SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269

SAN DIEGO (KGTV) — A local retiree is back home and recounting how a trip of a lifetime turned into a painful nightmare during a ride on a tour bus in Africa.Three weeks later, the pain remains constant. But Jeannette Craig, 68, is grateful."Just so glad to be back home," said Craig, from her hospital bed at Kaiser Permanente San Diego Medical Center.After saving up for more than a year, the Santee woman set out on her dream vacation to southern Africa in September. She was on a tour bus headed to an elephant preserve in the country of Lesotho when the bus overturned, killing three and injuring the 12 others on board.RELATED: San Diego retiree injured in African tour bus tragedy"I was in shock. Things flying everywhere, people screaming. I was screaming, because I was hanging upside down. The guide couldn't unlatch me out of the seat belt, so he pulled me out and I dropped 4 feet," said Craig.Wearing that seatbelt, a habit of hers, saved her life. She says she'll never forget the grim sight of the injured mixed with the dead, as she was transported by helicopter to a clinic, then taken to another in South Africa.She was diagnosed with a fractured pelvis, a shattered leg and torn ligaments, and broken ribs.After her trip insurance initially refused to cover a medical flight home, her family got involved and eventually, the insurance covered the flight. Craig arrived a few days ago.At Kaiser Permanente, doctors would diagnose additional injuries, including blood clots in her leg and lung, and broken bones in her spine and chest.Craig faces a long difficult recovery. The adventuresome retiree is ready to face it."I look forward to physical therapy, I hope within a year, I'll be hiking," said Craig.That recovery will be a long one. SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) - A researcher at the San Diego Museum of Natural History helped identify a new species of dinosaur, which was just added to the Anatomical Record.Dr. Ashley Poust made the discovery 10 years ago while on a research trip to China."There were a couple of features that immediately stood out to me, made me thing maybe we have something new here," he says.Dr. Poust says the shape of the skull and the presence of two long, decorative tail feathers made him think this was a new species."There's not any other dinosaurs that aren't birds, that we know of, who have long feathers like that," he says.Dr. Poust named the dinosaur "Wulong Bohaiensis." The word Wulong means "Dancing Dragon" in Chinese. The other part of the name comes from the area where it was found.A find like this helps fill in the gaps in how dinosaurs and birds evolved differently. Dr. Poust says Wulong was only about 1 year old when it died. That means it grew those long feathers much earlier than birds typically do. He thinks they could be functional, or it shows a major difference between dinosaurs and birds."You can't really answer those questions in California, but you can answer those questions in a place like China," says Dr. Poust.According to a release, the dinosaur was an early relative of the Velociraptor. It lived 120 million years ago and would have been about the size of a crow or raven.Dr. Poust says he's excited to share the new species with the world. The skeleton is on display at the Dalian Museum in China. It likely will not come to San Diego, as the specimen is too delicate for such a long journey. 1628
