SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. If approved by the California Public Utilities Commission, the changes would take effect prior to next summer, Jones said. 1309

SAN DIEGO (KGTV) - Residents in one San Diego neighborhood have grown increasingly worried over reports of large boulders being left in the streets - in some cases, on top of vehicles.Golden Hill residents have reported the boulders appearing at 19th and Broadway, 26th and Broadway, Date Street, and the Golden Pacific Complex.At times, some of the boulders have been covered with cardboard or blankets."It's way too easy, with the way they're positioned, for someone to jump in their car like they do every day and take off and end up running over a giant boulder," said Benn Bruff.Bruff says a 25-pound boulder was placed in the wheel well of his girlfriend's car. Luckily they spotted it before she drove away. San Diego Police tell 10News the issue is very concerning. They are looking for more information and any description of the person responsible. Police says the person could face vandalism charges or obstruction of a roadway. If a driver were to hit a boulder and get in a serious accident the charges could be more severe. 10News reporter Amanda Brandeis spoke with a resident who knows the damage the rocks can cause first hand on 10News at 6 p.m.Councilman Chris Ward's office issued a statement to 10News, saying they are in contact with San Diego Police Department regarding the issue:"We were made aware of this issue by constituents over the weekend and share the concern for the safety of residents and car owners being impacted by this. SAN DIEGO (KGTV) -- San Diego Fire Urban Search and Rescue task force is on their way to Hawaii to prepare for Hurricane Lane's landfall.The hurricane could bring as many as 20 inches of rain onshore and winds of more than 100 miles per hour.The search and rescue task force is traveling with 55,000 pounds of equipment, hoping to get ahead of the hurricane before it makes landfall.The crew will land in Kauai and then get deployed to wherever help is needed. For the first 72-hours, they must be completely self-sufficient, relying on MRE's and having enough water to survive.The team could be in Hawaii for as long as three weeks but it's expected they will return in 14 days. 692

  

SAN DIEGO (KGTV) - San Diego is hoping to stamp out a portion of city litter with newly installed cigarette butts receptacles along San Diego Bay.The Port of San Diego installed 31 of the cigarette butt receptacles in partnership with TerraCycle, which developed the disposal stands.Staff from the Port's General Services Department will be in charge of emptying the receptacles and shipping the used cigarette butts to TerraCycle, who in turn will process them to be used in recycled products.RELATED: San Diego County residents still disposing of more waste than other Californians"Reducing litter is a critical step in protecting San Diego Bay, our precious natural resource.
