SAN DIEGO (KGTV) -- An official with the Encinitas Union School District confirmed Sunday a presumptive positive case of COVID-19.In a release sent to families of the district, Superintendent Andree Grey said "individual at Olivenhain Pioneer Elementary" tested positive. Grey could not provide further details citing privacy restrictions."I understand that it can be disconcerting to not have specific information surrounding the individual, however, it is important that we respect the privacy of our students and staff. Recently a positive case was noted in Encinitas and today the County Department of Public Health and Human Services confirmed a presumptive positive in our school community. An individual at Olivenhain Pioneer Elementary has tested presumptive positive for COVID-19. In situations with infectious diseases, we are required to follow the direction of the Center for Disease Control, California Department of Health, and the San Diego County Health and Human Services Agency (HHSA). This includes following procedures related to HIPAA and privacy standards. I understand that it can be disconcerting to not have specific information surrounding the individual, however, it is important that we respect the privacy of our students and staff. At the same time, we want to provide you with as much information as possible. The San Diego County Department of Health and Human Services is currently in the process of investigating and the individual is in home isolation and being monitored. EUSD is notifying individuals who may have been exposed and asking them to self-quarantine. Coronaviruses are a large group of viruses that are common among animals and humans. This novel coronavirus that causes COVID-19 is a newly discovered coronavirus causing respiratory illness that has not been previously detected in animals or humans. The source of this virus is not yet known. Symptoms can include fever, cough and shortness of breath and can appear 2-14 days from exposure. Due to the way the COVID-19 virus is spread, per current protocol (directed by the Centers for Disease Control), HHSA suggests we consider all of us as being potentially exposed. Anyone who is ill should stay home except to get medical care. If you are ill, it is recommended you separate from others in the home, wear a face mask, cover cough and sneezes, clean hands and surfaces often, and avoid sharing personal items. It is important to monitor symptoms for potential worsening including shortness of breath. It should be emphasized that anyone experiencing symptoms should self-isolate and contact your doctor. We recognize and understand how concerning this information is. We will continue to monitor the situation and update you as we have additional information. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. SAN DIEGO (KGTV) - An East San Diego County military wife whose husband is accused of poisoning her with thallium is facing intensive rehabilitation, according to a GoFundMe account in her name.Race Uto, 27, was arrested in March on suspicion of giving his wife Brigida the heavy metal, which is found in rat poison and ant killers.A search warrant obtained by 10News indicated Brigida Uto had been sick since September 2017 and did not know the cause. She suffered weakness and hair loss, and was eventually near death, according to the warrant.RELATED: East San Diego County man suspected of poisoning his wifeDoctors determined Brigida ingested the Thallium, which was found in ‘extreme levels’ in her system when she was admitted to the hospital.The FBI, NCIS and San Diego County HazMat determined Brigida had been poisoned by someone with access to her food and drinks.Investigators searched the couple’s home in Dulzura and confiscated laptops, a coffee blender, four cups and other electronics.The warrant also shows that Race had an affair while he was deployed in the Navy and that the couple had gone through counseling.RELATED: Warrant reveals troubled marriage in poisoning caseRace told detectives he has no idea how his wife came into contact with the poison.
