SAN DIEGO (KGTV) - Ralphs grocery stores are extending their hours to help seniors and provide greater flexibility for the general public, according to Director of Corporate Affairs John Votava.All stores will open at 6 a.m. - 7:30 a.m. for shoppers 60 years and older. "They're the most vulnerable population out there today, so we want to make sure they have time to come into our stores and shop uninhibited," Votava said.Locations will remain open to the public until at least 10 p.m., some will stay open later.Ralphs is also offering free pharmacy delivery for most locations and free pickup service for most grocery orders. Families took advantage of the pickup service Sunday at the Ralphs in Mission Valley. "I think it's going to make people feel comfortable shopping in a different way. If you can order online or call it in for sure," Tim Earp said through a mask.Votava said they're working on other safety features to protect customers and their employees. Plexiglass will be installed next week at checkout counters, and decals are already on the floor to encourage social distancing at checkout.Votava also said employees are allowed to wear masks and gloves while they work.He does have one request for anyone in the store, "if you see a senior who is shopping throughout the day, please let them cut to the front of the line so they can get in and out of the store safely."Votava said this is the new normal for now, and the store hours will reflect that indefinitely. SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken.She is home with her parents. 1541

SAN DIEGO (KGTV) — San Diego International Airport is reporting an increase in travelers as coronavirus restrictions continue to lift.New numbers from the San Diego Airport Authority showed that from June 18 to 21, an average of 8,679 daily travelers went through the TSA Checkpoint. That's a drop off of 80 percent from the same time last year. However, during the height of the coronavirus restrictions in April, the drop off was as much as 95 percent compared to the same time in 2019. "From what we are seeing and based on our conversations with airlines, leisure travel is coming back faster than business travel, and this is consistent with nationwide trends and reports," said Airport Authority spokeswoman Sabrina LoPiccolo. LoPiccolo says the airport has taken numerous steps to help stop the spread of COVID-19, including plexiglass sneeze guards in some areas, increased cleaning and floor markers to encourage social distancing. The large drop off in travel has taken a toll on businesses that depend on travelers to survive.Across the runway at Park, Shuttle, and Fly, owner Al Cruz says the lack of air travel forced his family to temporarily lay off the lots 15 workers."We were very scared," Cruz said. "We moved real quick, we have to survive. We're family-owned and we're not a big corporation. We don't have a lot of money to sustain us.During the height of the shutdown, Cruz rented hundreds of spots to a rental car company to store excess cars, but it was a revenue cut. In June, he received a Paycheck Protection Program loan and reopened, hiring back the 15 workers. There are now about 45 cars owned by travelers in the lot. Cruz said he needs the trend of increased flying to continue to make it. "If it does not, it flattens out like it was three months ago, we can't survive on that," he said. Each San Diego Police division will have a Designated Online Transaction Space (D.O.T.S.) where carrying out online or private sales and exchanges of goods. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. You truly cannot put a price tag on peace of mind,” stated Councilmember Chris Cate.
