BEIJING, March 7 (Xinhua) -- Chinese President Hu Jintao met here on Friday with former U.S. President George Bush.     Hailing the progress of China-U.S. relations in recent years, Hu said that to develop healthy, stable bilateral ties was in the common interest of both sides and had great significance for peace and development of the Asian-Pacific region and the world at large.     China was willing to properly handle divergence and major concerns through dialogue and beef up bilateral exchanges and cooperation on the basis of mutual respect, equality and mutual benefit, Hu said.     He said that he appreciated Bush's efforts to boost China-U.S. friendship. Migrant workers who were previously farmers will get the same labor rights as their counterparts from towns and cities starting next year, under a new regulation by the Ministry of Labor and Social Security (MLSS)."No discriminatory restrictions should be set against the rural laborers entering cities for employment," the Employment Services and Employment Management Regulation issued on Wednesday stated.Under the regulation, all laborers cannot be discriminated because of ethnicity, race, gender, and religious belief when seeking employment.Farmers-turned-laborers or those without local household registration can also register for unemployment at local public labor service agencies if they have worked in a place for half a year and more.Employment units should go to local public service agencies to register laborers or terminate their contracts."The provisions reflect tremendous progress in the country's labor policies," Mo Rong, the vice-president of the labor science research institute under the MLSS, told China Daily.Mo said policies toward laborers from rural areas have been changing with the times - in the early 1980s, they were forbidden to migrate to cities, but this restriction was later lifted with the provision that the laborers brought their own "grain tickets" in the face of a grain shortage.Since the 90s, the laborers have moved freely between rural and urban areas under the regulations of respective cities. The first great wave of migrants heading to cities occurred in 1992."They could finally 'float' between rural regions and cities without policy limitations after 2000," Mo said, referring to the country's policy improvements in the area."Laborers from rural areas will now be able to enjoy many free employment services in the cities with the new regulations," Mo added."These are possible under the auspices of a good amount of government subsidies."With the new regulation, employers are now forbidden to refuse women work except when such jobs are stated as unsuitable as stipulated by the State."When an employing unit recruits female workers, it shall not stipulate in the labor contract any content which restricts female workers from getting married or having child," said the ministry.Those suffering from infectious diseases are now also protected from discrimination.In particular, laborers cannot be denied work based on Hepatitis-B tests unless the job already prohibits carriers of the disease according to laws, administrative rules and regulations set by the administrative department of health under the State Council.Such employment units can be fined as much as 1,000 yuan (5) along with other compensation liabilities.

Zi Beijia, a Chinese reporter who fabricated a TV news saying that Beijing dumpling makers used cardboard as a filling, was Sunday sentenced to one year behind bars with a fine of 1,000 yuan for the crime of "infringing commodity reputation".The Beijing No. 2 Intermediate People's Court heard the case in an open court.According to the court ruling, Zi, 28, was a temporary employee of the Life Channel of the Beijing Television Station before being arrested.In June 2007, he visited some steamed stuffed bun stands but failed to find any cardboard-filled buns.For pursuing career achievements, Zi, under an assumed name of Hu Yue, went to the No.13 courtyard inside Shizikou Village, Taiyanggong Township of Chaoyang District, and asked four migrant workers who had been preparing breakfast there to make meat buns for him with a lie that he will buy the stuffed buns in a large quantity.The four meat buns makers were identified as Wei Quanfeng, Zhao Xiaoyan, Zhao Jiangbo and Yang Chunling, all from Huayin, a city in northwest China's Shaanxi Province.Then Zi came to the same venue the second time and brought cameras, pork, flour and cardboard himself.In order to film the process, Zi is alleged to have instructed Wei and his fellow villagers to make "baozi" or meat buns by soaking and crushing discarded cardboard he had collected and mixing it with pork. The baozi were said to have been fed to dogs.Zi used a home DVD camera to film the entire process and turned in his report after he edited it.Zi hid the truth to the Beijing Television Station, enabling his program to be aired in a slot known as "Transparency" on July 8 at the Live Channel of the station. The program caused baneful social effects and severely ruined the reputation of the relevant commodities, according to the court ruling.Zi pledged guilty at the court and said he was muddled-head at that moment, which cheated Beijing Television Station and the audience.Zi made a sincere apology to the audience, Beijing Television Station and the people concerned. He advised journalistic staff to learn lessons from him and follow obey journalistic ethics.The court held that Zi, as a temporary employee of Beijing Television Station, deliberately fabricated news and hid truth to get his program aired and caused baneful effects. His behavior of fabricating and spreading fake news has infringed the reputation of certain food and his wrongdoing was serious. The verdict was made accordingly.
