Rebuilding projects should be finished within three years, with a priority on residential buildings and public facilities such as schools and hospitals, Wen said.Wen made the call in a speech, which was published Sunday by the State Council General Office, at a meeting to discuss relief work on May 1 during his second visit to the quake zone in Yushu prefecture.Wen said supplies of food, cooking oil, vegetables, fuel and relief allowances should be provided to ensure living standards, and schools should resume as soon as possible in tents or temporary buildings.Debris should be cleared quickly, and the disposal of garbage, human waste and livestock carcases must be properly carried out, Wen said.Adequate disinfectant chemicals and equipment should be prepared, and authorities should be alert for outbreaks of disease, Wen said.Damaged roads and bridges should be repaired and airport operations should be guaranteed to maintain efficient transport. Water and power supplies should also be restored rapidly, Wen said.Agricultural production should be restored, and the government must help farmers buy seed and fertilizers. Efforts to search for and rescue the buried survivors as well as offering medical treatment to the injured people are still the top priorities, Hui said.The relief work should be carried out in a scientific, orderly, effective and well-organized way, Hui said. There should be no "blind spot" in the rescue work and epidemic prevention, he said.Military forces, local authorities and the local people should keep in close cooperation in the relief work, he said.

JINAN, May 3 (Xinhua) -- A pipeline owned by China Petroleum and Chemical Corporation (Sinopec) resumed operation Monday afternoon after it leaked 240 tonnes of oil in east China's Shandong Province.The company immediately shut down the cracked pipeline and blocked the leakage site after the leakage was spotted, said a spokesman with Sinopec.It recovered 220 tonnes of oil, which had leaked to nearby farmland and roads, the spokesman said.The leakage, which was discovered at 6:12 p.m. Sunday, occurred at a section of the Dongying-Huangdao pipeline near Jiulong Township in Jiaozhou City."The influence of the leakage on the farmland could be controlled within the minimum level," he said.Testing results from the local environmental protection authorities showed the leakage didn't contaminate the nearby water sources.An initial investigation showed the pipeline crack was caused by a digger driver who unauthorizedly excavated the earth above the pipeline to bury the waste at a construction site in Jiulong Township.Police are searching for the driver, who fled after the accident.

XIANGNING, Shanxi, April 5 (Xinhua) -- Sixty of the 115 workers who were pulled out alive after being trapped for over a week in a flooded coal mine in north China will be transferred to big city hospitals for better medical treatment, local authorities late Monday.Currently, the survivors are being treated at five hospitals near Wangjialing Coal Mine, which straddles Xiangning County, of Linfen City, and Hejin City, of Yuncheng City, in Shanxi Province.The Shanxi provincial government and medical experts dispatched by the Health Ministry have decided to transfer 60 rescued miners to key hospitals in the provincial capital Taiyuan Tuesday to receive better treatment.A special train will be deployed by the Ministry of Railways to take the patients to Taiyuan. The train will depart at 7:00 Tuesday morning and the trip will take 4 to 5 hours.Each of the patients will be equipped with two medical staff.
