SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. SAN DIEGO (KGTV) — San Diego Humane Society has placed 140 rats up for adoption after they were given up by a woman in Del Mar this week.The rats have undergone veterinary exams and tests and are "happy and ready" for adoption, the Humane Society says. Because rats are social animals, the society is only adopting them out in same-gender pairs unless the owner already has a rat.The rodents were given to SDHS after a woman's pet rats multiplied out of control while she was living out of her vehicle in Del Mar. The population eventually grew to more than 300 pet rats. The rats chewed through the vehicle's wiring, rendering it inoperable.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsNeighbors have since rallied around the woman, helping her tow her old vehicle, get a new car, and turn over the rats to SDHS. Many of the rats were pregnant females and are currently in foster care through the Humane Society. The 140 rats available now are males and non-pregnant females, according to SDHS."Although rats are not as common as other small rodents, they make great pets," SDHS said. "They are very social, smart and love to interact with humans ... SAN DIEGO (KGTV) — San Diego County schools are one step closer to bringing students back to campus. If we get off the state’s watchlist Friday, kids would be allowed back in-person in as soon as two weeks.But, some districts tell ABC 10News they would still need more time.Supervisor Nathan Fletcher hinted at a victory for the county Thursday afternoon.“Yesterday we were below the state guidance, today we’re below the state guidance,” said Fletcher. “Tomorrow if we’re below the state guidance that will remove us from the state monitoring list.”RELATED: San Diego County case rate under watch list threshold for second straight dayThose metrics are based on having fewer than 100 cases per 100,000 residents over two weeks. If we can stay off the watch list for 14 days in a row after being removed from the state's list, students will be allowed back on school campuses.But, that doesn’t mean it will happen right away.“All of us have been watching those numbers,” said Theresa Kemper, Superintendent at Grossmont Union High School District. “When it finally went under 100, there’s a celebration because we look forward to getting kids back.”RELATED: Private school in Spring Valley to reopen with in-person learningKemper says they plan to give parents and teachers a two-week notice before they would return in-person.“Classrooms are already ready to go, but it’s all the other services we provide,” said Kemper. “Are the buses ready to go? Food service?”For Cajon Valley Union Schools, the district says they successfully welcomed 6,000 students to 27 of their campuses for summer programs. Social distancing and mask requirements were in place. They tell us over the six-week period they did not have a single case of COVID-19.Superintendent David Miyashiro says even if the county can welcome students back, they would still need time to prepare.“To say we’d be able to open right away, I don’t feel comfortable with that,” said Miyashiro. “The short answer is as soon as possible starting with our most vulnerable students.”San Diego Unified says they’re using their own criteria that goes beyond the state standards. It calls for rigorous contact tracing before they’ll reopen in-person.Escondido Union High School District starts a fully virtual school year on Aug. 25. SAN DIEGO (KGTV) — San Diego business leaders reacted with alarm to President Trump's plan to slap tariffs on goods imported from Mexico.On June 10, the President plans to place a 5% tariff on items like avocados, tomatoes, cars and medical devices that come from south of the border. They would increase until reaching 25% on Oct 1. Trump says the tariffs would continue until Mexico addresses the issue of migrants at the border. The San Diego Regional Chamber of Commerce has come out strong against the tariffs. The Chamber says Mexico is San Diego's biggest trade partner, with a .5 billion manufacturing supply chain that's now at risk. Jerry Sanders, the chamber's CEO, says every manufacturing job in Tijuana leads to half a new job in San Diego. "If consumers cut back because of the price of goods, that means there will be fewer jobs and there will be less production on both sides of the border," he said. Some consumers already appear wary. Mancher Nasar, who lives in Rancho Bernardo, said he expects his grocery bill to rise as the tariffs kick in. "I'm concerned about middle class families," he said. "You're putting a 25% tariff but you're not getting 25% more in your paycheck."University of San Diego economist Alan Gin said tariffs are normally used for economic purposes, not political ones. "This is as far out as we've ever seen in the use of tariffs," Gin said. Gin said San Diegans will feel them, but that states like Texas and New Mexico will fare worse. SAN DIEGO (KGTV) -- San Diego Police are searching for a suspect who they say tried to sexually assault a woman before stealing her car.According to police, the incident happened on the 1700 block of India Street at 4:33 a.m. Sunday.Police say the man walked into Cafe Italia while the victim was cleaning. The man then pushed the woman into a back room where he tried to sexually assault her while wielding a Bowie knife.The woman was able to fight the suspect off before he grabbed her car keys and drove out of the area in the tan, 1998 GMC Jimmy with California license plate 7VOY594.The man is described as a 25 to 30-year-old white male with a medium complexion who is five feet, five inches tall with a thin build, has dark, curly hair and is unshaven.The suspect was last seen wearing a white baseball cap with black stripes and stars resembling an American flag, a black short-sleeved t-shirt and tan shorts with dark, high-top tennis shoes.Anyone with information is asked to call San Diego Police’s Sex Crimes Unit at 619-531-2210. 1060
