BEIJING, Aug. 19 (Xinhua) -- Chinese top legislator Wu Bangguo met with a U.S. congress delegation led by Howard L. BEIJING, Sept. 15 (Xinhua) -- Beijing has widened a ban on flying activities to include pigeons and kite flying in its latest efforts to beef up security ahead of the National Day celebrations, police said Tuesday.     The ban, which is effective from Sept. 15 to Oct. 8, applies to sports, recreational and advertising flight activities in the capital.     Li Runhua, head of the public security squadron of the Beijing municipal public security bureau, said residents were banned from releasing pigeons, and flying kites and balloons even at celebrations and shopping promotions.     Li encouraged residents to report to police if they find suspicious flying objects.     Police also started to check every vehicle entering Beijing at nearly 200 major road intersections and security check points on Tuesday.     Police would check drivers' and passengers' ID and confiscate imitation guns, fireworks and knives until Oct. 8.     More than 7,000 police have been patrolling the city's major roads and business districts since Aug. 22.     China will stage a wide array of activities, including a grand military parade in Beijing, to mark the 60th anniversary of the founding of the People's Republic of China (PRC) on Oct. 1.     Chinese citizens will have an eight-day public holiday from Oct. 1 to 8.

BEIJING, Oct. 9 (Xinhua) -- China's railways carried 60.75 million passengers nationwide around the seven days of National Day holidays and one day of Mid-Autumn Festival, the Ministry of Railways said on Friday.     The figure was 2.18 million more or 3.7 percent up from the same period last year, according to the ministry.     The peak transport season lasted for eleven days from Sept. 28 to Oct. 8. BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.

BEIJING, Aug. 28 (Xinhua) -- The Communist Party of China (CPC)plans to launch the third stage of its current campaign to deepen the study and practice of the Scientific Outlook on Development, the kernel ideology of the CPC Central Committee with Hu Jintao as the general secretary.     The third stage, which starts in September and ends in February2010, is designed to carry out at grassroots level, involving 1.22million Party organizations and 37.5 million Party members, accounting for 32.8 percent and 50 percent of the total numbers, respectively.     These were remarked by Xi Jinping, member of the Standing Committee of the CPC Central Committee Political Bureau, at Friday's meeting here to summarize the experience of the second-stage of the CPC's educational drive and usher in the third stage.     The campaign was initiated by the CPC Central Committee in September 2008, with a goal to promote the study and practice of the Scientific Outlook on Development in the whole Party. The first and second stages were conducted at higher-level Party committees.     The third stage will mainly involve Party organizations of townships, communities, villages, residential blocks, secondary schools, middle and elementary schools, hospitals, private companies, and non-government organizations, according to Xi, who is also a Secretariat member of the CPC Central Committee and head of the CPC Central Committee's leading group for the campaign.     He urged Party organizations at different levels to make substantial efforts to help "the massive Party members have a deeper understanding of the Scientific Outlook on Development."     Third stage will be focused on resolving critical problems concerning the interests of the masses and it should be integrated with the celebration of the 60th founding anniversary of the People's Republic, Xi said.
