BEIJING, Feb. 4 (Xinhua) -- The Office of State Flood Control and Drought Relief Headquarters launched an orange alert on Wednesday, urging local authority to be fully aware of the grim situation and give drought-relief work top priority.     The unprecedented drought which started last November, has affected 146 million mu (9.73 million hectares) of crops nationwide by February 4, among which 42.19 million mu are severely affected, according to the latest figure released by the headquarter office.     About 139 million of wheat land in the eight wheat-producing provinces were threatened, comprising 46 percent of the total wheat croplands in the areas. People irrigate the wheat field at Xindian Village in Luoyang, a city in central China's Henan Province, Jan. 4, 2009. Drought has hit most of Henan Province, one of China's key wheat producing regions, due to lack of rainfall since last October.Some 3.98 million people and 1.95 million livestock are short of drinking water.     The headquarter office asked local governments to be accountable for relief work and make every effort to expand irrigation areas.     The local authority should enact integrated plans on water distribution to minimize the risk of the drought, according to an emergency notice by the headquarter office.     Four more working teams were sent to the drought-hit areas on Monday to supervise the relief work.     The Ministry of Finance is expected to arrange more funds, after the previous 100 million yuan (14.6 million U.S. dollars) to support the relief effort.

ZURICH, SWITZERLAND, Feb. 26 (Xinhua) -- A Chinese business delegation inked trade deals worth more than 300 million U.S. dollars with Swiss companies on Thursday, ending the second leg of their four-state procurement tour in Europe.     The agreements covered products ranging from software to electric equipments and metals, which meet China's domestic needs, according to Chinese trade officials.     Among those agreements, Switzerland's ABB, a global leader in power and automation technologies, signed a letter of intent for the supply of generator circuit breakers to China Nuclear Power Engineering Company.     Switzerland's Glencore, one of the world's largest suppliers of a wide range of commodities and raw materials to industrial consumers, also signed a deal with Chinalco, the world's second largest alumina producer and the third largest primary aluminum producer.     Holcim, one of the world's leading suppliers of cement and aggregates based in Switzerland, deepened its partnership with China's Huaxin Cement Company (HCC). They signed a frame agreement for technical service, technology and new equipment supplies covering the next two years.     Holcim is already the single largest shareholder in HCC, holding a stake of 39.9 percent of the Chinese firm.     "HCC with Holcim's support will continue to strengthen and extend its leading role as a modern cement producer in China," the two companies said in a statement. The group will submit proposals on the shape of this cooperation.     Switzerland is the second stop of the Chinese business delegation's European tour. On Wednesday, they signed 37 procurement deals worth about 11 billion euros (14 billion U.S. dollars) with local firms in Germany.     In an interview with Xinhua on Wednesday, Chen expected purchase deals with Switzerland would be modest compared with Germany due to the gap in the two countries' economic scales.     The delegation will arrive in Madrid, Spain later today and then London, the last stop. BEIJING, Feb. 7 (Xinhua) -- The Communist Party of China (CPC) has called for beefing up efforts to further push forward peaceful development of relations between the mainland and Taiwan.     A meeting on Taiwan work, held from Friday through Saturday, pointed out that major breakthrough had been made in development of relations across the Taiwan Straits in 2008.     The meeting urged doing solid job to further push forward development of cross-Straits relations and the process of cross-Straits consultations, continuing the progressive method of easy things first, difficult things later; and economic affairs first, political affairs later.     It urged consolidating the political bases that the two sides both oppose "Taiwan independence" and adhere to the "1992 Consensus", to maintain the momentum of the improving cross-Straits relations.     It urged vigorously beefing up economic exchanges and cooperation, fully realizing direct transport, postal and trade links, striving for normalization of economic relations and working for institutionalizing economic cooperation.     It orders taking effective measures to help Taiwan businesses on the mainland to overcome difficulties, implementing a series of policies that benefit Taiwan compatriots, beefing up cooperation in dealing with the international financial crisis.     It also urged vigorously pushing forward all-round exchanges, with emphasis on promoting cultural and educational exchanges and involving more Taiwan people in cross-Straits exchanges.     Jia Qinglin, member of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the meeting and made a speech.
