Voters in Maine are trying out a new election system this year.“It is going to be used this fall for the first time in the presidential race, and that was a focus of a series of court challenges that went back and forth up though just a few weeks ago before it was finally determined, yes it will be used in the presidential race,” said Mark Brewer, Professor of Political Science at the University of Maine.What is ranked-choice voting? And how does it differ from how you fill out the more traditional “choose one,” or plurality, ballot design?“Normally you'll have a grid of candidates, all the candidate names on the left side and all of your choice columns along the top,” said Chris Hughes with the Ranked Choice Voting Resource Center. “Once we get everybody's ballots in, you count up all the first choices. If anyone has the majority, they get 50% of all those first choices, then that person is the winner.”However, if no candidate gets 50%, “you eliminate whoever has the fewest first choices and count the second choices on those ballots instead,” Hughes said.Ranked-choice voting has already been used for some local elections in states like California.“The big surge we’ve seen in the last 20 years started in San Francisco. San Francisco adopted ranked-choice voting in 2002 to eliminate their run off elections. Now they have a single general election,” Hughes said. “The last 20 years we’ve seen this huge growth, even between 2016 and 2020 we’ve seen five more cities adopt ranked-choice voting.”Why is Maine making the change now, in the brink of a critical presidential race? It’s a decision that was made four years ago. In 2016, the Ranked Choice Voting Act was passed by Maine voters, which meant ranked-choice voting would be used in certain statewide elections going forward.However, with every type of voting -- and there are many methods -- there are pros and cons.“In simpler elections ranked choice voting is probably going to do a decent job. But in more complicated elections where there are a bunch of candidates and it’s a tight race you run more of a risk of anomalies occurring,” said Aaron Hamlin with The Center for Election Science.What does this voting method mean for Maine, and the U.S. as a whole this election?“Ranked choice is going to come into play in the United States Senate race here in Maine,” Brewer said.“It’s not inconceivable that the Maine Senate race ends up deciding control of the U.S. Senate, and we're not going to know the outcome of the Maine Senate rate on election night. I can't imagine we will. Walmart will be open an hour later at most locations across the US starting November 14. The retailer curtailed shopping hours at the onset of the coronavirus pandemic, and has been slowly expanding hours since then.Currently, most Walmart locations are open from 7 a.m. to 10 p.m., but on November 14, locations will remain open until 11 p.m., unless otherwise mandated by local government restrictions.Walmart also said that locations will continue operating a special shopping hour every Tuesday for customers 60 and older and those most vulnerable, starting one hour before store opening.The announcement comes as stores prepare for the busy holiday shopping season. "I found out very easily the way to anybody's heart is through baking!" said Terry Chamberlin. Chamberlin says she's lucky to be a grandmother to four."But then my son had an opportunity to move out of state, he took with him, against my will, three of my grandchildren!"She was scared to lose connection with her grandchildren, so she got creative.Chamberlin would send a box of homemade cookies with sides of frosting and sprinkles. Over Skype, she would decorate the cookies with her grandkids."It's so hard at Christmas time or their birthday to buy them a gift if you don't know them very well. So by staying connected by Skype, you get to see what they like and what shirts they're wearing and what their favorite color is," said Chamberlin.When friends started hearing about this, they wanted to do something similar with their loved ones.Chamberlin decided to start a business, called Gramma in a Box.For , you receive a themed box with three projects. VISTA, Calif. (KGTV)- New details are emerging about a weekend murder investigation at a house in Vista. Neighbors tell 10News that a husband was arrested for shooting his wife and the two had a troubled history. A suspect in this case was arrested Saturday night by members of the San Diego Sheriff's Homicide Unit. Deputies report that he has been identified as fifty-seven-year-old Andrew Thomas Smith of Vista and he has been booked for murder at the Vista Detention Facility. He is being held without bail. The victim's family has been notified of her death. Deputies report that she has been positively identified as Jean Moore Smith, a fifty-nine-year-old resident of Vista and she was Andrew’s wife. (KGTV) — It was a heart-pounding moment at a North County gas station after a homeless woman gave birth inside the bathroom. “I just seen some lady come out with a baby saying 'we need help this lady just gave birth',” said clerk Alex Ascencio. Ascencio had just started his shift Wednesday when the woman came inside of the store. When Ascencio saw the baby, he jumped into action, tending to the baby and dialing 911. “I just sat her down and make sure she had a pulse and that she was breathing; she was perfectly fine.”Ascencio says the woman tried to leave the store without the baby, but he convinced her to stay until paramedics arrived. Ascencio says he aspires to be a paramedic and his co-workers are praising him for his quick thinking. 770
