A water main break occurred in the same area in January 2017 as well.Water main breaks last August in Mission Hills, Point Loma, the Midway District, and Spring Valley also left residents and businesses without water. As of August, there had been at least 29 water main breaks around the county in 2018.Since 2013, San Diego has spent about 8 million repairing and replacing 116 miles of water transmission lines and distribution pipes, according to city documents. Though, the city still has more than 3,000 miles of pipeline to replace, San Diego Pulbic Utilities Department spokesperson Brent Eidson told 10News in August."To do it properly, we're probably always going to be replacing pipes," Eidson said.Buildings and BridgesWhen it comes to older structures throughout the county, it comes down to what standards were used when constructing a building.Geologist Pat Abbott says California has been proactive about preparing for earthquakes — he applauded the upgrades made to the Coronado Bay Bridge."You have an upright here and a horizontal road bed and they don't shake the same way," Abbott said of bridge construction. Dating back to the 1950s, it will soon be replaced with two parallel bridges with three travel lanes in both directions, including bike lanes. He pointed to a similar scenario that hit San Francisco in 1989: The Loma Prieta Earthquake."Our scenario earthquake for the Rose Canyon fault, or the biggest that we reasonably expect is a 6.9," Abbott said. According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. SAN DIEGO (KGTV) — San Diego Lifeguards say beach attendance was much larger compared to a typical weekend, but drastically smaller than the usual Independence Day crowds. Still, lifeguards conducted hundreds of rescues along San Diego's coastline.America's big beach birthday bash was not as jam-packed this year."We didn't know what to expect," San Diego Fire-Rescue Lifeguard Lt. Andy Lerum said. "We thought maybe with LA beaches and Orange county beaches closed, we'd see an influx, but we didn't really."Lt. Lerum says only about 200,000 to 300,000 people came to San Diego beaches this July 4th weekend, compared to over 1,000,000 visitors in years past."Obviously, with the fireworks being canceled, people didn't camp out all day waiting for them," Lt. Lerum said. "So parking lots were full; however, the beaches and parks were not at full capacity."This meant leftover trash was not nearly as bad either. Volunteers of the local Surfrider Foundation spent a fraction of their usual time picking up Sunday morning.Those who did come to the beaches could not wait to dip their feet in the sand."For three months, we are in quarantine, and so it was so hard for me!" Fay Beygi said.Only a few people were seen wearing masks, as many visitors stuck together with their families, or were in the water.While some were hoping for more enforcement, lifeguards shifted their focus on the dangerous high surf. On July 4, 2020, they conducted about 300 rescues — 197 of them were at the La Jolla Windandsea. That number includes responding to swimmers in distress, stingray patients, and boating emergencies.While that is a lot for a typical day, lifeguards say that it is less than half of the usual July 4 numbers. Still, they say Windandsea is a popular place where even experienced surfers and swimmers can get washed away."Avoid rip currents when you can," Lt. Lerum said. "If you get stuck in a rip current, try not to panic. Swim parallel to the shore and go back to shore. And please, supervise your young children. Watch them very carefully."A high surf advisory is in effect this weekend until 12 p.m. on Monday, bringing rip currents and generally hazardous conditions for swimmers. The high surf also could bring some minor flooding to low-lying areas during high tide, including in La Jolla, Del Mar, and Cardiff, according to the National Weather Service. 2377

SAN DIEGO (KGTV) — San Diego leaders are asking the state to provide guidance on how the city can reopen the convention center safely during the pandemic.Mayor Kevin Faulconer and Councilmember Chris Cate signed on to the letter requesting that Gov. Gavin Newsom provide rules to reopen the convention center, which has been shuttered since March.According to the city, because of the coronavirus pandemic, the convention center has lost out on more than 100 events between March and December of this year. That factors out to a loss of about 7.8 million in direct attendee spending and .2 billion regional impact.Cate says guidelines to safely reopen convention centers have been awaiting Newsom's approval since June, and must be approved by November in order to host events in 2021 — many events that are already in jeopardy."We are respectfully requesting that the Governor approves the Safe Reopening Guidelines for convention centers statewide. These guidelines were submitted to his office in June. When conventions can reopen is just as critical as how they will be allowed to resume, and the state should be proactive in approving these guidelines well in advance. The world’s fifth-largest economy cannot turn on a dime and this guidance has been thoughtfully developed with an emphasis on public health and safety by leaders in the industry," Cate said in a statement.(See the letter here.)Last fiscal year, the convention center hosted 143 events that generated 5.3 million in direct attendee spending, million in hotel and sales tax revenue, and .3 billion in regional impact.Leaders say the city relies on tax revenue generated by conventions and visitors who stay in the region.Though during the pandemic, the convention center has become a different necessity. The property was transformed into a temporary shelter for the city's homeless population. Since April 1, about 1,100 individuals experiencing homelessness have been sheltered at the center per day. The city says that through its Operation Shelter to Home program, it has helped 525 people find housing to transfer into support housing, longer-term housing, rentals, living with friends or family, or rapid rehousing.Recently, the city also purchased two hotels — a Residence Inn on Hotel Circle and a Residence Inn in Kearny Mesa — to transform into housing units with supportive services as another method to bring individuals off the street. 2442
