Colorado voters rejected a ballot measure that, if passed, would have banned abortions in the state after the 22nd week of a woman’s pregnancy unless her life is at risk and potentially punished doctors who performed them.ABC News called the race around 8:30 p.m. Tuesday, with 60% of Coloradans voting against Proposition 115’s passage, compared to 40% who voted in favor of the measure, with 79% of precincts reporting.Planned Parenthood of the Rocky Mountains Action Fund President and CEO Vicki Cowart released a statement Tuesday evening praising Coloradans’ decision."Today, we can proudly confirm that Colorado remains a safe haven for access to the full spectrum of sexual and reproductive health care, including abortion care. Once again, Colorado voters confirmed what we have always known: that health care decisions belong between a patient and their health care provider, without political interference,” Cowart said.The rejection of Proposition 115 means abortions will continue to be legal at any time during a woman’s pregnancy in Colorado, with a restriction which specifies that the parents or guardians of a minor seeking an abortion must receive written notification about the procedure at least 48 hours in advance.If Proposition 115 had passed, a doctor who broke the rule and performed an abortion outside of 22 weeks would have been guilty of a class 1 misdemeanor, which would have been punishable by a fine.Physicians who performed abortions outside of the 22-week window would have faced disciplinary action by the state medical board and a suspension of their license of at least three years under the proposal. Women who received an abortion would not have been penalized had Proposition 115 passed.The number of abortions performed in the state after 22 weeks is hard to come by. The Colorado Department of Public Health and the Environment (CDPHE) believes the number is between 20 to 300 per year. Opponents of the measure said these types of abortions represent just 1% of abortions.The citizen-led measure narrowly made the ballot, only doing so after a cure period at the end of May.Proponents had argued they believe that 22 weeks of gestation is when a fetus is viable and that abortions after that date were inhumane.This story was originally published by Blair Miller at thedenverchannel.com. 2340

Community Health Centers that serve hundreds of thousands of San Diegans are now dealing with millions of dollars in federal cuts.So far, they've instituted a hiring freeze and put expansion plans on hold. But if Congress doesn't act soon, those cuts could force the centers to reduce hours starting in January. "We pray that it won't," said Giselle Brown, who goes to the La Maestra Community Health Center in City Heights for basic medical care. "People would be left out, they wouldn't be getting the proper help or care that they need."La Maestra is part of the Health Center Partners of Southern California network, consisting of 17 low-cost clinics in San Diego, Imperial and Riverside Counties.The Federal Government subsidizes centers like it around the country with about billion a year. But about 70 percent of that is expiring, and the first funds disappeared Sept. 30. Congress has not renewed it.However, the House is scheduled to vote Friday on a bipartisan bill that would extend the funds for two years. Vernita Todd, a V.P. for the health center system of Southern California, says she's concerned the bill may not get out of the Senate - and the January deadline of reducing services is only getting closer. Brown says she hopes the funding is restored, not just for her, but for her community.    1376

(KGTV) -- World War II veteran Tom Rice has a lot of war stories. “All that we did was new and experimental because we had experimental and brand new equipment that we weren’t supposed to tell anyone about,” said Rice.Rice grew up on Coronado. He joined the 101st Airborne Division as a paratrooper in 1941 after graduating high school.“I’d never been in a plane. I’d hardly ever seen any planes because I always lived right here.”After training in Georgia, Rice parachuted into Normandy on D-Day. “I’m in the door looking out straight and I could just see all the fireworks coming up. It was, it felt like a Fourth of July thing. When I stepped out, the prop blast hit me. So I’m hanging on the outside and the rest of the guys are going underneath me.”Rice landed safely even though a bullet struck his parachute. “I was black and blue for about three weeks.” He went on to win several Purple Hearts and France’s Legion of Honor.Despite being 97-years-old, Rice still parachutes out of an airplane every year on the anniversary of D-Day to pay tribute to his fellow paratroopers. “I’ll keep jumping until I’m 100.”In honor of his courage, Rice will be the Grand Marshal of Sunday’s Mother Goose Parade, the same parade he enjoyed with his children decades ago.“There’s going to be an awful lot of people there. It’s going to be something.”The parade is in it’s 72nd year. It begins Sunday, November 18, at 1 p.m. The route travels along Main Street from El Cajon Boulevard to 1st Street. 1514

  

CORONADO, Calif. (KGTV) -- A celebration of life was held in Coronado Thursday night for Nicole Quitasol, the San Diego woman killed in a boat fire off Santa Cruz Island. The event was held at Nicky Rottens, and restaurant officials said the celebration of life was also to help the fundraising efforts to support Quitasol’s family. Quitasol was on the dive trip with four family members, her coworkers posted on Facebook. "Nicole has worked with our Nicky Rottens Coronado family for years, and she will be remembered as an adventurous & loving soul," wrote Bryn Butolph, who described Quitasol as smart and loving.RELATED: San Diego woman killed in deadly Conception boat fire off Santa Barbara"She will be greatly missed," Butolph added. He told 10News Quitasol was devoted to her dog, Peanut Butter.The family of five was among the 34 presumed dead following the blaze. All were sleeping below deck when the fire broke out in the early morning hours of Sept. 2. Other victims included students from a Northern California charter school serving grades 7-12, and a marine biologist who owned the diving company and was leading the tour.A GoFundMe account was created to help Quitasol's mother, who lost three children.KCRA in Sacramento identified the other family membersas Nicole’s sister Evan and sister Angela, both from Stockton, and their father Michael and stepmother Fenisa Sison, both from Modesto. 1421

  

CVS hears the Amazon footsteps -- and the pharmacy giant is wasting no time trying to get ahead of any Jeff Bezos plan to disrupt the drug store business the way that he has the rest of retail.CVS said Monday that it plans to offer next day delivery of prescription drugs nationwide in 2018. In some urban markets, CVS will even deliver on the same day.A program to deliver both medications and a select offering of other CVS products from the front of the store will begin in Manhattan on December 4.CVS CEO Larry Merlo made the announcements during the company's earnings conference call with analysts.The news comes just a few weeks after reports surfaced that Amazon had received wholesale pharmacy licenses in a dozen states.That move would potentially allow Amazon to sell prescription medications online.The speculation caused the shares of CVS and rival Walgreens to fall, as did pharmacy benefits manager company Express Scripts, a competitor of the CVS-owned PBM Caremark.The stocks of drug distributors Cardinal Health, AmerisourceBergen and McKesson all fell too.This is because investors are worried that Amazon, which is already changing the dynamics of the grocery business thanks to its acquisition of Whole Foods, may look to do the same for drug stores.But Merlo said during the call with analysts Monday that he still sees Amazon as more of a potential ally than threat."You would never close the door on any type of partnership," Merlo said, when asked by an analyst about possibly working with Amazon.Still, CVS seems to recognize that the health care landscape is changing rapidly, and it needs to adjust. There have even been recent rumors that CVS may look to buy health insurer Aetna.Aetna scrapped plans to merge with rival Humana earlier this year due to intense regulatory scrutiny. Another insurer merger proposed by Anthem and Cigna died as well.Since then, the lines between health insurers and the pharmacy giants have grown increasingly blurred and incestuous.Anthem recently started up its own PBM, called IngenioRX, and has partnered with CVS.And Walgreens has partnered with a Blue Cross-backed PBM Prime Therapeutics to form a new mail order pharmacy company.Merlo and other CVS executives did not address any of the Aetna chatter on the conference call.But if the rumors are true -- and if an Aetna deal passed antitrust scrutiny -- then CVS appears to be on its way towards building a formidable health care/retail giant that may avoid getting Amazon-ed.  2507
