SAN DIEGO (KGTV) – A man was fatally shot by San Diego Police as officers responded to calls of vandalism in the Mountain View neighborhood early Monday morning.According to police, officers were called to the 300 block of South Pardee Street just before 4:30 a.m. after receiving reports of “a violent disturbance involving a weapon.”Residents at the home were woken up by a man they say ripped a metal curtain rod from the window and began breaking windows and other objects.“Fearing for their safety, they asked another resident to call 911. A neighbor also heard the commotion and called 911 reporting it sounded like someone was being tortured,” police said.When officers arrived, police say they gave the man directions in English and Spanish but received no response. According to police, that’s when the man crawled through a broken window before running towards officers with a metal pole.“Fearing for their safety, one officer fired a bean bag round, one officer fired a Taser, and one officer fired several rounds from his service pistol. The man was struck by at least one round and fell to the ground where he was taken into custody,” police said.Police rendered first aid to the suspect who was taken to the hospital where he later died.The suspect and officers involved haven’t been identified at this time.Anyone with information on the incident is asked to call the San Diego Police Department Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477. 1487

SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. It's like setting off a bunch of wild tigers out in the community," said Alice Keyser, a 15-year resident. Summer Stephan has gone on record saying that she disagrees with the judge's decision and that her office is looking at all options to reverse Quarles' release. If you'd like to sign the petition click here. 1572

SAN DIEGO (KGTV) - A Linda Vista grandfather is missing a pricey, sentimental piece of jewelry after trying to help out some strangers.Steve Phakdy says his 71-year-old father was attending an event at a Buddhist temple in Chollas View more than a week ago, when a white Chevy Tahoe pulled up. "Flagging him down, saying, 'Hello mister.' The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife. SAN DIEGO (KGTV) - A Halloween carnival at the Rancho Bernardo Community Park could be saved with a controversial decision.The park is short-staffed and in desperate need of volunteers.The City of San Diego allows people to volunteer one time per year without needing the usual criminal records check.Some parents are concerned about who would be volunteering near their children.The City sent 10News an email Friday indicating only volunteers who passed a background check would directly supervise or interact with children.Any volunteer does not go through a background check will be in support roles such as setting up tables and directing traffic. 669
