News helicopters in Philadelphia captured demonstrations turning into lawlessness as several people were seen breaking into businesses Tuesday evening.Philadelphia Police said that a crowd of approximately 1,000 people were looting a business in Philadelphia on Tuesday.The unrest began on Monday after Walter Wallace Jr., a 27-year-old Black man, was shot and killed by officers in Philadelphia. Spokesperson Tanya Little of the Philadelphia Police said that Wallace was ordered to drop a knife before being shot by officers.The incident was captured on video from a bystander, and Little confirmed that two of the officers were wearing body worn cameras. Whether that video will be publicly released will be determined in the coming days.Video of the incident showed officers pointing a weapon at Wallace. After trying to back away from Wallace, officers then fired at him.Police Commissioner Danielle Outlaw said that a full investigation of what transpired is underway.Shaka Johnson, an attorney representing the Wallace family, told the Inquirer that family called for an ambulance and not officers. NEW YORK (AP) — Facing a potentially ruinous wave of new sex-abuse lawsuits, the Boy Scouts of America is increasing its annual youth membership fee by more than 80%.The group says the move, which has dismayed many of the Scouts' adult volunteer leaders who warn the increase is prohibitively steep for some, is needed to meet rising operating costs, notably for the liability insurance that covers all official Scouting activities.For years, the BSA has been entangled in costly litigation with plaintiffs who said they were abused by scout leaders in their youth. Hundreds of lawsuits may lie ahead with the recent enactment of laws in New York, New Jersey, Arizona and California making it easier for victims of long-ago abuse to seek damages.The fee increase, disclosed to the Scouts' regional councils last week, seeks to relieve some of the financial pressure. As of Jan. 1, the annual membership fee for 2.2. million youth members will rise from to ; the fee for adults will rise from to , the Scouts said. NEW PORT RICHEY, Fla. — A New Port Richey, Florida man has been arrested after he allegedly raped a 15-year-old girl at his house while playing Grand Theft Auto, deputies say. The alleged rape was witnessed by another gamer who overheard the incident while playing the game with the suspect over PlayStation 4. Daniel Enrique Fabian, 18, was arrested on Wednesday, November 21 and charged with lewd and lascivious battery in connection to the incident which occurred on June 28, 2018. The 15-year-old girl was at Fabian's home at the time of the incident. Fabian is known to the victim. Fabian was playing Grand Theft Auto with another gamer when he told the other gamer he had a girl over at his house and he was going to "smash" her.Fabian stopped playing the game for 15 minutes and during that time, the other gamer says Fabian's microphone was still on and he could hear the victim moaning and saying "no." The victim told Fabian to stop four times, but he continued to have sexual intercourse with her, according to the arrest affidavit.After 15 minutes, Fabian resumed playing the video game with the other gamer. A Sexual Assault Victim Exam was done on the 15-year-old girl and the results supported the allegation of sexual abuse. Fabian was arrested and booked into the Land O' Lakes Detention Center. 1350
