucky State Police said in a news release. Helton was airlifted to the University of Cincinnati Medical Center with "critical injuries" after the incident. Neither of the Erlanger officers were shot or injured. Identities of the police officers involved have not yet been released. Investigators are reviewing footage from the officer's body cameras. Authorities also seized a witness's phone who had posted a video of the moments after the shooting on Facebook. Surveillance video from the bar will also be analyzed, Loudermilk said. Kentucky State Police will investigate the shooting, Loudermilk said.  1359

FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she¡¯s had since she was a child.¡°There was a bakery close to my house and the lady worked in the window,¡± said Jennifer Duarte, owner of Elegance on Display. ¡°I would go and I would just stand there and watch her and said, when I grow up I want to do that.¡± That¡¯s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic¡ªand her specialty being wedding cakes¡ªshe¡¯s lost a decent chunk of income.¡°I had 50 weddings postponed¡­ maybe eight of those are canceling completely,¡± Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she¡¯s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she¡¯s using her connections to provide a service to her neighbors and also make some up some of her lost income. ¡°We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,¡± Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn¡¯t making a big profit, but the community has been great lending their support. ¡°So many people realize that there¡¯s not a huge mark up on it. They¡¯ve been tipping or volunteering to help with deliveries,¡±she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. ¡°I¡¯m just trying to bring a little joy to everybody who¡¯s stuck at home. Cupcakes [and] cookies make everybody feel better,¡± Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. Europe is proposing a ban on single-use plastic items such as cutlery, straws?and cotton buds in a bid to clean up the oceans.The European Commission wants to ban 10 items that make up 70% of all litter in EU waters and on beaches. The list also includes plastic plates and drink stirrers.The draft rules were unveiled Monday but need the approval of all EU member states and the European Parliament. It could take three or four years for the rules to come into force.The legislation is not just about banning plastic products. It also wants to make plastic producers bear the cost of waste management and cleanup efforts, and it proposes that EU states must collect 90% of single-use plastic bottles by 2025 through new recycling programs.The European Commission estimates that these rules, once fully implemented in 2030, could cost businesses over €3 billion (.5 billion) per year. But they could also save consumers about €6.5 billion (.6 billion) per year, create 30,000 jobs, and avoid €22 billion (.6 billion) in environmental damage and cleanup costs.The Rethink Plastic Alliance -- an association of environmental organizations -- called the proposals "a leap forward in tackling plastic pollution" but criticized some perceived shortcomings.The proposals do not set targets for EU countries to reduce the use of plastic cups and food containers, it said."This could result in countries claiming they are taking the necessary steps as long as any reduction is achieved, regardless of how small," the alliance said in a statement.The proposal also faced criticism from the plastics industry.Plastics Europe, which represents manufacturers, said it supported the "overarching objective" of the proposal but said there must be more resources dedicated to "waste management" to ensure better collection of used plastic."Plastic product bans are not the solution," it said in a statement, and noted that "alternative products may not be more sustainable."On a global basis, only 14% of plastic is collected for recycling. The reuse rate is terrible compared to other materials -- 58% of paper and up to 90% of iron and steel gets recycled.Research shows there will be more plastic than fish by weight in the world's oceans by 2050, which has spurred policy makers, individuals and companies into action.Last month a group of more than 40 companies including Coca-Cola, Nestle, Unilever and Procter & Gamble pledged to slash the?amount of plasticthey use and throw away in the United Kingdom.Starbucks also announced in March it was launching a  million grant challenge to solicit designs for a cup that's easier to recycle. 2689

Facebook announced on Tuesday that it would no longer accept ads that discourage people from getting vaccinated onto its social media platform.In a press release, Facebook said they were launching a campaign to give its users useful information regarding vaccines and keep them safe and healthy during the pandemic.The social media company said Tuesday that they would roll out the ad ban in the "next few days.""Today, we're launching a new global policy that prohibits ads discouraging people from getting vaccinated. We don't want these ads on our platforms," Kang-Xing Jin, Facebook's head of health, and Rob Leathern, a Facebook director of product management, wrote in a blog post.Along with the ad ban, Facebook also launched an initiative that'll include new flu product features that provide additional vaccine-related content and work with global health partners on campaigns to increase immunization rates.Ads are still allowed if they advocate for or against legislation or government policies around vaccines ¨C including a COVID-19 vaccine, Facebook said.Facebook also said it would be rolling out the ad ban in the coming days. 1149
