A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. A new study done by researchers in Hungary and Mexico found that dogs aren't all that excited when it comes to seeing a person's face.After an MRI of 20 dogs, the researchers made their findings, and 30 people's brains were scanned while watching a series of videos that showed either the front or back of a dog or person's head.The finding, which was published Monday in the Journal of Neuroscience, was that dogs' brains aren't hardwired to focus on faces. A mother in Mesa, Arizona is voicing concern after her child's 4th-grade teacher changed words in the Declaration of Independence, and made the students recite the altered version in class.The teacher at Salk Elementary school crossed out the words "man" and substituted it with "human".The mother, Elizabeth Vaillencourt said the teacher's goal may have been to include women as well, but she went too far in altering a historical document.When Vaillencourt took this concern to school officials, she was initially told she had "hurt the teacher's feelings" by posting about it on social media.The school reacted by removing Vaillencourt's child from that teacher's classroom, and placing them under a different teacher.On Wednesday, Vaillencourt said the superintendent's office contacted her to tell her what the teacher did was against school policy.A Mesa Public Schools spokeswoman says they have policies in place when it comes to school ceremonies which includes reciting the Declaration of Independence. 1030
