CHANGSHA, Dec. 2 (Xinhua) -- Senior Chinese leader Li Changchun has called on publicity departments and media organizations to "vigorously" disseminate the core values of socialist China and inspire the public to achieve the Party's development goals. FUZHOU, Dec. 10 (Xinhua) -- Leaders of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS) and Taiwan's Straits Exchange Foundation (SEF) will hold talks in Taiwan's Taichung on Dec. 22, according to Thursday's preparatory meeting. The two organizations are authorized by authorities in the mainland and Taiwan to handle cross-Strait issues. According to a preliminary agreement, ARATS President Chen Yunlin and SEF Chairman Chiang Pin-kung will meet for the fourth round of talks since they resumed negotiations in June last year following a 10-year suspension. Zheng Lizhong, standing vice president of the ARATS, and Kao Kung-lian, vice chairman and secretary general of the SEF, decided the ARATS delegation would visit the island between Dec. 21 and 25. The agenda was agreed on during the preparatory meeting in Fuzhou, capital of southeastern Fujian Province, which faces Taiwan across the Taiwan Strait. The agenda includes discussion of labor cooperation in the fishing industry, cooperation in the fields of inspection and quarantine of agricultural products and standard measurement authentication, avoidance of double taxation and boosting taxation cooperation. The two organizations are scheduled to hold a symposium on Dec.23 to introduce the mainland investment to the island. The ARATS delegation will also tour the Taichung City, the surrounding area and the Sun Moon Lake, and leave the island at noon of Dec. 25. Zheng said talks between the ARATS and the SEF, which negotiate issues deeply concerned by people of both sides, were "remarkable symbolization of the peaceful development of cross-Strait relations." He said it shows the two organizations respect each other and "treat each other as equals" in promoting cross-Strait economic cooperation and improving people's livelihood. The talks were supported and welcomed by people from both sides, Zheng said, adding the upcoming fourth round of talks would take into consideration the desire of people on both sides and the development of cross-Strait relations. The two sides also discussed the use of relief funds donated by the mainland to Taiwan to combat Typhoon Morakot in August. The ARATS received 450 million yuan of relief funds and has already delivered one third of it to the SEF. The rest would be sent to the SEF next week, it said. Both sides agreed that the funds would be used in rebuilding the island's damaged bridges, schools and public facilities.
BEIJING, Dec. 7 (Xinhua) -- The closing of China's Central Economic Work Conference on Monday, which coincided with the opening of the 15th United Nations Climate Change Conference in Copenhagen, left a message that China was determined to pursue a path of low-carbon development. The three-day conference, responsible for setting the tone for economic development in 2010, agreed that China would step up efforts to boost low-carbon sectors, as part of the strategy of promoting the transformation of economic development pattern. "This demonstrates a remarkable change in China's concept of development, and would greatly help upgrade economic growth pattern and adjust economic structure," said Jiang Xinmin, a researcher with the National Development and Reform Commission (NDRC). The conference agreed to strictly control the issuing of loans to sectors featuring high energy consumption and high carbon emissions, increase credit support to low-carbon industries, strictly reduce exports of high energy-consuming products and rollout low-carbon economic development pilot plans. Jiang said the government's policies would surely produce more breakthroughs in low-carbon technologies, thus providing new vigor for growth. "We can simply say that China has set foot on a low-carbon development road." The Chinese government's major task this year had been to maintain growth through its stimulus programs amid the global economic downturn, said Wang Xiaoguang, a researcher with the China National School of Administration. "As the economic recovery is gaining momentum, the country should shift its focus to the long-term development plan," Wang said. The conference has put much emphasis on "green" development as 2010 will be the last year of the country's 11th five year plan (2006-2010), a guideline for economic and social development, which set hard targets for reducing energy intensity and emissions. Under the plan, China would reduce energy consumption per unit of GDP by 20 percent and major pollutant emissions by 10 percent from the 2005 levels by 2010, and the country is still working for that goal. China announced ambitious plans in late November to cut its energy intensity per unit of GDP by as much as 45 percent by 2020 compared to the levels in 2005. "The country would be pressured to make more efforts to achieve these targets. It is a tough task we must fulfill. We need to change our growth pattern and find a way to sustainable development," Wang said. The great importance the government attached to emissions cutting suggested the low-carbon concept has gradually merged into the country's development plans, said Wang. However, it took more than government policies and enforcement to reach the goal, said Zhou Dadi, a researcher with the NDRC "A low-carbon development pattern also needs concerted efforts by the public to change their life styles," Zhou said.

The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.
