BEIJING, Jan. 3 (Xinhuanet) -- Chinese scientists have made a breakthrough in spent fuel reprocessing technology that could potentially solve China's uranium supply problem, Chinese television reported on Monday.The technology, developed and tested at the No.404 Factory of China National Nuclear Corp in the Gobi desert in remote Gansu province, enables the re-use of irradiated fuel and is able to boost the usage rate of uranium materials at nuclear plants by 60 folds."With the new technology, China's existing detected uranium resources can be used for 3,000 years," the China Central Television reported.China, as well as France, the United Kingdom and Russia, actively supports reprocessing as a means for the management of highly radioactive spent fuel and as a source of fissile material for future nuclear fuel supply.This Dec 26, 2008 file photo shows a huge construction site of the expansion project of the two million-kw generating units in the Qinshan Nuclear Power Plant in Haiyan, East China's Zhejiang province.But independent scientists argued that commercial application of nuclear fuel reprocessing has always been hindered by cost, technology, proliferation risk and safety challenges.China has 171,400 tonnes of proven uranium resources spread mainly in eight provinces -- Jiangxi, Guangdong, Hunan, Xinjiang, Inner Mongolia, Shaanxi, Liaoning and Yunnan.China is planning a massive push into nuclear power in an effort to wean itself off coal, the dirtiest fossil fuel. It now has 12 working reactors with 10.15 gigawatt of total generating capacity.China has set an official target of 40 gigawatts (GW) of installed nuclear generating capacity by 2020, but the government indicated it could double the goal to about 80 GW as faster expansion was one of the more feasible solutions for achieving emissions reduction goals.As such, China will need to source more than 60 percent of the uranium needed for its nuclear power plants from overseas by 2020, even if the country moves forward with a modest nuclear expansion plan, Chinese researchers say.

In addition to talks on investment, trade, intellectual property right and other issues, it is expected that the two sides will sign a number of bilateral agreements on governmental cooperation at the talks later that day.The JCCT began in 1983 as a platform for both countries to promote trade and address issues of mutual concern.The 20th JCCT was held in east China's Hangzhou City on Oct. 28- 29, 2009.

BEIJING, Jan. 10 (Xinhua) -- China's top legislator, Wu Bangguo, met with his Maldivian counterpart Abdulla Shahid in Beijing Monday and called for closer relations between the two nations and the two parliaments.Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, said the growth of bilateral relations in recent years had yielded substantial benefits for the two peoples.Wu said China valued ties with the Maldives and was willing to maintain friendly exchanges and cooperation at all levels in an effort to expand political mutual trust and economic and trade cooperation in fields such as fisheries, tourism, and infrastructure construction.China would encourage Chinese companies to further participate in the Maldives' national construction and more Chinese tourists to visit the country, Wu said.Wu voiced his hope for stronger coordination between the two nations on international issues in order to build a relationship that would be a model for relations between big and small nations.Wu suggested the two legislatures promote dialogue and exchanges of views among members on successful experiences of national construction so as to inject new vitality to the development of bilateral relations.Shahid, speaker of the Maldivian People's Majlis, said the Maldivian people treasured the friendship of the Chinese people, and the rapid growth of the Chinese economy offered inspiration to developing countries, including the Maldives.Shahid pledged the Maldivian parliament would continue to play a constructive role in promoting bilateral relations.Shahid is leading a Maldivian parliamentary delegation to China at the invitation of Wu. The delegation arrived in China on Jan. 8. It is Shahid's first visit to China as the country's chief legislator.

  

CAPE TOWN, South Africa, Nov. 17 (Xinhua) -- Chinese Vice President Xi Jinping held talks with South African President Jacob Zuma here on Wednesday, calling for all-round cooperation and richer content of the comprehensive strategic partnership and strengthened coordination in international policies.During the talks, Xi first conveyed the warm greetings from Chinese President Hu Jintao to South African President Zuma.Xi hailed the Beijing Declaration on the Establishment of Comprehensive Strategic Partnership signed by the leaders of the two countries during Zuma's visit to China in August this year, saying that it has lifted China-South Africa relations to a new high and will guide the bilateral relations in the new era.Xi, who arrived here on Tuesday for a four-day official visit to South Africa, said the main purpose of his visit is to co-host with South African Deputy President Kgalema Motlanthe the fourth plenary session of the China-South Africa Bi-National Commission (BNC).Xi said this plenary session marks a significant step in fulfilling the goals proposed by the two sides in the Beijing Declaration and BNC serves as an important platform to push forward bilateral cooperation in all areas and further implement the consensuses reached by the leaders of the two countries.He said China is willing to work together with South Africa to promote the all-round cooperation, hoping that the two sides will continue to maintain closer high-level political contacts, and further deepen pragmatic cooperation especially in the areas such as trade, economy, agricultural technology and professional training.China wishes to strengthen close coordination in key international issues with South Africa, said Xi. China would also like to coordinate with BASIC countries on occasions of the United Nations such as in the forthcoming climate change conference to be held in Cancun, Mexico.Xi noted that China is to strengthen communication and cooperation with South Africa within the framework of the China- Africa Cooperation Forum so as to realize peace and development in the African continent.Xi also introduced the basic content and China's experience in formulating the 12th Five-year Plan (2011-2015).For his part, Zuma spoke highly of China's role in international affairs, saying that the South Africa-China relations are strategic.South Africa hopes that the Chinese friends will play an active role in South Africa's newly-launched New Economic Growth Path including the key projects in infrastructure construction of the African continent, said Zuma.Also on Wednesday, Xi met with Speaker of South African National Assembly Max Sisulu.

  

WUHAN, Dec. 28 (Xinhua) - Chinese courts would seek to create their own management system for authenticating judicial evidence within the next five years, said Su Zelin, vice president of the Supreme People's Court.Su made the remarks Monday during a meeting held in Wuhan, capital of central China's Hubei Province.The proposed system, which would further clarify the courts' working procedures and protocols while examining and verifying authenticated evidence, would be based on the current system administered by the Ministry of Justice, said Su.The Supreme People's Court plans to build its own forensic lab and relevant specialist pool to ensure the neutrality and authenticity of evidence used in court proceedings, Su added.
