SAN DIEGO (KGTV) - Last month, investigators arrested a 72-year-old man suspected of being the Golden State Killer. It could be the dramatic end of a four decades old search for the suspect.Which got us thinking, whatever happened to the cold case of the “Geezer Bandit” who may not even be a senior citizen anyway? And, could advanced technology ever help find him?He was the most elusive senior citizen during a two-year crime spree. The bank robber the FBI nicknamed the “Geezer Bandit” because of his geriatric appearance.The “Geezer”, who may have been a much younger person using a professional grade prosthetic mask, robbed 16 banks from San Diego to San Luis Obispo from 2009 to 2011. 11 of those robberies happened in San Diego County. “Profiling as you understand now is a pretty big spectrum,” says Jack Hamlin.Hamlin is a Professor at National University and professional criminal profiler. We asked him how this person, seven years later, has become the modern-day D.B. Cooper and why he, or she, would simply vanish.“We have an expression in law enforcement, we only catch the dumb ones,” says Hamlin.The “Geezer” was one of the best. Performing almost mistake free and seemingly very sophisticated. The mask may not have been his only disguise, and he was said to wear gloves, there was no known getaway vehicle, the robberies were during off-peak hours and with little security. And five of his robberies were on a Friday, payday. So, we asked the question, ‘Is it possible this person had some law enforcement training?’“It’s certainly somebody that understands how things work,” added Hamlin.  “These robberies weren’t random. He’s figured out a time when security is low; he’s figured out a time when there’s going to be plenty of cash, Friday.”The “Geezer developed a cult following with thousands of followers on Facebook. T-shirts are still available celebrating ‘Geezer Bandit for President.’ But his last robbery was December of 2011. That's the only time a dye pack was used, exploding and making the money useless, and possibly his disguise too. We haven’t heard from the “Geezer” since.“I don’t see this person suddenly having an epiphany and saying, ‘It’s over with. I don’t need to do it anymore,’” says a skeptical Hamlin.Hamlin says people like this need the rush and rarely just quit. But the one mistake the “Geezer” made on that final robbery was dropping a day-planner which he carried as part of his disguise. If it holds his DNA, Hamlin says there may be an option to use a genealogy website like investigators did to catch the person they believe is the Golden State Killer.“Now you’ve got this public DNA base, and if there is some way they can tap into that, um, the skies the limit on some of these cases,” says Hamlin.UPDATE: The FBI tells 10News there has been no change in this case since the last attempted robbery in 2011. However, the field office in San Diego is always willing to work with the community if there is new information that might lead to an arrest of the person known as the "Geezer Bandit." SAN DIEGO (KGTV) - Infrastructure improvements will halt Coaster and Amtrak rail service this weekend in San Diego County.During the March 3 - 4 closures, neither Amtrak or Metrolink will be available to commuters in Oceanside, according to North County Transit District (NCTD). Connecting bus service will require an Amtrak reservation, however.There will be no connecting bus service for Coaster commuters, though passengers can use Breeze Route 101 or MTS connecting service, NCTD says.10NEWS TRAFFIC CONDITIONSCoaster and Amtrak service will be canceled on March 10 - 11 as well due to an emergency exercise. The exercise will be held at the Carlsbad Poinsettia Coaster Station from 10 a.m. to 3 p.m. Those in the immediate area should expect to see emergency vehicles.On the Friday following each closure, southbound Amtrak Rail 2 Rail trains A792 and A796, scheduled to depart Oceanside at 10:05 p.m. and 12:01 a.m., will complete their trips to Santa Fe Depot, but Amtrak train A590 will be canceled.The Monday following each closure, rail service will re-open, though trains may be delayed up to fifteen minutes.For future closure information, visit NCTD's website. 1196

SAN DIEGO (KGTV) - Mayor Kevin Faulconer detailed his plan to bolster San Diego's infrastructure in a proposed budget Tuesday.The plan calls for a total of about 3 million in investments into the city's streets, parks, and water system — among other improvements. The investment in infrastructure is the largest in San Diego's history, according to the mayor's office.The investments are part of the mayor's proposed .8 billion budget, which City Council leaders are set to adopt at a June 11 meeting.RELATED: San Diego Mayor Kevin Faulconer unveils 2019 budget"After decades of neglect, we have a lot more to do, which is why I’m focused on fixing more streets, building more parks and making more neighborhood upgrades than ever before," Faulconer said in a release. "We also need to invest in aging buildings like those in Balboa Park so they stand the test of time and that’s exactly what this budget will do."Here's a look at some of the financial commitments the mayor's plan proposes:Pure Water: Among the commitments is a 1 million investment into Pure Water San Diego to create an independent, drought-proof local water supply for San Diego. That project is expected to break ground in 2019.RELATED: San Diego is tops for walkable parks, study showsBalboa Park & fire stations: Also on the docket are 1 million in repairs for local libraries, fire stations, lifeguard stations, and recreation centers. The funds will also see new roofing installed for Balboa Park's Mingei International Museum and Air & Space Museum.Transportation: The plan puts 8 million toward transportation projects which consist of road paving, traffic signals, sidewalk improvements, and bridges. This includes funding to fix about 390 miles of streets.Parks & Rec: Mission Bay Park, Chollas Lake, Hickman Field Athletic Area, and Skyline Hills Community Park will see .5 million in park upgrades, including new lighting, trail realignments, and ADA improvements.Water system: Faulconer's proposal also includes .6 million for stormwater upgrades to channels, pumps, storm drain pipes, and watersheds.Faulconer's entire proposed budget can be viewed on the city's website. 2230

  

SAN DIEGO (KGTV) — It’s an online service that brings groceries right to your doorstep, but some who work for Instacart told Team 10 they are being treated unfairly.Instacart entered the San Diego market in 2016. It basically works like Uber, where people can sign up to be “shoppers” and fill orders for a fee.Jacquelyn Westby signed up for Instacart to make extra cash.“We shop for groceries and then deliver using our own vehicles, our own gas,” Westby said. She recently graduated from grad school and is looking for a job in the field of occupational therapy. Instacart helped keep her afloat as she dealt with growing bills.“This job was the difference between homeless and not. Being able to eat and not,” Westby said.Westby said Instacart changed its pay structure over the past couple months. A company spokesperson said changes were meant to improve the shopper experience, adding things like “pay per mile” and estimated earnings. Westby, however, said the new pay formula has made things worse.“Before I could easily work a four hour shift in the morning or the afternoon and make 0 [to] 0 and be done with my day,” Westby said. “Now, I’m working 12 hours a day and sometimes I’ll make upwards of . Sometimes, it’s .”She said tip is now factored into total earnings from Instacart. Westby also said while heavy pay is added for heavier items, it is not consistent.“I think it’s about the bottom dollar.
