SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

The hope is those units will then be used for family members or rented out as a source of income for property owners.The waivers apply to property owners in the county's unincorporated areas, including Alpine, Julian, Fallbrook, Lakeside, and Valley Center, as part of the county's General Plan.MAKING IT IN SAN DIEGO: Family chooses 'granny flat' option with San Diego's lower fees“This is a critical step in our on-going efforts to address the region’s housing crisis, especially the serious need for affordable housing,” Dianne Jacob, the board chairwoman, said in a release. “This new program is the quickest and easiest way for us to expedite the development of housing.”To cover the cost of the fee waivers, the county will pump million into the program over the five-year period.“There is no single solution to the regional housing shortage, but an average savings of ,000 for an accessory home will raise property values and offer more affordable places to live,” Supervisor Jim Desmond said in a release. “We will continue to be creative and challenge the status quo to solve the region’s housing crisis.” 1545

The oldest veteran on this weekend's flight will be 99-years-old. "I've actually had veterans come up to me and say, 'ya know, in all these years no one has ever said thank you to me - this means so much'," said Smith.The group relies on fundraising to make the honor flight a reality - it costs 0,000 for the entire weekend.Our coverage of the Honor Flight continues Friday morning when Reporter Amanda Brandeis boards the plane with the veterans and will continue through Sunday when they all return to San Diego. Honor Flight San Diego welcomes the community to join the Sunday's homecoming at the San Diego International Airport. SAN DIEGO (KGTV) -- Several designated cool zones around San Diego County are open to help San Diegans stay cool amid extreme heat conditions.Due to the COVID-19 pandemic, public health and safety measures will be in place at each of the locations. According to county officials, all visitors and staff at the cool zones will be required to wear face coverings and practice social distancing.
