How the Program WorksThe Indiana Choice Scholarship Program provides state money to offset tuition costs at schools across Indiana. To qualify, students must live in Indiana and be ages 5-22. There are then eight different options, or "tracks" a student can qualified for, depending on various measurements. For example, there is a sibling track, meaning a student's brother or sister received a scholarship the previous year.A family's income level is also a factor when determining who gets the scholarship money. But the specific school is responsible for determining eligibility. The amount the student receives to attend the school is based on a state-created funding formula, but it could be as much as the school's tuition and fees.The money technically goes to each student's family, but it's tied to a specific school. If the student stops going to that school, they can't use the scholarship money at a different school. The schools participating in the program may not discriminate against a student based on race, color or national origin.Cathedral, Brebeuf Jesuit and RoncalliA few days before Cathedral's announcement, Brebeuf Jesuit Preparatory School was faced with the same option — fire its teacher in a same-sex marriage or lose its Catholic classification. Brebeuf Jesuit chose the latter."We really just tried to look at it in terms of our community," Brebeuf Jesuit principal Greg VanSlambrook said. "Our decision trying to do the right thing by our teacher and by our community."After the school's decision, it can no longer use the name "Catholic," and will no longer be identified or recognized as a Catholic institution.Both Cathedral and Brebeuf Jesuit are in the Indiana Choice Scholarship Program, meaning they get money from the state to accept the lower-income students.Over the last three school years, Cathedral has received ,457,077.31 in scholarship vouchers from the state, according to data provided by the Indiana Department of Education. Over that same timeframe, Brebeuf Jesuit has received ,137,056.03 in scholarship vouchers.Last year, Roncalli High School placed its guidance counselor on administrative leave after it was discovered she was in a same-sex marriage.Backlash from State LawmakersThere is no mechanism in place to stop Cathedral from receiving public money. Two Democratic Indianapolis state lawmakers, one in each chamber, tried during the last session. Rep. Dan Forestal and Sen. J.D. Ford have pushed to include language in state law that would prevent voucher money from going to schools that discriminate against a staff member based on their sexuality, gender identity, race and many other factors.In Ford's bill, schools in the program would have to annually submit copies of teachers' contracts or other documentation, to prove they're not discriminating. His bill died without getting a hearing. Ford said he was told it was a busy session and the bill didn't meet the priorities of the Committee on Education and Career Development."People are talking about it," Ford said. "My constituents are talking about it, which means I have to talk about it."Both lawmakers have a personal stake in what's happened with these Indianapolis schools. Forestal is a Roncalli alumnus and Ford is the first openly LGBTQ state lawmaker."I think I have a duty to speak up on behalf of the folks this is happening to," Ford said.He also introduced an amendment into the state budget, to essentially do the same as the bill would've. But the amendment was defeated. Ford also said schools that don't receive public money can do what they want, but things change when state funding gets involved."If you are going to do that, that's fine, I'm still going to have an issue with it," Ford said. "It just wouldn't be in my purview as a state legislator. in Highlands County.The Highlands County Sheriff's Office responded to a call of a body found in a wooded area in Lake Placid, Florida, a little before Thursday afternoon. Deputies identified the deceased man as 45-year-old Melvin Olds Jr.Following the investigation, deputies noticed Olds suffered injuries that would come from an animal attack, believed to be from a pack of dogs. The medical examiner also responded to the scene and could not find any injuries other than the ones caused by the dogs. Autopsy results found more than 100 dog bites on the victim's body, the sheriff's office said on Friday. A final determination of what killed Olds will be made after toxicology results. A pack of dogs was later spotted in the area shortly after Olds' body was discovered. Deputies say six dogs have been captured in the area and their bite size matches wounds on Old's body. However, authorities say that alone is not enough to say for sure that they were the animals involved. DNA from the captured dogs will be compared to DNA collected from the wounds, deputies say. Highlands County Sheriff’s Office Animal Services officers have set traps in the area and Animal Services units have been patrolling the area looking for loose dogs who may have been involved in the attack."While we may have the dogs that were responsible for this horrible tragedy, we won’t know for sure for a while,” Sheriff Paul Blackman said. “I want to encourage residents of Highway Park and the surrounding area to be on the lookout for any loose dogs, especially those that seem aggressive. dousing her with a toxic chemical and setting her on fire inside her Florida home.Police said the woman has died from her injuries.According to an arrest report, police responded to a home in the Colonnades at Glen Oaks community in Boca Raton, Florida, around 9:15 a.m. on Monday.Officers said they found the 75-year-old victim unconscious on the laundry room floor with injuries to the head and severe burns to a majority of her body.A worker for a delivery company that's contracted to deliver appliances for Best Buy said he and 21-year-old Jorge Dupre Lachazo delivered a washer and dryer to the victim's home Monday morning.After the appliances were installed, the witness said he went outside to return some phone calls, and Lachazo remained inside the home with the victim to acclimate her to the appliances and answer any questions.The witness said he "heard multiple screams from inside the residence," so he entered the home and noticed blood on laundry room floor, and the victim on the floor near the blood.The witness told police "Lachazo was acting very strange," and said he had to leave. The witness said Lachazo got in the delivery truck and fled the scene.According to an arrest report, officers stopped Lachazo in the 7100 block of W. Glades Road. Police said "Lachazo was very sweaty and was shaking as if he was nervous."The hair on his legs was burned and there were ashes on his legs, police said.The arrest report stated officers found burn marks in the laundry room along with a "strong odor of a chemical." In addition, "a wooded handled mallet was on top of the washing machine. Blood was observed on the mallet."There was also a glass wine bottle on the floor, and long hair in dried blood on the bottle.In the kitchen, police said the stove was pulled away from the wall, and a blue metal can of Acetone without a lid was on the counter. All the burners on the kitchen stove were turned on.Detectives said Lachazo told them he was inside the victim's home showing her how to use her appliances. He admitted to hitting her on the head with the mallet and knocking her out.Police said Lachazo claimed he then got a chemical from the garage."(Lachazo) made a physical motion with his hands indicating that he doused (the victim) and room with the chemical agent. He then made a motion with his hands that the chemical spontaneously combusted," the arrest report said.Lachazo said he then got in the delivery truck and fled the scene.Police said "Lachazo admitted to recently using cocaine, as well as marijuana through a vape." However, the motive of the crime remains unclear.According to his arrest report, Lachazo's fingerprints were found on the can of Acetone.Police said the victim suffered multiple skull and facial fractures, as well as severe brain bleeding and second and third-degree burns over the majority of her body.Lachazo is facing charges of attempted second-degree murder, aggravated battery on a person 65 years of age or older, and arson causing great bodily harm. Those charges could be upgraded now that the victim has passed away.In court on Tuesday, a judge denied Lachazo bond, and ordered him to not have any contact with the victim, her family, witnesses, or the business he worked for.Best Buy said it's taking action following the attack, suspending its relationship with that local subcontracted delivery company and also hiring an independent security firm to review its screening and safety programs.It's also closing its Boca Raton, Florida, store Tuesday out of respect for the victim.The company's CEO, Corie Barry, released this statement to WPTV:"One of our customers in the Boca Raton, Florida area was tragically attacked yesterday, suffering extremely serious injuries. We are profoundly sorry and offer our deepest sympathies to our customer and her family. Out of respect for them, we have closed our Boca Raton store today. Beyond working with law enforcement in any way we can, we have suspended our relationship with the small, local company that was sub-contracted to deliver to the customer’s home. In the hours after we initially learned what happened, we immediately re-visited our delivery and installation programs and, in the coming days, will do two things: 1) ensure all our processes were followed and 2) work with our delivery partners to do anything more we can to help ensure that this type of tragedy will not happen again.
