All sharing a toast with a glass of fresh water produced by the plant. Water so clean once it passes through the reverse osmosis system, say plant officials, they have to add mineral back into it. "The water molecule makes it through," says Poseidon Community Outreach Director Jessica Jones. "But the salt molecule -or any other impurities, viruses or bacteria- are too large. CAMDEN, N.J. -- Lieutenant Gabriel Rodriguez is a part of the Camden County Police Department, a department that started over from scratch seven years ago.“East Camden is actually an area I grew up in. I was born and raised out there. Very familiar territory for me. A lot of my cuts and scratches and bumps out there, a lot of good memories,” Lt. Rodriguez said.Back in 2011, then-Mayor Dana Redd says Camden was confronted with a fiscal and public safety crisis that led them to lay off more than half of the Camden City Police Department.“We were facing a million deficit in fiscal year 11 and looking for ways not only to balance the budget, but to certainly provide for the safety and protection of our citizens,” Former Mayor Dana Redd said.Lt. Rodriguez was part of those layoffs.“When I was laid off in 2011, it was a horrible experience. Not to have a job I was laid off for 10 months,” he said.He wasn’t so sure the transition was a good idea, but then he says he saw a culture change as the new police force was required to be more community driven -- getting out of their vehicles and interacting with the people of Camden.“I received my first thank you in my entire career when I was out on my walking beat as a Camden County Metro police officer. I’ve never heard that before… ‘thank you for your service,’” Lt. Rodriguez said.The process of creating the new model took about two years. Redd says the city hired a consultant and had conversations with stakeholders and representatives from 19 diverse neighborhoods in Camden. As mayor, her intention was to establish a system that would reduce the number of crime victims and help people feel safe.“In my mind and my opinion is that public safety is not just about enforcement. It’s prevention, it’s intervention programs that you have available for children, youth and families, and it’s also reentry programs for individuals who have been formerly incarcerated who are returning home to communities like Camden, New Jersey,” Redd said.Redd says there was a lot of support for the changes, but there was also a lot of pushback. And some residents say they still haven’t witnessed major changes with the new system -- like Keith Benson, who was born and raised in the area. He’s also the president of the Camden Education Association.“If you’re a community police department, you should be required to live where you’re serving,” Benson said.Benson says he'd like to see residency requirements for officers be reestablished. Data from the U.S. Census Bureau show more than 90% of Camden identifies as either black or Latino - and Benson says he believes the police force should mirror that. Right now, about half the force is white. However, Benson says more needs to be done to have an effective and trustworthy police force. He says going out into the community is part of it, but actually being a friendly member of the community and looking non-threatening is another.“When you recognize – you know you have access to social media – you see cops killing people and you see this big gun hanging on this cop’s hip that at any moment they can reach on you. That makes you feel a certain way as a civilian. Specifically, if you’re a person of color in a neighborhood like this,” Benson said.George Floyd’s death has put the topic of police reform in the spotlight.“We’re not law enforcement officers, we’re public servants. "You know that’s like every Black kid’s dream growing up, wanting to be a basketball player, until you realize your dreams ain’t gonna work but. Ya know, that’s always been one of my favorite things to do.”He realized that dream would never be a reality when he was a teenager.“I was 17. I was incarcerated for nine years in prison.”Brown grew up in a neighborhood on the south side of Chicago. Some call it the city’s murder capital with more homicides being committed there than any other neighborhood in the city.“When we young, we really didn’t have nobody positive to look up to. The person with the nice car, that was the one selling drugs. He was doing all the illegal stuff,” Brown said.He says owning a gun to use, or simply protect yourself, is basically expected in a community with illegal activity. Brown says he’s lost a lot of family and friends to gun violence. He points to the tattoos on his arms of lost loved ones:“These is like my cousins and friends that died. Best friend, Bert. Bud, he was like my uncle. Frut, he was one of my closest. And the rest of them are like my cousins: DJ, Aaron, Yak, Von, TG, Low, Dome, Devin, Lil Mike.”After being released from prison, Brown says he struggled to get on his feet until he got involved with an organization called READI. He says he needed a bit of a push to commit to a change in his life. Thankfully, persistence paid off.“My outreach worker came ringing my doorbell, asking my momma where I was at,” Brown said.Now he is a READI participant. According to Community Project Manager Kimeco Roberson, READI is an innovative evidence-based response to reducing gun violence in Chicago.“A lot of the shootings that are happening are coming from specific communities and a specific targeted group of people, or a specific group of people within those communities, and that small number of people have contributed to a large percentage of violence that has taken place across the city,” Roberson said.Across the country, especially in cities, Roberson says people of color are marginalized in communities that have experienced decades of trauma.“Trauma happens in the brain. Trauma can be healed. So a part of that healing process is our cognitive-behavioral therapy.”Roberson says one key to helping these men is through relationships. READI offers rigorous cognitive-behavioral therapy mixed with job training and career readiness.Speaking from experience, Brown says READI has found a successful way to make a difference in people’s lives.“I’m doing better through READI already. Like that’s a consistent check for me every week and I got somewhere to go,” Brown said.He may not be a pro basketball player, but he can be a positive role model in the years to come for his four-month-old son.“I’mma show him like, ‘you don’t got to do this, you ain’t got to do what I did, you don’t have to sit in jail for nine years for gun violence, you don’t have to have a bad juvenile background'. California's attorney general sued Sutter Health, accusing the hospital giant of illegally quashing competition and for years overcharging consumers and employers.The lawsuit marked a bold move by state Attorney General Xavier Becerra against the dominant health care system in Northern California as concerns mount nationally about consolidation among hospitals, insurers and other industry middlemen."It's time to hold health care corporations accountable," Becerra said at a news conference Friday. "We seek to stop Sutter from continuing this illegal conduct."The antitrust suit, filed in San Francisco County Superior Court, asks the court to prevent Sutter from engaging in anticompetitive practices and "overcharges."It said Sutter employs a variety of improper tactics, such as gag clauses on prices, "punitively high" out-of-network charges and "all-or-nothing" contract terms that require all of its facilities to be included in insurance networks.Taken together, Sutter's actions "improperly block any and all practical efforts to foster or encourage price competition between Sutter and any rival Healthcare Providers or Hospital Systems," according to the state's complaint. "Sutter's conduct injured the general economy of Northern California and thus of the state.Sutter, which owns 24 hospitals, reported net income of 3 million last year on .4 billion in revenue. Sutter's nonprofit health system also has 35 surgery centers, 32 urgent-care clinics and more than 5,000 physicians in its network.In a statement, Sutter it was reviewing the complaint and couldn't comment on specific claims.Overall, Sutter said, "healthy competition and choice exists across Northern California" for consumers seeking medical care. Large health systems are gaining market clout and the ability to raise prices by acquiring more hospitals, outpatient surgery centers and physicians' practices.Martin Gaynor, a health care economist at Carnegie Mellon University, said California's lawsuit may portend more litigation at the state level."There are a number of markets in the U.S. that are dominated by one very large, powerful health system," Gaynor said. "It could be that we're going to see a new level of activity by state antitrust enforcers looking at competition in their own backyards."Glenn Melnick, an economist and expert on hospital finances at the University of Southern California, said if the state prevails against Sutter it could put "a chill on anticompetitive practices that are being adopted across the U.S. and that could help slow down hospital price increases. "To ensure health care is affordable and accessible to all, we have to get a handle on predatory pricing."In many ways, Becerra's lawsuit mirrors a similar civil case filed in 2014 by a grocery workers' health plan.The attorney general's office filed a motion in court asking for its lawsuit and the class action to go to trial together before the same judge. The trial is scheduled for June 2019 in San Francisco."While we certainly would have preferred this happened earlier, we respect the attorney general's care in conducting a thorough investigation before filing charges," said Richard Grossman, the lead plaintiffs' lawyer representing the class of more than 1,500 employer-funded health plans.In its lawsuit, the attorney general's office blamed Sutter for much of the increase in health care costs across Northern California because "Sutter embarked on an intentional, and successful, strategy of securing market power in certain local markets." State lawyers also pointed out that Sutter's conduct triggered an "umbrella effect" by encouraging other providers to raise their own prices.The state's lawsuit said Sutter used its windfall from excessive prices to acquire more hospitals and medical groups. It also enabled Sutter to "bestow extremely high salaries for its officers and upper management," according to the state complaint.Patrick Fry, Sutter's chief executive from 2005 to 2016, had .4 million in total compensation during his last year there, according to Sutter's 990 tax filing for 2016, the most recent year available.Overall, 18 executives at Sutter had million or more in total compensation during 2016, the federal tax filing shows.Karen Garner, a Sutter spokeswoman, said Fry's compensation in 2016 reflects retirement benefits he accrued over many years.
